Present were Mayor Rusty Knox and Commissioners. Jane Campbell, Ryan Fay, Tracy Mattison Brandon, and Autumn Rierson Michael. Commissioner Matthew Dellinger was absent. Town Manager. Jamie. Justice, Assistant Town Manager Austin Nantz, Interim Town Attorney Karen' Wolter, and Town Clerk Betsy Shores were also present. CALLTOORDER Mayor Knox called the meeting to order at 6:00 p.m. Commissioner Dellinger was absent. ANNOUNCEMENTS Communications Director Jessica Eggimann announced the following: The Davidson Planning Board will not hold its August meeting scheduled for Monday, August 28, 2023. The Planning Board will resume its regularly scheduled monthly meeting on Monday, September 25, 2023, at 6:00 p.m. in Community Room 120 at the Davidson Town Hall & Community Center. The Town of Davidson is now accepting applications from nonprofits for grant funding for Fiscal Year Nominations fori the 2023 G.. Jackson Burney Community Service Award are also now! being accepted. The deadline for nominations is Friday, September 29 at 5:00 p.m. This special award honors both. Jack Burney and those who improve the Davidson community through unselfish service over al lifetime. Town Advisory Board applications will be accepted beginning Friday, September1-F Friday, October 6. Several local businesses are celebrating their official grand openings with ribbon cutting ceremonies this 2024. PRESENTATION Town officials and members oft the Police Department recognized retiring Officer Scott Searcy for twenty-seven (27) years of service toi the Town of Davidson. The public comment period opened at 6:12 p.m. and closed at 6:17 p.m. Two people spoke during the Chris Nadeau spoke about the proposed Summit Farms development project. Steve Sonnenberg spoke about the Non-Discrimination Policy, the Affordable Housing Critical Home Repair Program, the Davidson Tax Assistance Program, and the proposed charter amendment oft four- year staggered terms for the boardofcommisioners. Rocky River Road Commissioner Rierson Campbell made a motion to approve the consent agenda. The motion passed unanimously (4-0). BUSINESSITEMS (a) Senior Planner Trey Akers reviewed the proposed Summit Farms Conditional Planning Area Master Plan. Summit Farms, LLC, proposes a mixed-use master plan integrating commercial services, a variety ofr residential building types, and a working agrarian landscape on +/-57.64 acres. The proposal includes several parcels originating at the southeastern corner of the intersection of East Rocky Rivera and Shearer Roads, following the landscape south and east towards the Rocky River (PID Numbers: 00723103, 00723121, 00723115, 00723116). The project straddles two planning areas: Neighborhood Services Overlay District (NSOD) and Neighborhood Edge (NE). Commissioner Fay made a motion to adopt Ordinance 2023-08 for the Summit Farms Conditional Map. Amendment and the. Statement of Consistency and Reasonableness, subject to the construction of the muiti-use paths per Davidson Planning Ordinance. The motion passed unanimously (4-0). (b) Police Chief Kim Davidson presented an overview of the Davidson Police Department (DPD): 2022-23 Annual Report. The report provides community members with an overview oft the police department, the various programs with the department, statistical data and specifici initiatives which took place during the 2022-2023 fiscal year. The annual report needs to be consistently produced to demonstrate progress from year to year. The Davidson Police Department has already begun preparing for the 2023- 24 Annual Report and the production oft this report will now fall to the Community Engagement Officer, (c) Housing and Equity Director Eugene Bradley discussed with the board the Affordable Housing Critical Home Repair Policy. As a part of the Town's Affordable Housing Needs Assessment Implementation Strategy, addressing the need for critical home repairs as a means to preserve affordable housing in the community is an important tool. The goal is to protect and preserve some of Davidson's naturally occurring affordable housing stock for current residents to age in place and allow the Town's current affordable housing stock to remain in good condition. The Comprehensive Housing Affordability Program (C.H.A.P.) will focus on critical home repair, rental subsidies, and emergency home repairs. As the town works in these three areas, iti is important to develop policies around each oft these programs to ensure consistency, fairness, and alignment with the Needs Assessment Implementation Strategy. Staff will present a draft policy for the critical home repair program and answer any questions. Concurrently, staff are working on a service provider agreement to implement the critical home repair program to bring to the board for approval. The board will be asked to approve the policy and execute ana agreement with a service provider at the September 12 board meeting. Additional affordable housing (d) Finance Director Piet Swart provided an update on the Davidson Tax Assistance Program (DTAP). The Board approved DTAP in conjunction with the FY2024 Budget. The intent of this program is to support the town's goals of ant-displacement, affordable living, and preservation of affordable housing. The FY2024 Program will be funded by a one-time grant from the Davidson Community Foundation. with oversight from the Office of the Chief of Police. policies willl be discussed with the board over the next few board meetings Commissioner Campbell made a motion to approve Resolution 2023-27 Establishment of the Town of Davidson Tax Assistance Program and Budget Amendment 2024-01 to allow for funding and expense of the program from a donation, from the Davidson Community Foundation. The motion passed unanimously (4-0). ADJOURN Commissioner Mattison-Brandon, made a motion to adjourn the meeting. The motion passed (3-2) with Commissioners.
