3 CONCORD CITY COUNCIL WORK SESSION MEETING FEBRUARY7,2023 The City Council for the City of Concord, North Carolina, held the scheduled City Council Work Session ini the 3rd floor City Hall Council Chambers located at 35 Cabarrus Ave, W, on February 7, 2023, at 4:00 p.m. with Mayor William C. Deason Department Directors The following agenda was presented for discussion: Presentations: Presentation ofa Proclamation recognizing February as Black History Month. Presentation of a retirement plaque to Mark Hartsell for over 30 years of loyal and dedicated service to the City of Concord. Unfinished Business: Consider approving the Public Art Master Plan for Concord to serve as a guide to implementing public art throughout the City of Concord. Council Member Langford presented a summary of the amended Master Plan based on the discussion held at the January 8, 2023 Work Session. He specifically pointed out the Plan states "Approval of the Public Art Master Plan does not mandate the Council to approve any new public art costs or staff." Council Members Crawford and Sweat expressed their support for the Plan. Consider adopting bylaws for the newly created Public Art Commission. There was no discussion on this item. Presentations of Petitions and Requests: 4 Considera authorizing the City Manager to negotiate and execute a contract with Fitfields for The Parks and Recreation Deputy Director, Sheila Lowry, stated the first area of design will include' Webb Field located at 165 Academy Ave. and McAllister Field located at 160 Crowell Dr. Thesei include 2 baseball diamonds, one multi-purpose field, 2 press boxes, 1 concession stand, 2 restrooms and 3 storage buildings. The second areai is Gibson Field located at 323 Misenheimer Drive and includes 1 baseball diamond, restrooms, press Council Member Stocks asked ift the 2 press boxes would be in addition to the existing 2 press boxes. The Parks and Recreation Deputy Director clarified that the 2 press boxes Consider authorizing the City Manager to negotiate and execute a contract with Talbert The Aviation Director, Dirk Vanderleest, stated the request is provide services relating to the acquisition of six properties within the Misty Wood Subdivision and ap portionofaparcel Consider awarding a proposal of Surveying Services to prepare transmission line easement plats for a backup feed to Elil Lillyand al loop feed to Substation E to Lawrence The Electric Systems Director, Alex Burris, stated staff received seven responses to the Request for Qualifications (RFQ's). Staffreviewed the submitted proposals and selected Consider awarding a bidf for electric distribution materials for Delivery3t to Delivery4 tie-line The Electric Systems Director stated bids were received on January 19, 2023. Staff determined WESCO Distribution, Inc was responsive and compliant in meeting the Consider authorizing the City Manager to negotiate and execute a contract addendumwith Cellco Partnership (dba Verizon Wireless) for an extended long term lease of equipment The Water Resources Director, Jeff Corley, stated the extension includes a rent escalator Consider authorizing the City Manager to negotiate and execute contract addendum #2 with McKim and Creed, Inc for additional design services for the Hwy 29 water pump The Water Resources Director stated the addendum amount is $25,000. He stated the additional funding is needed for additional design work for the continuation of design of full design services for the Academy Gibson Phase II Park area project. box/storage and concession stand. would replace the existing press boxes. Consider accepting a preliminary application from Britt Caulder. Thel Engineering Director, Sue Hyde, stated the property is located at 5117 Roberta Road. She stated the property is within Harrisburg's service areal but Harrisburg does not have utilities located in that area to service the parcel. She further stated Concord has an annexation agreement with Harrisburg; therefore, the parcel cannot be annexed into the Concord City limits.
