II.R ROLL CALL: Mayor Chris Coats, Mayor Pro-Tem Jerry Beasley, Commissioner Kelvin Gilbert, Commissioner. John Raynor and Commissioner Marc Powell were present. Commissioner Allen Mosby was absent. HI.CALL TO ORDER: Aq quorum being present, Mayor Coats called the meeting to order at 7:00 p.m. Mayor Coats delivered the invocation and led those in attendance in the Pledge of Allegiance. Nick Holcomb Town Manager asked to amend Agenda adding under New Business- D. Street Closure for Farmers Day. RESOLVED, to approve Agenda as amended. Grant Project Ordinance Nick Holcomb Town Manager informed the Board that the Town has received the first tranche of the Federal American Rescue Plani funds for Three Hundred Ninety EightThousand Three Hundred Seventy One Dollars and Eighty One cent ($398,371.81). Mr. Holcomb reiterated the funds are for radio-read meter replacement and water infrastructure. (Reference #1) RESOLVED, to approve Grant Project Ordinance. Flood Insurance Program Nick Holcomb Town Manager presented the Board with a Resolution of Intent ini National Flood Insurance Program. Mr. Holcomb stated that this Flood Insurance Program was presented in February of 2017, however due to errors and inconsistencies NCI Department of Public Safety Floodplain Management staff have recommended approving a new Resolution. Mr. Holcomb shared that thet following are benefits: 1. Homeowners to purchase flood insurance 2. Town to more easily pass FEMAI requirements for reimbursement 3. Town to manage flood: specific prone areas through zoning, ifdesired. 4. Consultant to have this as a tool in updating our Zoning Ordinances. (Reference #2) RESOLVED, to approve Resolution of Intent to Participate in National Flood Insurance Program. MOTION BY: MAYOR PRO-TEM. JERRY BEASLEY, COMMISSIONERS POWELL, RAYNOR AND GILBERT NOES (0) Downtown Streetscape Master Plan Nick Holcomb Town Manager requested the Board to approve the Downtown Streetscape Master Plan with WithersRavenel. Mr. Holcomb stated that the USDA Grant will reimburse the Town for the entire cost of the Forty Six Thousand Dollars ($46,000) for the contract. (Reference #3) Alton Bain Town. Attorney expressed concerns with items in the contract. 1. Waiver Limitation 2. Notification of Breach 2 3. Arbitration - no appeal Attorney Alton Bain stated that it is his dutyt to point out and to inform the Board of issues and concerns. Knowing that this contract is not dealing with actual pipe in ground and little that could gowrong. Mr. Bain stated that however, there is not a problem with a contract until there isa Discussion among the Board for Town Manager to address the concerns with' WithersRavenel but to give Nick Holcomb the power to go forward if needed. Closure Friday October 9, 2021at 3 p.m. until Saturday October 10, 2021 at7p p.m. (Reference #4) RESOLVED, to approve Street Closure for Farmers Day. Nick Holcomb stated that there are limited activities for Farmers Day with no Kid Zone, school groups VI. MANAGER & COMMITTEE REPORT: Nick Holcomb Town Manager project. B.. Johnson St. Paving Update - No bids received, will continue calling and working to get bids on 3 C. Finance Director/Town Clerk Update - Mr. Holcomb asked the Board if they wanted to take lead on looking for a replacement or give him the authority to advertise and recommend the top applicants to the Board fori interviews and hiring. Mr. Holcomb's: schedule listed as: Sept 13- Oct 11 - advertising and screening applications Oct 18 = set upi interviews for Oct2 28 Karen Wooten Starting date in December Bring in the top two (2) afteri interviews and spend time with the Town Manager and Commissioner Powell aski if this would be at three (3) month overlap. Mayor Pro-Tem Jerry Beasley commented that Karen wears several hats and training someone for three (3) months will be needed and he felt that the plan presented from by the Town Manager wasa good plan. GILBERT NOES( (0) Chief Ken Storicks presented stats fori the month of August. Chief Storicks informed the Board oft the department's involvement with Town of Angier's SRO National Night Out. Chief Storicks mentioned that this could be something the Town would like to do next year. (Reference #5) Commissioner Gilbert asked if the SRO National Night Out was an interaction with the community, which Chief Storicks added yes with things like stickers and food trucks. Commissioner Gilbert also inquired about the vacant police officer position, which Chief Storicks replied that he was interested in Mayor Pro-Tem Jerry Beasley asked for update on police car, which Chief Storicks replied that he is al BLET student who graduates in December. waiting for quotes at this time. Rodney Pleasant Public Works Director presented report for the month of August. (Reference #6) Commissioner Gilbert suggested the use ofa chipper to help with some of the yard waste. Mr. Pleasant informed Commissioner Gilbert that the Town has a chipper andi that they could use iti more. Teresa Brown Library Director presented the Library report for the month of August.
