Town of Cramerton Board of Commissioners Meeting G.M.N Michael Commission Chamber - Town Hall, Cramerton, NC February6 6,2024-6 6:00p.m. Mayor Nelson Wills called the meeting to order at 6:00 p.m. on February 6, 2024, int the G. M. Michael Commission Chamber, Town Hall, Cramerton, North Carolina and determined there was a quorum. Susan Neeley presented the Invocation and led the audience in the Pledge of Allegiance. PRESENT: Mayor Nelson' Wills Commissioners: Richard Atkinson Scott Kinçaid Kathy Ramsey Dixie Abernathy Jennifer Ramsey ABSENT: Town Manager Zach Ollis Assistant Town Manager. Josh' Watkins Town Attorney Karen Wolter TEM3:ADOPTION OF THE AGENDA Zach Ollis requested item 6b. be pulled from the consent agenda and add to 8b. due to a name change. An motion was made to approve the agenda as amended by Commissioner Kincaid. The motion was seconded by Commissioner K. Ramsey. The vote was 3 to Oi inj favor. ITEM 4: PUBLIC COMMENT None ITEM 5: Proclamations and Presentation 5a: Cramerton Bicycle Project Mayor Wills and. Jerry Rouche provided a presentation, a vision for the Town of Cramerton becoming the most bicycle friendly community and: streets int the Charlotte Metropolitan area. Thet full presentation is available on the agenda packet. ITEM 6: Consent Agenda 6a: Set Public Hearing for Rezoning Case #RX23-03 Auto Group Conditional Zoning Amendment Staff have received an application forar rezoning of Gaston County Parcel #s 185437 and 185438 to amend the existing Conditional Zoning on the property to allow the use of automobile repair in addition to the existing automobile sales lot. The Planning Board considered this request at their February 1st meeting, and now a Public Hearing must be set fort the Board of Commissioners to consider this request. Public Hearing willl be scheduled for Tuesday, February 20th,2024, at 6pm. 6b: Parks and Recreation Advisory Board Appointment This item was moved toi item 8b due to a name change from the original agenda packet. AI motion was made by Commissioner Kincaid to approve the Consent Agenda. The motion was seconded by Commissioner K. Ramsey, The vote was. 31 toOinj favor. ITEM 7: Agenda Items Requiring a Public Hearing None ITEM 8: Agenda Items NOT Requiring a Public Hearing 8a: acieent/Communtatons App A presentation was given to explore new ways to communicate with citizens and staff. This would be a "Cramerton App" that notices and information would be sent out viat text messages. Citizens could also send non-emergency information and/or concerns to staff. 8b: Parks and Recreation Advisory Board Appointment This item was added due to a name change from the original consent agenda item (6b) Staff received an application from Jacob McGann for appointment on The Parks and Recreation Advisory Board. Mr. McGann has been through the appointment process as seti forth by the Board of Commissioners and has been interviewed by the subcommittee of the Board of Commissioners. The subcommittee is recommending the appointment of Mr. McGann for at three-year term, expiring on December 315t, 2026. The motion was made by Commissioner Kincaid to approve. ITEM 9: Items for Discussion Chase Sturgis, Stormwater Administrator talked about the new Town of Cramerton Stormwater Ordinance. Staff have conducted extensive research to ensure the Town is addressing current and future stormwater challenges. This ordinance updates development standards to ensure new projects and developments incorporate effective stormwater management measures while also minimizing the This new ordinance will be going before the board for a vote at the next Board of Commissioners impact of development on our local hydrological system. meeting on February 20th. Mayor Pro Tempore Atkinson gave information from the. January 25th MPO meeting. A couple of things that affect the Town of Cramerton. The board approved an amendment with the following changes: South Fork River Bridge was scheduled to begin this Spring, now has been pushed back until 2025 Spring. Catawba the bridge on' Wilkinson Blvd will also be pushed back until 2025. With these changes that will affect our river link projects as well.
