January 4th, 2022 to order. Hel led us in the Pledge of Allegiance. Mr. Stroud made a motion to adopt the agenda. Mr. Phillips seconded the motion, which carried unanimously. Mayor Seaford called roll. All council members were present. There was a quorum. CITIZENS COMMENT None NEWI BUSINESS I) FY20/21 Audit Review Mr. Honeycutt stated he performed the audit for the FY 20/21. He handed out his report which includes the audit report and financial statements. He stated the auditor's opinion can be found on page 2 and it states the audit and financial statements are clean and presented fairly. He stated pages 4-14 is the Management's Discussion and Analysis. He stated this is the section of the financial statements that are presented from management. He stated page 15 is the Statement of Net Positions and reflects the Towns assets, deferred outflows of resources, liabilities, deferred inflows of resources and net positions. He stated page 17 is the Balance Sheet for Governmental Funds. He stated the total assets for the Town were $4,490,846.00 at the end of fiscal year. He stated page 18i is the Statement of Revenues, Expenditures, and Changes in Fund Balance for Governmental Funds. He stated page 20 shows the same schedule as page 18 but with the original and final budget listed. He stated there were no expenditures that were over budget by department. He stated page 21-48 are the Notes to the Financial Statements. He stated page 24 shows a schedule of Restricted Cash. He stated page 30 shows a list of Capital Assets. He stated pages 31-40 is a detailed account of the Pension Plan Obligations which include Local Governmental Employees' Retirement System and Law Enforcement 308Page. Mr. Honeycutt stated he met with Mrs. Mr. Honeycutt handed out al Performance: Indicators of Concern and reviewed the document. He stated this isa Mr. Crider stated the EDC's number one priority is supporting and helping existing businesses throughout Rowan County. He stated last year we saw several existing businesses expand and unfortunately, we saw several relocate or close. He stated work force development is a number one issue sO we created a new job portal highlighting jobs in Rowan County. He stated we are highlighting the advantages of living in Rowan Mr. Shelton stated we had 156 project leads in 2021, and qualified for 124 projects. He stated out of those leads we had 15 visits to sites. He stated wel had 6 project wins in 2021. He stated the three projects they spent most of their time on for China Grove is Project Popcorn, Project Bishop and Project Rabbit. He stated Project Popcorn is a food processing project that would bring 1,200 fulltime jobs. He stated the last update received was the company has shifted to searching for an existing building. He stated Project Bishop is a large distribution project that would bring 1,000 fulltime jobs. He stated the company has had a management change and with that it has delayed the company's timeline. He stated the decision would be made in latel February to March now. He stated Project Rabbit is a large online retailer looking to provide 2,500 fulltime jobs and 2,000 sessional jobs. He stated asked the Council to consider setting a Public Hearing for February 1st, 2022 to Mr. Stroud made a motion to fix the date ofa a Public Hearing for February 15t, 2022 at 6:001 PM to consider an Incentive Request from Project Rabbit.' Mr. Phillips seconded the motion, which carried unanimously. Mr. Phillips made a motion to appoint Barbara Heim and Adriana Leach to the Parks and Recreation Board. Mr. Phillips made a motion to reappoint Alan Corriher to the Parks and Recreation Board. Mr. Stroud Mr. Gover stated historically the BOA has been al hard advisory board to find volunteers for. He stated they do not meet very often but when they do consider serious planning and zoning issues that can have monetary development consequences. He stated right now we have al Planning Board and a Board of Adjustments Board. He stated when the UDO is updated it will designate the BOA duties to the Planning Board. He stated the Planning Board consist of long-term members. He stated his recommendation is to go ahead and appoint the Planning Board members to the BOA. He stated one amendment he has would bet to add) Rodney Phillips to the list of members to appoint to the BOA and remove Mrs. Morgan from the Planning Board. OTHER BUSINESS I) Adopt Resolution for Martin Luther King Jr. Day Mayor Seaford read aloud the Resolution. Mr. Heggins made a motion to adopt the Resolution for Martin Mayor Seaford stated the Council has compiled a list of ways to spend the. ARP funds. He asked Mr. Deal to let the Council know if the ARP funds could be used for any of these projects. Mr. Deal stated Mr. Gover, Mrs. Nichols and himself have looked at thel list and asked Mr. Gover to go over the list and if we can use the funds Mr. Gover stated after reviewing the spreadsheet most of the items would fall under the revenue growth loss section and that is going to be approximately $220,000. He stated in terms of the sidewalk improvements he would recommend looking into CMAC grants through the MPO. He stated they can be cumbersome and take about 30% of the total project for administration. He stated Main Street Marketplace has requested funds. He stated two of the three request address food, security and mental health. He stated these are allowed by the final rules. He stated he would recommend to wait until July 2022 when NC will have additional ARP funds and further defined projects that deal with stormwater quality. He stated Towns are limited on broadband and is more of a county project. He stated he recommends getting a development agreement together for the 911 South Main Street property that the town owns and sale it. He stated businesses that were impacted by Covid do qualify for funds, we would need to come up with criteria to allocate funds to each business. He stated the Mrs. Sheets asked if the criteria are Covid related, and Health and Wellness particularly for low income. Mr. Gover stated yes. She asked if we could contract with Main Street Marketplace and the Roller Mill to hold Mr. Gover stated the knuckle boom truck could be purchased with revenue growth loss. Mayor Seaford asked Mr. Gover tol keep the list and asked all Council to send any ideas that they have to Mr. Gover. Mr. Stroud asked if we received an estimate on removing the building at 911 S Main Street. Mr. Deal stated it was around $15,000, but thel Railroad stated that one wall has to remain in order to rebuild on that site due to the majority of the property being in the right of way. Mr. Stroud stated we need to remove the entire building Mr. Phillips stated Mayor Seaford and himself meet with the real-estate development team that is working with Corner Stone on the property they own at exit 68. He stated it is zoned for Highway Business and they asked if the Town would consider rezoning the property tol Light Industrial. He stated they told them the Council is not interested in rezoning the property. Mrs. Sheets asked where the property is located and how many acres. Mr. Gover stated there is a developer looking at the buildings in front of the Family House to rehab the larger building and remove the smaller building.
