BD6n June 27, 2023 FOURTHTUESDAY REGULAR MEETING TOWN OF DAVIDSON BOARD OF COMMISSIONERS The Town of Davidson Board of Commissioners held its regularly scheduled meeting on Tuesday, June 27,2023 int the Town Hall and Community Center Board Room. Present were Mayor Rusty Knox and Commissioners. Jane Campbell, Matthew Dellinger, Ryan Fay, Tracy Mattison Brandon, and Autumn Rierson Michael. Assistant Town Manager Austin Nantz, Interim Town Attorney Karen Wolter, and Town Clerk Betsy Shores were also present. CALLTOORDER Mayor Knox called the meeting to order at 6:00 p.m. Commissioner Rierson Michael was present via zoom. ANNOUNCEMENTS Communications Director Jessica Eggimann announced thei following: All residents and friends in the community are invited to celebrate our nation's independence this Sunday, July 2 with a patriotic stroll. Thei festivities willl begin at 5:15 p.m. with a color guard comprised of members oft the police and fire departments will leading the stroll from Town Hall & Community Center along South Street to the town green for all to enjoy a concert at 6:00 p.m. On Saturday, July 8, the community is invited for a picnic in celebration oft the grand opening of Beaty Park from 10:30 a.m. - 12:30 p.m. Festivities willl begin with as short ceremony followed by a picnic, games, activities of all kinds, and Whit's Frozen Custard provided by the Town of Davidson for guests to enjoy while exploring the new park facilities. The park's opening is the result of a collaborative effort, including funding from Davidson Lands Conservancy and assistance from Native Roots for invasive plant removals. Mayor Knox read a proclamation for Parks and Recreation Month. CHANGES/ADOPTION OF THE AGENDA No changes to the agenda. Commissioner Campbell made a motion to adopt the agenda. The motion passed unanimously (5-0). PRESENTATIONS (a) Economic Development Director Kim Flemingi introduced staff from The Hurt Hubi that were providing an update on the Minority- and' Women-Owned Business Enterprises (MWBES) Programming through The Hurt Hub. In October 2022, the town board awarded a $50,000 grant over 2 years $25,000/year) to supportl The Hurt Hubi in providing local residents, small business owners, employees and entrepreneurs with workforce development: skill education and access to free consulting through the Gig-hub. Liz Brigham, W. Spencer Mitchem Director ofl Innovation and Entrepreneurship at The Hurt Hub, presented an update on the program including data gathered int the initial phase of the project, which focuses on understanding the challenges and opportunities expressed by existing and potential small business owners within the town. PUBLIC COMMENT public comment period. The public comment period opened at 6:31 p.m. and closed at 6:37 p.m. Two people spoke during the Dale Sadler spoke about the proposed Summit Farms project. Steve Sonnenberg spoke about the FY2024 Budget, property tax assistance program, and proposed change of terms for board of commissioners. CONSENT AGENDA Approval of May Draft Meeting Minutes Approval of Resolution 2023-16 for NC Governor's Highway Safety Program Grant Approval of Resolution 2023-17 Closing of the Mi-Connection Capital Project Fund Approval of Resolution 2023-19 to Exempt the Davidson Lands Conservancy Runi for Green on Saturday, September 30, 20231 from Section 54-1 of the Davidson Municipal Code Adoption of 2nd Amendment to Lake Norman Regional Transportation Commission Memorandum of Understanding (MOU) Approval to Renew Flock Contract Commissioner Dellinger made ai motion to approve the consent agenda. The motion passed unanimously (5-0). BUSINESSITEMS (a) Town Manager. Justice reviewed with the board the proposed amendment to the Charlotte Regional Transportation Planning Organization (CRTPO) Current Weighted Voting Structure. CRTPO is to consider amending its bylaws, including the current voting structure. Town Manager. Justice recommended the board approve Resolution 2023-18 when an amendment to opposing the current weighted voting structure and request that CRTPO adopt ar more fairly weighted voting structure more inl line with other Metropolitan Transportation Organizations in North Carolina. Commissioner Dellinger made a motion to approve. Resolution 2023-18 Town of Davidson Opposition to Charlotte Regional Transportation Organization (CRTPO) Current Weighted Voting. Structure as read by Manager Justice with the amended language. The motion passed unanimously (5-0). (b) Town Manager. Justice discussed with the board Resolution 2023-20 Intent to Consider an Ordinance Amending the Charter of the Town of Davidson to Change Terms of Office for Commissioners and Mayor and Setting the Date for a Public Hearing. The Town of Davidson Charter currently establishes term lengths for the Mayor and Board of Commissioners. at two years. The board discussed amending the Town Charter to change Commissioners terms to four year, staggered terms. The Mayor would remain at two year term. An election would still be held every two years. Commissioner Campbell made a motion to approve Resolution 2023-20 and set the date ofthe Public Hearing for Tuesday, July 25, 2023 at 6:00, p.m. The motion passed unanimously (5-0). The process also allows a voterr referendum (post-ordinance adoption) to determine whether the change is implemented. SUMMARIZE MEETING ACTION ITEMS Town Manager. Justice summarized the action items.
