I.ROLL CALL: Mayor Chris Coats, Mayor Pro-Tem Jerry Beasley, Commissioner. Allen Mosby, Commissoner/CAlen, Commissioner. John Raynor and Commissioner Bob Hedrick were present. Attorney Alton Bain was present. II.CALLTOORDER: Aquorum being present, Mayor Coats called the meeting to order at 7:00 p.m. Mayor Coats delivered the invocation and led those in attendance in the Pledge of Allegiance. Street Closures- -107h Farmers Day Nick Holcomb Town Manager presented the street closures for Farmers Day scheduled for October 11-12",2019. Mr. Holcomb stated that presented as the 107th Farmers Day that if the need to reschedule the Board would not have to approve closure for another day. Set Public Hearing - Conditional Use Permit Nick Holcomb Town Manager requested the Board to: set a Public Evidentiary Hearing fora Conditional Use Permit for October 10th. Mr. Holcomb informed the Board that Turner Matthews has requested the permit for the construction of one (1) single family residential structure within the Town's Mixed-Use Village zoning. Mr. Holcomb shared that the Planning Board had approved to recommend approval of the Conditional Use Permit to the Board without any conditions. AND MOSBY NOES (0) VII. MANAGER AND COMMITTEE REPORT: A. Department Head Updates Jeremy Hall Police Chief presented the stats for August 8 - September 12, 2019. Chief Hall informed the Board of a successful check point this week on highway 27 and a class for the Senior Center on Elizabeth Caudill Library Assistant presented the Library report for August. (Reference #3) Nick Holcomb Town Manager updated the Board concerning the water pressure on Abattoir Road which Rodney Pleasant Public Works Director had found at two inch connection that has been tied offa and feels that reconnecting the 2 inch line willl helpi increase water pressure on Abattoir. Awareness Self-Defense. (Reference #2) 2 Nick Holcomb Town Manager informed the Board of the activity at the park. 1. 6women softball teams Tuesday and Thursday 2. Youth soccer Tuesday and Thursday 3. Fall baseball team joined Benson for the fall league Mr. Holcomb shared dates of upcoming events and Town news. 1. County CommissonersTown Hall Meeting - October 22, 2019 2. Farm to Table - Rescheduled- - October: 17,2 2019 3. Construction work upstairs completed and looks good. 4. Online billing process more complicated with the County's water software, working on another solution. 5. Updated map on demolition and condemnation properties within the Town (Reference #4) B. Mayor and Council goals and direction Board expressed goals and directions: Commissioner Allen asked the number of properties that are condemned at this date. months and another 12 that are on the list that need to be condemned. Mr. Holcomb Town Manager responded with two (2) on Lemon Street which could take four (4)tof five (5) Mayor Pro-Tem Jerry Beasley expressed concerns of the condition of the residential properties and asked to find ways to encourage citizens to clean up their properties. Mr. Beasley also stated that Nick Holcomb Town Manager was doing a great job and that the Board supported him one hundred and fifty Commissioner Allen Mosby express concerns about abandoned vehicles within the Town and asked Mr. Holcomb and the Police Chief to be active in addressing this issue. Mr. Mosby identified. a property of Chief Hall informed the Board thate eight to nine vehicles have been addressed this past month and plans have aiready been made to ride around on the golf cart to view a closer look throughout the Town.
