TOWN OF COATS Board of Commissioners September 10, 2020 OFFICIAL MINUTES L.A ABSTRACT: As scheduled meeting of the Board of Commissioners held on September 10, 2020i int the Board of Commissioners' Meeting Room at Coats Town Hall. The Board exercised social distancing, with five Board members, Town. Attorney Alton Bain, Town Manager Nick Holcomb and Town Clerk Karen' Wooten. I.ROLL CALL: Mayor Chris Coats, Mayor Pro-Tem Jerry Beasley, Commissioner Kelvin Gilbert, Commissioner Allen Mosby and Commissioner Marc Powell were present. Commissioner. John Raynor was absent. CALLTOORDER: Ad quorum being present, Mayor Coats called the meeting to order at 7:00 p.m. Mayor Coats delivered the invocation and led those in attendance in the Pledge of Allegiance. Auditor's Update on FY1 19-20 Lee Grissom with Preston Douglas & Associates presented the Town's Financial Statement for the fiscal year of 2019-2020. Mr. Grissom presented graphs along with the audit reports, which show the Town in good condition. Mr. Grissom stated that the audit was clean and unmodified, with that being the best opinion given. Mr. Grissom added that this is the opinion for the fourth year that Preston Douglas & Associates has been auditing the Town. Mr. Grissom stated the position of reserves has increased toa twelve-month reserve and commented on the low debt status oft the Town. (Reference #1) VI. PUBLIC HEARING: Mayor Coats opened Public Hearing. A. North Orange - Reduce Speed Limit Nick Holcomb Town Manager stated the Town is petitioning NCI Department of Transportation to reduce speed limit on North Orange Street from the intersection of Hwy 27 to the intersection of Irbin Drive from 45 mph to 35 mph. NCI Department ofT Transportation requires an official Ordinance change, which requires a public hearing. (Reference #2) Hearing no one Mayor Coats closed Public Hearing Item A. B. 699SLincoln Rezoning Nick Holcomb Town Manager reiterated the reason for the rezoning request due to the result of the land transferring from ETJto in Town limits. This area is zoned Residential Agriculture which is not zone for Town limits. Mr. Holcomb stated that the Planning Board has recommended rezoning to R-20 due to the size oft the lots, which are over one acre each and meet all the criteria of an R-20: size lot. The addendum ist to include the Containment and Logo fort the additional One Hundred Thousand Dollars ($100,000) over the next five (5) years for the N. Carrie Street tank. Mr. Holcomb informed the Board that payment has been made to Duke Power Company to relocate the power lines prior to the Containment. Saturday (9/12) Capital Planning Workshop Nick Holcomb Town Manager informed the Board that the workshop would be at the Park: shelter at 9:00 Mr. Holcomb stated that the plan is to walk around the park and discuss ideas to improve our recreation area and to discuss completion of the downtown parking area. Mr. Holcomb asked the Board to review the a.m. handouts used during the workshop. (Reference #6) B. Tuesday (9/15)458S S Railroad Street Order to Demolish Nick Holcomb Town Manager reminded the Board of the scheduled hearing for the property located at 458 S.R Railroad Street at 6:00 p.m. Mr. Holcomb expressed the importance of having a quorum due to Commissioner Mosby being out of Town. 3 Mr. Holcomb Town Manager shared the monies received from Harnett County through the Cares Act, which Mr. Holcomb Town Manager updated the Board on results from Code Enforcement and presented a report of Ken Storicks Interim Chief presented the stats for August and updated the Board that the Durango to be total One Hundred Nineteen Thousand Dollars ($119,000). the properties and the status of each. (Reference #9) Rodney Pleasant Public' Works Director presented the report for August and updated the Board concerning the Nick Holcomb Town Manager updated the Board with repairs completed at the park and that Mike Collins Recreation Director is addressing the request to have T-Ball in the fall. Toy, 252 E. Lemon Street - Questioned why information concerning her son's car being broken into has not been followed through with and concerns with the grass being cut. Interim Chief Storicks stated he would) follow up with her on Friday. Laural Hoton, 383 S. Church Street - Inquired about the progress concerning the flooding on her property due to the Town Homes built next to her property. She expressed the major flooding and water issues on her property. Nick Holcomb Town Manager stated he is working with Robert Barefoot owner oft the Town Houses and will call Commissioner Gilbert thanked everyone for their involvement with the Town meeting and asked them to give an him on Friday to get an update. update at next months' meeting. 4 Levern Sanders, 108 N. McLean Street- ask that the Town do something concerning the water flowing from Stephanie Elliott, 126 N. McLean Street - expressed concerns with the flooding in her front and back yards, which. she feels is coming from the field. Stated that the smell from the standing water smells like al hog lagoon. Asked where we go from here to tryt to solve a problem and not create another problem. Commissioner Mosby asked the residents to ask citizens not to cut and puti items in the ditches. the storage units toward the homes int that area. Mayor Coats closed Public Forum.
