TOWN OF COATS Board of Commissioners December 14, 2016 OFFICIAL MINUTES ABSTRACT Aspecial called meeting of the Board of Commissioners was held on December 14, 2016 in the Board of Commissioners' meeting room at Coats Town Hall. II. ROLLCALL Mayor Walter Weeks, Mayor Pro-Tem. Jerry Beasley, Commissioner) CA Allen, Commissioner John Raynor, and Commissioner Chris Coats were in attendance. Commissioner Allen Mosby was absent. Attorney Al Bain was present. III. CALL TO ORDER A quorum being present, Mayor Weeks called the meeting to order at 5:00. Mayor Weeks delivered the invocation and led those in attendance in the Pledge of Allegiance. IV. APPROVAL OF CONSENT AGENDA RESOLVED, to accept Consent Agenda. Consider an "OFFER TO PURCHASE AND CONTRACT" for the purpose of constructing aPublic Works Facility Lots listed ini the contract are: 1. 0690-83-6832.000 2. 0690-83-7803.000 3. 0690-83-7873.000 4. 0690-83-8803.000 Mayor Weeks asked that we delay action until they have. had the opportunity to confer with the Attorney in closed session. Closed Session RESOLVED, to conduct a closed session pursuant to N.C.G.S 143.318.11, (a)(5)-To establish, or to instruct the public body's staff or negotiating agents concerning the position to be taken by or on behalf oft the public body in negotiating (i) the price and other material terms of a contract or proposed contract for the acquisition of Lot for discussion is 0690-83-8884.000, owner Bonnie S. Gray. The purpose for this Closed session is also pursuant to N.C.G.S 143.318.11, (a) (3)-1 To consult with an attorney employed or retained by the public body in order to preserve the attorney- client privilege between the attorney and the public body, which privilege is hereby acknowledged. General policy matters may not be discussed in a closed session and nothing herein shall be construed to permit a public body to close a meeting that otherwise would be open merely because an attorney employed or retained by the public body is a participant. The public body may consider and give instructions to an attorney concerning the handling or settlement of a claim, judicial action, mediation, arbitration, or administrative procedure. RESOLVED, to authorize to enter into an offer to purchase and contract on lots 0690-83-6832.000, 0690-83-7803.000, 0690-83-7873.000, and 0690-83-8803.000 for atotal price of $28,000 with the stipulation that the Town of Coats is responsible for the 2016 property taxes on those four lots and also authorize Mr. Bain to do title search and other work on the property and purchase title insurance on the property. In authorizing to purchase, the Board is also authorizing the Mayor to sign any closing documents as necessary. MOTION BY: MAYOR PRO-TEM: JERRY BEASLEY, SECOND BY: COMMISSIONER. RESOLVED, to authorize to enter into an offer to purchase and contract for the property identified as 0690-83-8884.000, owned by Bonnie S. Gray, for a price of $6,500 and also authorize Mr. Bain to do title search and other work on the property and purchase title insurance on the property. In authorizing to purchase, the Board is also authorizing the Mayor to sign any closing documents as necessary.
