TOWN OF COATS Board of Commissioners November 12, 2020 OFFICIAL MINUTES LABSTRACT: AS scheduled meeting oft the Board of Commissioners held on November 12, 2020 in the Board of Commissioners' Meeting Room at Coats Town Hall. The Board exercised social distancing, with five Board members, Town Manager Nick Holcomb and Town Clerk Karen' Wooten. II. ROLL CALL: Mayor Chris Coats, Mayor Pro-Tem. Jerry Beasley, Commissioner Kelvin Gilbert, Commissioner. John Raynor and Commissioner Marc Powell were present. Commissioner Allen Mosby was absent. Town Attorney Alton Bain wasi not in attendance. II. CALLTOORDER: Aquorum being present, Mayor Coats called the meeting to order at 7:00 p.m. Mayor Coats delivered the invocation and led those in attendance in the Pledge of Allegiance. Mayor Coats asked to amend and delete Item IV.C-Street Closure for Christmas Parade from Agenda. RESOLVED, to approve Agenda as amended. McKinley Street Karen' Wooten Town Clerk administered Oath to Nick Holcomb Town Manager. 1 RESOLVED, to approve Ordinance Authorizing Demolition with ai thirty-day (30) extension. JOHN RAYNOR: SECOND BY: COMMISSIONER KELVIN GILBERT APPROVED, AYES (4), MAYOR PRO-TEM JERRY BEASLEY, COMMISSIONERS POWELL, RAYNOR AND GILBERT NOES (0) Budget Amendment Options Nick Holcomb Town Manager presented the Board a list of potential items to address during the Board meeting in December, Mr. Holcomb reiterated the understanding to revisit the budget in December, which would allow us to have al better projection on revenue due to the overall health on the economy, Mr. Holcomb stated that the overall sales tax revenues have produced greater than ten percent (10%) forJ July and August. Mr. Holcomb stated he felt this is due to local spending and online sales. Mr. Holcomb expressed that salary increases fort the employees should bei thet top oft the list. Mr. Holcomb asked the Board to come prepared for budget amendments in December and to express their desires of which items toc complete. (Reference #3) VI. MANAGER'S UPDATE: A. Financial Update Karen Wooten Town Clerk updated the Board on the monies moved from NCCMT to First Citizen Bank. Due to interest rates so low Ms. Wooten stated that moving Five Hundred Thousand Dollars ($500,000) into the operating account would reduce the service charge in return of low interest rate. Ms. Wooten stated thati if our funds cannot earni interest then letting our funds reduce expenditures was a good decision. 1. Trail cleared out at the Park - work to be done to move water from the stream 2. Mural completed, Ribbon cutting Wednesday November 18, 2020 at 4:30 p.m. 3. Planning Board approval oft two (2) minor subdivisions with gravel street 4. Announcement of Police Chief- = Ken Storicks, another night planned for official recognition Chief Storicks thanked the Board and Mr. Holcomb for having faith in him as Chief, Chief Storicks read his Nick Holcomb Town Manager updated the Board on the following: monthly report. (Reference #4) Commissioner Powell questioned ift there were problems due to the rain today. Nick Holcomb Town Managers stated problems on: 27and concerns expressed from residents at Trace TurnerLane, which are not Town's streets. Mr. Holcomb expressed need to look at cleaning out ditches and coverts. 3 VII. PUBLIC FORUM: Mayor Coats opened Public Forum. (Reference #5) Frances Harvey, 19 Gale Spears Drive, Coats, NC expressed her concerns about cars speeding on McLean Street. Mayor Pro-Tem. Jerry Beasley asked Ms. Harvey to speak with Chief Storicks after the Board meeting. Leverne Sanders, 108 North McLean Street, Coats, NC expressed his concerns with the amount of water running off from across the field and asked what could be done. Mr. Sanders stated that this was not a problem prior to Mr. Holcomb Town Manager stated that the engineers andi the State approved the retention Pond. Mr. Holcomb the storage buildings and the water is ponding as wide as the Boardroom. thought that some ditches along the field, however this isi not Town property. Mayor Coats closed Public Forum.
