TOWN OF COATS Board of Commissioners October 21, 2016 Special Called Meeting OFFICIAL MINUTES I.A ABSTRACT: As special called meeting of the Board of Commissioners was held on October 21, 2016 in the Board of Commissioners' Meeting Room at Coats Town Hallat4p p.m. II. ROLL CALL: Mayor Walter Weeks, Mayor Pro-Tem Jerry Beasley, Commissoner/CAlen, Commissioner Allen Mosby and Commissioner. John Raynor were in attendance. Commissioners Chris Coats arrived at 4:05. III. CALLTO ORDER: A quorum being present, Mayor Weeks called the meeting to order at 4:00 p.m. Mayor Weeks delivered the invocation and led those ina attendance in the Pledge of Allegiance. Mayor Weeks asked to add item B under New Business - Consider Budget Amendment #2 RESOLVED, to accept Agenda as amended. MOTION BY: COMMISSIONER, JOHN RAYNOR: SECOND BY: COMMISSIONER ALLEN MOSBY APPROVED, AYES (5), MAYOR PRO-TEM. JERRY BEASLEY, COMMISSIONERS ALLEN, RAYNOR, MOSBY AND COATS NOES (0) IV. NEW BUSINESS: A. Storm Damage from Hurricane Matthew Kenny Cole Town Manager gave an update of the damages within the Town, Library and Park affected by the hurricane. Mr. Cole informed the Board that FEMA has set upi in Harnett County and residents are encourage to file with FEMA for any damages incurred due to the storm. 1 Mayor Weeks expressed his appreciation to Rodney Pleasant, Public' Works director for his involvement during the storm. Mayor Weeks also shared comments of appreciation to the Town staff, Police Department and Public Works. Mayor Weeks informed the Board that Representative David Lewis has offered his services with anyi issues or concerns that the Town may have. Kenny Cole Town Manager informed the Board oft the damage and repairs to the Library due to the storm. Mr. Cole stated that there was significant amount of flooding in the library and the building unit next to the library. Mr. Cole informed the Board that he contacted Cary Reconstruction Company on Saturday October gth for restoration to prevent mold and mildew growth and they began on October 11, 2016. Cary Reconstruction Company total cost for the restoration including cleaning the carpet was $9,357.02. Mr. Cole expressed that the installment of the molding will be Kenny Cole Town Manager also informed the Board concerning the storm line that collapsed at the park. Mr. Cole stated that a quote has been received in the amount of $4,500 to repair the storm Mayor Pro-Tem Jerry Beasley questioned why our Public Works department could not repair what is needed for the storm line. Mr. Beasley commented that he didn'tv want the Town to get into always There was a discussion among the Board to let Public' Works complete the repair once they! have a time that they aren't as busy as now. Mayor Weeks stated that the park wouldn't be in use through the winter months and if possible could be that our staff could take care of the repair after getting Mr. Cole stated that he would rather not delay the repairs. Mr. Cole shared that he had received a quote of $4,500 dollars which would include a 24" pipe, install junction box, cover and seed.. Mr. Cole expressed that he didn't feel that the Town staff could repair the storm line for that. Mayor Weeks suggested getting another quote on the repair and evaluate the cost to the Town for Mayor Pro-Tem Jerry Beasley suggested to rent ai fence to block area to protect anyone from harm. Commissioner Allen Mosby questioned what time frame for repairs to begin from the company that we have received a quote from. Commissioner Mosby stated his concerns of the cost to block the area and the liability to the Town for not addressing the repair as soon as possible. Commissioner. John Raynor expressed concerns about future weather issues priort to getting the Park Mayor Weeks asked that the Town Manager look into another quote for the job, look at all the options including letting Public Works do the repair, make a decision and move ahead withi it. B. Consider Budget Amendment 2 Commissioner Allen Mosby stated to cover the expense that has been completed at this time and address any additional repair at the November Board meeting. RESOLVED, to change Revenues- unappropriated surplus of $19,386 to $14,000 and change expenditures appropriations to 1061103510-59,500 and 10-6120-3520- $4,500. MOTION BY: COMMISSIONER.
