STATE OF NORTH CAROLINA COUNTY OF GASTON TOWN OF CRAMERTON September 5, 2023  The Board of Commissioners' for the Town of Cramerton met on Tuesday, September 5, 2023 at the G.M.  Michael Commission Chamber at Town Hall. 1. Call to Order and Determination of Quorum  Mayor Wills called the meeting to order at 6:00 p.m. and determined there was a quorum. Members Present: Mayor Wills, Mayor Pro Tempore Neeley, Commissioner. Atkinson, Commissioner Staff Present: Zach Ollis, Town Manager; Josh Watkins, Assistant Town Manager; Karen' Wolter, Attorney; Brandon Free, Parks and Recreation Director; Chase! Sturgis, Stormwater Administrator; and  Ramsey, and Commissioner Kincaid. Commissioner Helms was absent.  Michelle Emory, Deputy Town Clerk. 2. Invocation and Pledge of Allegiance  Mayor Pro Tempore Neeley provided thei invocation. The pledge of allegiance was said by all.  3. Adoption of Agenda for this Meeting  A motion was made by Commissioner. Atkinson to adopt the proposed agenda. The motion was seconded  by Commissioner Kincaid. The vote was 4 to Oinj favor.  4. Proclamation and Presentations  a.Introduction of Stormwater. Administrator Chase Sturgis  Assistant Town Manager Watkins introduced Chase as the Town's new! Stormwater Administrator. Chase comes to us from The City of Gastonia. He's a graduate of Appalachian State University and is currently working on getting his master's degree in publicadministration. Public Comment  No one: signed up for public comment. at this meeting.  6. Consent Agenda A. None at this time.  7.Agenda Items Requiring al Public Hearing a. None at1 this time.  8. Agenda items NOT requiring al Public Hearing  a. Planning Board Appointment Subcommittee Watkins  The Planning and Zoning Board will have 2-3 year term expiring this year;. Jena Goodman and Robert Badger have terms that expire on December. 315t. Per Town policy, the Board of Commissioners needs to appoint a subcommittee to review applications for these positions on the Board. This subcommittee should consist of the Mayor, Town Manger and 2 Commissioners. The Subcommittee; Mayor Wills, Town Manager, Zach Ollis Mayor Pro Tempore Neely, and  Commissioner Kincaid  Amotion was made by Commissioner, Atkinson to approve Mayor Pro Tempore Neeley and Commissioner Kincaid to serve on the Planning Board Appointment. Subcommittee. AI motion was  seconded by Commissioner Ramsey. The vote was 4/0inj favor.  b.Parks and Recreation Advisory Board Subcommittee - Watkins  Thel Parks and Recreation Advisory Board willl have (2) 3-year term expiring this year; Tina Berens and Kelly Newman have terms that expire on December 31st. Per Town policy, all applications received by the Town shall bes screened by the Staff liaison to the advisory board and the Advisory Board Chairman toi identify Qualified Applicants. Qualified Applicants willl be reviewed and evaluated by the Nominating Committee of the Advisory Board. The Nominating Committee will then provide the full Board with a recommendation and final appointment will be determined bya a vote of the Board of Commissioners at a regular Board Meeting. Mayor Pro Tempore Neeley nominated Commissioner Ramsey to be the Staff liaison to the Ar motion was made by Mayor Pro Tempore Neeley to approve Commissioner Ramsey to serve as the Staff liaison on Parks and Recreation, Advisory Board: Subcommittee.
