Tlownf Davidson July11,2023 SECOND TUESDAY WORK SESSION TOWN OF DAVIDSON BOARD OF COMMISSIONERS The Town of Davidson Board of Commissioners held its regularly scheduled meeting on Tuesday, July11, 2023 int the Town Hall and Community Center Board Room. Present were Mayor Rusty Knox and Commissioners. Jane Campbell, Matthew Dellinger, Ryan Fay, Tracy Mattison Brandon and Autumn Rierson Michael. Town Manager. Jamie Justice, Assistant Town Manager Austin Nantz, Interim Town Attorney Karen' Wolter and Town Clerk Betsy Shores were also present. CALLTOORDER Mayor Knox called the meeting to order at 6:00 p.m. ANNOUNCEMENTS Communications Director Jessica Eggimann announced the following: Saturday, July 15, Davidson's Concerts @ the Circles' headline performer is Blue Monday, an 80s and 90s band. They will perform from 7:00 p.m. - 9:00 p.m.on Jetton Street near Clean Juice. Summertime Storytimes will spotlight local author, Ebony Zay Zay who will be reading her book, The Adventures of Keva on Wednesday, July 26 at 1:30 p.m. on the steps oft the Davidson Public Library. Commissioner Campbell made a motion to adopt the agenda. The motion passed unanimously (5-0). BUSINESS ITEMS (a) Assistant Town Manager Austin Nantz and Rusty Miller, Project Manager with Creech & Associates, presented the Historic Gymnasium Study. The Town received a $2 million grant from Mecklenburg County from their American Rescue Plan Act (ARPA) allotment. Funding will support the town's first indoor recreational space that can also be used fory youth and senior activities. The Town engaged Creech and Associates, PLLCt to develop a proposal for architectural and cost estimating services for rehabilitation of the historic gymnasium located on the 251 South Street campus. Rusty Miller, from Creech and Associates, presented an overview of three options from which the Town can select. The board discussed thet three options and will make a decision on the preferred option at the July 25, 2023 meeting. (b) Project Manager Doug Wright reviewed the various Town projects that have been recently completed (c)Town Manager Justice reviewed the Town's American Rescue Plan Act (ARPA) Strategy Framework that was previously approved by the board andi included $345,000 for Park Improvements. The park projects identified included Bradford Neighborhood Park, Roosevelt' Wilson Park, and Ada. Jenkins playground. Since that last discussion, the town received a State Accessibility for Parks grant for Roosevelt' Wilson Park and the Ada Jenkins Playground can proceed as there is no conflict with their master plan. However, there was a new cost estimate or are nearing completion as well as review projects on the horizon. increase with the Ada. Jenkins Playground of $104,000. Staff recommended the new ARPAI budget for the park projects as follows: Bradford Neighborhood Park=$100,000 Roosevelt Wilson Park: =$ $35,000 Ada. Jenkins Playground = $184,000 Total= $319,000 with a $26,000 reserve contingency Commissioner Dellinger made a motion to approve the amended approach to include the appropriating of ARPAJ funds for the three projects and contingency as recommended and authorizing the projects to proceed. The motion passed unanimously (5-0). (d) Housing and Equity Director Eugene Bradley presented an overview of the Comprehensive Housing Affordabilityl Program (CHAP). With! $1 million funding from Mecklenburg County from their American Rescue Plan Act (ARPA) funds, this program willi focus on rental subsidies, critical home repair, and emergency home repair. Next steps include executing agreements with service providers and board approval of policies associated with ARPA Funds and Affordable Housing. The board will address these policies at the.
