1 CONCORD CITY COUNCIL 2nd' WORK SESSION MEETING JANUARY 24, 2023 The City Council for the City of Concord, North Carolina, held the City Council 2nd Work Session in the 3rd floor City Hall Council Chambers located at 35 Cabarrus Ave, W,on January 24, 2023, at 11:00 a.m. with Mayor William C. Dusch presiding. Council members were present as follows: Members Present: Mayor Pro-Tem JC McKenzie Council Member Andy! Langford Council Member W. Brian King Council Member Betty M. Stocks Council Member Terry L. Crawford Council Member Jennifer Parsley-Hubbard Council Member John A. Sweat, Jr. City Manager, Lloyd Wm. Payne, Jr. City Attorney, Vaierie Kolczynski Assistant City Manager, LeDerick Blackburn Assistant City Manager, Josh Smith Assistant City Manager, Pam Hinson City Clerk, Kim J. Deason Various Department Directors Others Present: Mayor Dusch called the meeting to order Review of General Fund non-profit funding options Council Member Parsley-Hubbard provided the Mayor and Council with the sub- committee's final funding options for non-profit general fund grant requests. Following the discussion, it was the consensus of the Council to support Option C and direct the City Manager to work with staff to revise the application process and Council's position on Cooperative Christian Ministries proposed project The Council discussed the proposed CCM project and funding request. The City Manager stated ARPA funds could be used for the proposed project. Council Member Langford stated he was not comfortable with $2 million of ARPA funds being allocated to CCM for the proposed project; he would be comfortable with allocating $1 million. Council Member King stated he needs additional information about the project. Council Member Stocks agreed. Council Member Crawford stated, in his opinion, more information and planning should be provided and completed before the Council could commit any funding. Council Member Parsley-Hubbard stated it is critical the funds be used toward homelessness, but she would support Council's decision. Council Member Following the discussion, if was the consensus of the Council not to provide $2 million in ARPA funding to the CCM project, but to use the $2 million in ARPA funding to make improvements to the City's Housing Department units (existing and proposed). communicate the revisions to the applying non-profits. Sweat stated he was in agreement with Council Member Crawford. 2 Mayor Dusch stated he would notify Mr. Hosack of the Council's decision. The City Manager stated he would provide the Council with information detailing the Housing project. Barber Scotia Community Task Force Committee discussion Mayor Pro-Tem McKenzie stated the Committee has not met since December 2021. He further stated Barber Scotia College leadership has not reciprocated the City's efforts, thus resulting int the Statement of Collaboration being previously rescinded by the Council. Mayor Dusch stated, in his opinion, the Committee should be disbanded. Council Member Langford stated he agreed with Mayor Dusch but should reestablish the Committee ift the College leadership approaches the City in the future. Council Member Stocks agreed. Council Members Parsley-Hubbard and Sweat also agreed with disbanding the Committee. Council Member King did not agree with disbanding. Therefore, it was the consensus of the Council to disband the Committee and have Mayor Dusch send a letter to each member thanking them for their service to Barber Scotia The City Manager asked ift the Council would want ap press release tol bes sent toi the media explaining why the Committee was disbanded. Sewer allocation discussion Mayor Pro-Tem McKenzie provided a one-page spreadsheet showing sewer availability by buckets at completion of the Phase I expansion and then at completion of the Phase The Council discussed different possibilities and options for modifications tot the allocation liexpansion. process and percentages. Strategic Plan update discussion Itwas the consensus of the Council to utilize a facilitator to assist the Council with the development of the City's updated Strategic Plan. The City Manager was directed to inquire with the UNC School of Government, specifically Lydian Altman, for assistance. There being no further business to be discussed, a motion was made by!
