TOWN OF COATS Board of Commissioners November 14, 2019 OFFICIAL MINUTES ABSTRACT: A scheduled meeting of the Board of Commissioners held on November 14, 2019 in the Board of Commissioners' Meeting Room at Coats Town Hall. INFORMATIONAL PRESENTATION: A. 2018-2019 Audit Presentation - Preston Douglas & Associates 1 Lee Grissom presented the 2018-2019 Audit report showing an increase to the fund balance. Government activities net change showed an increase of one hundred ninety six thousand three hundred and two dollars (196,302). Net change in the proprietary fund showed an increase of sixty five thousand three hundred seventy one (65,371). Mr. Grissom pointed out some oft the miscellaneous revenues as surplus real property, FEMAI reimbursement and delinquent tax properties. The unassigned reserved amount is up to 83.79% which is an increase from last year withi tax collections with al high percentage again this year. Mr. Grissom stated that there is an overall positive operating results for the Town. (Reference #1) VI.NEW BUSINESS: A. Street Closures - Christmas Parade Nick Holcomb Town Manager presented the street closures for the Christmas Parade and Christmas on Main for December 5, 2019. Educational class for Chief Hall and Captain Storicks in Concord Jeremy Hall Chief of Police presented his stats for October 10-14, 2019.Reference #4) 2 Mayor Pro-Tem. Jerry Beasley questioned. how the use ofoffice space is working out for Agent Chief Hall informed the Board that Agent Register has been working on a big case and hasn't Register with. State Financial Crimes Division. been int the office lately, but the arrangement is working well. Mike Collins Recreation Director informed the Board of the following: 2. 10teams ready for next season for softball - Adult 3. Adults asking for volleyball teams 4. Exercise equipment is in place at the park 1. Softball finished Mayor Pro-Tem. Jerry Beasley stated that two residents have aiready commented, favorably) for Teresa Brown Library Director presented her October report and informed the Board that Margaret House has decided to step down from the Library Board of Trustees. (Reference#5) Rodney Pleasant Public' Works Director presented his October report to the Board and updated the status on the water lines on North Orange Street. Mr. Pleasant is working with Harnett County tol hook into their 12 inch pipe and will update the Board again in December. CommissionerJC Allen questioned who's responsibility: to repair Orange Street? Mr. Pleasant stated that the contractor for the project will repair the street. the exercise equipment. (Reference #6) Nick Holcomb Town Manager updated the Board on the Downtown Project showing Exhibit "1","A","B". Mr. Holcomb pointed out 20 parking spaces, flag poles up front on Main Street. Mr. Holcomb informed the Board concerning the access easement which is privately own by Durane Currin. Mr. Holcomb stated that he will discuss the easement with Mr. Currin. Bruce Martin General Contractor will assist the Town with a completion of the plans hopefully in Discussion among the Board was the area oft the drop box, height of the stage, handicap ramp Mr. Holcomb suggested having a meeting to update the new Commissioners' that will take their oath on December 12, 2019. Meeting will be scheduled for. January 2020. Mr. Holcomb informed the Board of the certified election results on December 1, 2019 which at that time the Board will address any zoning and/or amendments that will be needed. Mr. Holcomb confirmed the Board of Adjustment meeting for November 26, 2019 at7:00 p.m. Commissioner Raynor February 2020 and work to begin as weather permits.
