Michael Commission Chamber at Town Hall. 1. Call to Order and Determination of Quorum  Mayor Wills called the meeting to order at 6:00 p.m. and determined there was a quorum. Members Present: Mayor' Wills, Mayor Pro Tempore Neeley, Commissioner Atkinson, Commissioner Staff Present: Zach Ollis, Town Manager; Josh Watkins, Assistant Town Manager; Karen' Wolter, Attorney; Chief Adams, Police Chief; Michelle Emory, Deputy Finance Director; Aaron Parks, Code Enforcement Officer; Chase! Sturgis, Stormwater Administrator; Brandon Free, Parks and Recreation  Ramsey, Commissioner Helms, and Commissioner Kincaid.  Director; and Missy Melton, Town Clerk. 2. Invocation and Pledge of Allegiance 3.A Adoption of Agenda for this Meeting  Mayor Pro Tempore Neeley provided thei invocation. The pledge of allegiance was said by all.  The Town Manager asked the Board to consider adding item 8c, Community Committee By-law changes  and al New Logo  Amotion was made by Mayor Pro Tempore Neeley  to adopt the proposed agenda. Cramerton Village. Advised hei is int favor of this development. He is the President oft the Boardi for his neighborhood andi is speaking ont the behave of them. There are: some concerns from the neighbors, having only one way in and out. When that property gets developed, we can add a zoning condition that will require the area to be connected, giving that secondary access. Mike Ross 3035 Misty Harbor- - Asked Tri Pointe Homes is they tried to purchase an easement from the current owner for an additional entrance?, Also, if there was a possibility of getting at traffic light on Tril Pointe Homes - Most landowners don't want to make an easement ont their property. They havea a better chance of being able to sell the entire property without an easement. Agenda Items NOT Requiring a Public Hearing  a.RZ23-01 Tri Pointe Homes Statement of Consistency - Watkins  NCGS 160D requires that any rezoning decision must ber made accompanied by a Statement of Consistency detailing whether the requested change is consistent with the adopted plans and policies. The motion was seconded by Commissioner Kincaid. The vote  was 5/0inf favor. 9. Manager's Report  Ollis stated the November 7th, 2023, Board of Commissioner's meeting is the day of elections. He recommended that the meeting be moved to the night before or after. After further discussion, Amotion was made by Commissioner Helms to accept Tuesday, November. 14th, 2023, to replace the Tuesday, November 7t, 2023, Board of Commissioner's meeting. Commissioner Kincaid: seconded the  Tuesday, November 14t,2023, was the best date.  motion. The vote was 5/01 inj favor. 10. General Staff Reports  a. Atkinson started off by welcoming Missy Melton as the Town's new Clerk. He also thanked Chase Sturges, Storm Water Administrator, for takingt the initiative, getting grant money for Commissioner Kincaid also welcomed Missy. Acknowledged Chief Adams for having a police force that we take pride in their professionalism and training. Excellent job! As fort the re-zoning, he thanked the builders for exceeding all the updated requirement requests. Also, thanked thes staff for guiding that  Storm Water projects.  process. Aaron Parks, Code Enforcement Administrator advised that those locations have received Commissioner Helms also welcomed Missy. Commissioner Helms recognized Ambar Torress-Molinari with the Catawba Riverkeeper's. Shei ist the South Fork Watershed Manager and has helped educate him on how the Riverkeeper's workl keeping our rivers clean. Cramerton Community Committee needs more volunteers, more hands-on help. Also, would like to recommend having af fundraiser for. Jacob Brindle. He'sas student at Stuart Cramer High School that has been diagnosed with leukemia. Mayor Pro Tempore Neeley welcomed Missy as well. Addressed Chief Adam for an excellent staff. In regard to Graham Bell, she envisioned: al bell at the pavilion to ring when there was going to be an event. Mayor Wills welcomed Missy as well. Recognized Town Manager Ollis for building a brand-new staff, bringing us to the place we'r re at. Let's ally work together to get more volunteers as Commissioner Helms suggested. Mayor Wills talks about the upcoming Golf Tournament next month on October 20th. He  notices, and the grass willl be cut next week.  Town Manger Ollis will research out to: see what would be available.  recommended that we do like last year and The Town: sponsor our two teams.  12.
