445 CONCORD CITY COUNCIL SPECIAL 2nd WORK SESSION MEETING NOVEMBER 22, 2022 The City Council for the City of Concord, North Carolina, held the City Council 2nd Work Session in the 3rd floor City Hall Council Chambers located at 35 Cabarrus Ave, W, on November 22, 2022, at 11:00 a.m. with Mayor William C. Dusch presiding. Council members were present as follows: Mayor Pro-Tem Terry L. Crawford Council Member Andy Langford Councii Member W. Brian King Council Member Betty M. Stocks Council Member JC McKenzie Council Member Jennifer Parsley-Hubbard Members Absent: Council Member John A. Sweat, Jr. Others Present: Members Present: Assistant City Manager, LeDerick Blackburn City Attorney, Valerie Kolczynski Assistant City Manager, Pam Hinson City Clerk, Kim J. Deason Various Department Directors Mayor Dusch called the meeting to order MSD tax issue - update The Planning and Neighborhood Development Services Deputy Director, Kevin Ashley, provided a brief history of Municipal Service District (MSD). He stated in December 2011, the Council voted to expand the District. He explained the Cabarrus County Tax office notified staff that they never received notification of the expansion and have not taxed business owners within the District since 2017. The total of five years of back taxes is approximately $73,000, of which Carolina Courts will be billed $62,000. He stated Cabarrus County has stated they do have a payment plan Carolina Courts can take The Council asked if the Council would be charging interest on the amount due. The Planning and Neighborhood Development Services Deputy Director stated he would check with the County Tax Office and report back to Council if Carolina Courts will be advantage of. offered a payment plan with or without interest. General Fund non-profit funding options following options to consider prior to the meeting: Option A - no changes to the current process Council Member Parsley-Hubbard provided the Mayor and Council with the three Option B -3 3-4 year elimination strategy with elimination of funding after year 4 Option C - continue process with the following proposed changes: consider an amount of up to or not to exceed for a total amount awarded; or 446 consider a percentage increase each year for the total amount awarded. Following discussion of the proposed options, it was the consensus of the Council to review the information further and provide feedback to Council Member Parsley-Hubbard. After receiving feedback fromi the Mayor and Council, Council Member Parsley-Hubbard and Mayor Pro-Tem Crawford will meet in January or February to discuss further and report back. Remote Work Policy this policy. Human Resources Director, Chantel Thompson, presented the proposed City Manager's Remote Work Policy to the Mayor and Council. She explained why the City has created The policy will be for exempt and nonexempt employee positions that are applicable to work froml home. The policy willl begin January 1, 2023 and will be effective for six months at which time the policy will be reviewed and determined to keep in place or not. Council Member McKenzie asked how many of the 1100 City employees could request permission to work from home. The Human Resources Director explained that Department Directors have met with their staff to determine who would be eligible and would like to work from home. The Mayor and Council expressed their support of the policy. The Grounds water capacity update The Water Resources Director, Jeff Corley, explained the steps taken to determine water usage assumptions for The Grounds at Concord. Solid Waste Service study The Solid Waste Services Director, Robin Barham, provided a summary of the current work assignments. She them presented a proposed work schedule of four (4) ten (10) hour days. She stated the proposed work schedule would only be for field staff; She also explained staffi is looking into utilizing Rubicon for route tracking. She explained administration staff would be excluded from the four (4) day work week. how the systems works and thel benefits oft the system. Other comments: Council Member McKenzie reminded the Council the purpose of the 2nd Work Session isf for Council to discuss items from the Council meetings in further detail. He reminded the Council that Council Members are to determine what items they would like to discuss by the end of the regularly scheduled Council meeting.
