Tielo.wnof Davidson September 26, 2023 FOURTH TUESDAY MEETING TOWN OF DAVIDSON BOARD OF COMMISSIONERS The Town of Davidson Board of Commissioners held its regularly scheduled meeting on Tuesday, September 26, 2023 in the Town Hall and Community Center Board Room. Present were Mayor Rusty Knox and Commissioners Matthew Dellinger, Ryan Fay, Tracy Mattison Brandon, and Autumn Rierson Michael. Commissioner Jane Campbell was absent. Town Manager. Jamie Justice, Assistant Town Manager. Austin Nantz, Interim Town Attorney Karen Wolter, and Town Clerk Betsy Shores were also present. CALLTOORDER Mayor Knox called the meeting to order at 6:00 p.m. Commissioner Campbell was absent. ANNOUNCEMENIS Town Clerk Betsy Shores announced the following: Nominations for the 2023 G.. Jackson Burney Community Service Award are now being accepted. The deadline for nominations is Friday, September 29 at! 5:00 p.m. This special award honors both. Jack Burney and those who improve the Davidson community through unselfish service over al lifetime. The Town of Davidson is now accepting applications for 2024 appointments to its Advisory Boards. The deadline to apply is Friday, October 6. To submit an application for the Affordable Housing & Equity Board, Design Review Board and Historic Preservation Commission, Livability Board, Planning Board or The 18th Annual Runt for Green will take place on Saturday, September 30. Three courses will be set up The Davidson Police Department invites the community to attend the Annual National Night Out Celebration at Roosevelt Wilson Park on Tuesday, October 3, from! 5:00 p.m.-7:00 p.m. On-street parking willl be available yet limited; residents are encouraged to walk or ride their bikes to the event. National Night Out is an annual crime prevention and community-bulding event to promote involvement in crime prevention activities, police-resident partnerships, and neighborhood cohesiveness. The event will offer hamburgers, hot dogs, and an ice cream truck for attendees to enjoy. Tents and seating will be available. Games, including at football throw, basketball! hoop, and a scavenger hunt willl be set up around Roosevelt Wilson Park. Police Chief Davidson will be int the dunk tank, and music will be performed by Mayor Rusty Knox, the Bailey Sweet River Band, and Multiply Church- Lake Norman. The Davidson Police Department will distribute information about the Watch for Me NCi initiative and Pedestrian Safety Zones to educate residents Davidson students, families, and community members willj join students from around the world to celebrate International Walk and Bike to School Day on Wednesday, October 4. Davidson Police officers and community volunteers will be atl key locations around town to support students as they travel to school. This event is organizedi in partnership withi the North Carolina Safe Routes to School Program. It seeks to raise awareness for pedestrian safety, environmental conservation, the importance of physical activity, and the Town of Davidson's commitment to being a walking and bicycle-friendly community. This year marks an important milestone within the history of the Davidson Fire Department. Since 1933, the Davidson Fire Department has been providing efficient emergency response delivery to the Davidson Community. The town and the department will celebrate 90 years of service next month with ac community meal. BUSINESSITEMS (a) Elizabeth Martin, Co-Chair of the 251 South Street Steering Committee, presented recommendations based on the work oft the 251 South Street Steering Committee through community In 2019 the Town of Davidson convened a committee to gatheri input from citizens oft the town and make recommendations regarding the use oft the 251 South! Street property afteri it was acquired for use asat town hall. It reconvened with six new members later in 20191 to gather input and make recommendations regarding the exterior property surrounding the two buildings at the site. The committee'swork was suspended after the outbreak of the COVID pandemic in spring 2020. The committee was reconstituted after the COVID pandemic receded. Itr resumed its work in spring 2023. In this iteration, the committee's charge was revised. The new charge covered approximately two acres to The Town of Davidson is grateful to the members of the 251 South Street Steering Committee for their time, work, and energy soliciting community input for the use of the remaining 1/3 of the property. The committee's report will bet taken under advisement and considered along with other relevant inputs like the Comprehensive Plan, Downtown Small Area Plan, as well as alignment with the Town Board's strategic plan. In addition, there are several town properties, including this parcel, which are currently being evaluated for affordable housing per the Affordable Housing Needs Assessment implementation Strategy. That report will be presented to the Board later this fall for consideration before any decisions are made regarding uses for this property.
