TOWN OF COATS Board of Commissioners August 13, 2020 OFFICIAL MINUTES LABSTRACT: As scheduled meeting oft the Board of Commissioners held on August 13, 2020 in the Board of Commissioners Meeting Room at Coats Town Hall. The Board exercised social distancing, with six Board members, Town Attorney Alton Bain, Town Manager Nick Holcomb and Town Clerk Karen Wooten. II. ROLL CALL: Mayor Chris Coats, Mayor Pro-Tem Jerry Beasley, Commissioner Kelvin Gilbert, Commissioner John Raynor, Commissioner. Allen Mosby and Commissioner Marc Powell were present. Attorney Alton Bain was present. III. CALLTOORDER: Aquorum being present, Mayor Coats called the meeting to order at 7:00 p.m. Mayor Coats delivered the invocation and led those in attendance in the Pledge of Allegiance. PUBLIC HEARING: Mayor Coats opened Public Hearing A. Voluntary Contiguous Annexation & Zoning 1 Nick Holcomb Town Manager presented a requested from Don Adams, property owner, for annexation of acres of land along S. Lincoln Street. The acres include three contiguous lots totaling 4.85. A portion of this tract is contiguous to Town Limit sO this qualifies as a Voluntary Contiguous. Annexation with the signed petition request. Mr. Holcombi informed the Board that a rezoning from the Planning Board recommended rezoning this area to an R-20 from the existing RA: zone. Mr. Holcomb stated that the rezoning would need to be on the September Board meeting. (Reference #1) Mayor Coats closed Public Forum. VI.NEW BUSINESS: A. Voluntary Contiguous Annexation & Zoning Nick Holcomb Town Manager clarified that the rezoning of the 4.85 acres willl be on the September Board Agenda upon approval from the Board for scheduled date and only approval needed for the Annexation and the Ordinance to extend the Corporate Limits of the Town of Coats. Reimbursement Agreement Coronavirus Relief Funds Nick Holcomb Town Manager informed the Board of the agreement with Harnett County to allow for Reimbursement Relief. Mr. Holcomb stated that Harnett County's' been awarded over $5 million from Federal Cares Act due to the Coronavirus. Itl has been mandated that the County share 25% with the municipalities and with the Town's population our allotment will be $119,201. Mr. Holcomb stated that the salaries oft the law enforcement officers qualify for reimbursement, which would cover expense from March through. August. Mr. Hoicomb requested the Board to approve the Agreement to receive this allotment, (Reference #3) Commissioner Gilbert questioned how these funds would be used. RAYNOR NOES( (0) Chamber Lease Extension Nick Holcomb Town Manager updated the Board pertaining to the lease agreement with Coats Chamber, which has been two years. Mr. Holcomb stated that the Chamber is pleased with the office space and agrees to extend the contact for two more years. Set Public Hearing for Abattoir Speed Limit Nick Holcomb Town Manager informed the Board that this request had approval two years ago to reduce the speed limit for a portion of Abattoir Road between Hwy 27 and Irbin Drive. DOTi is requiring changes to amend as an ordinance to reverse the prior ordinance change, which the Town will need to hold al Public Hearing and Ordinance change. Mr. Holcomb asked if the Board would want a study from the Police Department on any problems prior to holding a Public Hearing. Commissioner Gilbert questioned how to make the speed limit change. Commissioner Marc Powell: stated that two residents had: spoken to him concerning the speed limit. Mayor Pro-Tem. Jerry Beasley stated to let the Chief monitor the road and assist the Town Manager to make a decision to change if needed. 3 Commissioner Mosby stated that. Jaggers had already study the speed limit and felt that a Public Hearing was needed. RESOLVED, to set Public Hearing for Abattoir Speed Limit on September 10, 2020 as requested by DOT. Ask to meet at the Park and will finish up at Town Hall 2. Plans for subdivision on Ebenezer CRoad 4. Coats Automotive moving and building for sale 3. Old Napa building sold to someone interested in a Bar and Bottle. Shop 5. Allen Faircloth stating plans are moving forward for the opening of Donna's Kitchen Mike Collins Recreation Director updated the Board with improvements at the Park. Mr. Collins informed the Board that the Recreation Committee met at the park and walked around to discuss needs at the park. Mr. Collins stated that all Fall sports have been postponed with hopes to have them in the early spring. Mr. Collins informed the Board that recreation has been active with adult softball, which is easier to control than children's activities. Now there are three leagues set up, women's, co-eds and men's, 28 teams. Mr. Collins stated that Commissioner Mosby stated how impressed he was for the Trails project done by the Eagle. Scouts. Interim Chief Ken Storicks presented the stats for. Lemon Street, Coats, NC, expressed her appreciation to Nick Holcomb for his attention to Dr. Harold Dixon, Coats, NC expressed his concerns about not having enough time to repair the property on 458 having ditches cleaned out, trash picked up and lawns mowed.
