He stated when the public hearing was set, we were not aware of the subdivision needing to come back for a major modification due to a stream that was found on site. He stated there is a significate impact to the site and they have submitted an updated concept plan. He stated with conditional zoning the state statue states the zoning administrator cannot reduce or increase the density of a previously approved project. He stated the applicant asked to hold off on approving the annexation until the PUBLICI HEARING December meeting. Mayor Seaford opened the public hearing. Mayor Seaford closed the public hearing. COUNCILI UPDATES Mr. Deal introduced the new Finance Director, Tara Dropp and stated she comes from Sunset Beach, NC. PUBLIC HEARING I) Public Hearing & Presentation - EDC 'Project Bishop' Scott Shelton, Vice President of Rowan County EDC Mr. Shelton stated the company behind Project Bishop is an online retailer. He stated they are looking at building a warehouses and fulfillment center in the Charlotte region. He stated they are also looking at other locations in the Southeastern United States. He stated if China Grove was chosen it would create 1,000 jobs over the next three years. He stated 90% of those jobs would be fulfillment type positions and 10% would be managerial type of positions. He stated they would invest $400 million into the new: facility and major equipment. He stated the facility ise estimated to be complete by early 2024. Hes stated the economic development policy the Council adopted is geared towards projects like these. He stated the town and the company would sign a contract and the company. He stated once the company has paid their taxes in full and meet other criteria the grant would be paid out. He stated they are asking for a three year investment grant for Project Bishop. He stated the first two years the grant would be equivalent to 50% of the new taxes paid, with the third and final year being 40% of the new taxes paid. He stated they are also working with the State of North Carolina fori incentives for this project. He stated they are trying to get a. JDIG grant. He stated for this type of grant the company has to pay wages over the county average which is $44,000. He stated the County Commissioners agreed last night to a nine year grant. He stated the first five years would be 80% of the new taxes paid, year six and seven would be 40%, year eight and nine would be 25%. He stated they also agreed to waive their express permitting fee. He stated they anticipate for the first two years of the grant the' Town would collect $2.6 million, at 50% the Town would get $1.3 million. He stated during the final year the Town would collect $1.9 million, at 40% the Town would get $1.15 million. He stated over ten years the Town would collect $13 million, with the net revenue being $11 million after dispersing grant funds. He stated the indirect Mr. Bringle stated additional businesses could come to China Grove due to this project being here. Mr. Phillips asked if the company has committed to paying wages over the county average for the JDIG grant. Mr. Shelton stated they have submitted their application for the grant and are aware of that being a condition. benefit to the area would be 238 indirect jobs over the next ten years. 299Page. Mr. Shelton stated he did not know the number of sites but anticipate a decision after the holidays. they are looking in the greater Charlotte region which inçludes South Carolina. China Grove is extremely fortunate to have an established downtown, with businesses, restaurants, and with a stock oft traditional downtown buildings. Many towns start trying to artificially create a downtown like ours. With some time and effort, the Town can help develop downtown into a safe, walkable, economic heart of China Grove. This transformation, will take time and funding by the Town. Small incremental changes create long term lasting changes and public buy in. People want safe and walkable areas. Our citizens are the indicator ofa successful downtown. Creating a downtown that focuses on people,and not cars, will be the Downtown revitalization is not a mystery, there has been a resurgence in downtown revitalization over the last 15 years. Downtown development is more complex than suburban development and takes longer to realize. Collaboration between the public and private sectors is required to make revitalization happen. The North Carolina Main Street Program offers professional services to help support our staff. Iti is very unlikely we will receive actual funding from the NC Main Street program. Instead the state invests $50,000 in training and education over the first three years. In exchange the town commits to the program. Historically the Highway Business (H-B) zoning district, which primarily runs north/south along US 29 HWY, has been seen as compatible with the General Commercial future land use plan. The more recently adopted US 29 Corridor Plan recommends including a variety oft residential uses along the corridor. The proposed subdivision has layers of uses which help increase compatibility starting with a commercial area along Lentz Road which transitions into an area oft town homes and then to single family homes as you approach the existing single family homes along Grove Street. 2. Consistency with the requested zoning district's purpose and intent Mixed Residential District - The R-M Mixed. Residential District is intended, primarily to create higher density residential areas providing for and encouraging a mix of housing types including single-family, two-family, and multifamily dwellings along with their customary accessory: uses. The proposed subdivision is designed to meet the minimum requirements of the R-M district. While single family development is allowable the R-M district is not seen as compatible with the area. The conditional zoning process allows the Town Council to place reasonable conditions that may increase compatibility. The R-M district allows up to 15 units an acre with a minimum 3. Compatibility of all uses within the proposed district classification with other properties Ifapproved this development would join an existing Mixed Residential zoning district which runs along Grove Street and E. Liberty Street. Grove Street and Heglar Street are Primarily single family. There are existing townhome style apartments in the 800 block of Grove Street. The Grove Street/ Power Street intersection has Office and Institutional and Highway Business zoning with existing commercial to the north and vacant commercial property to the south. The E.L Liberty Street/Power Street intersection is zoned Mixed Residential consist ofs single family Compatibility ofuses- The R-M district permits a variety of residential uses including single family, townhomes, and multi-family. Multi-family and townhomes are special uses. For this request the council need not consider all uses of the R-M district, only those presented on the plat.
