NEW BUSINESS: A. Finance Director/Town Clerk Nick Holcomb Town Manager stated that advertising andi interviews are completed and Connie Lassiter has accepted the Board'soffer. She will begin employment on December 6, 2021 and sworn ina as Town Clerk at the March meeting. RESOLVED, to approve hiring Connie Lassiter as Town Clerk/Finance Officer. Library- Eliminate Late Fines Teresa Brown Library Directori informed the Board oft the decision from Harnett County Board of Commissioners approval to eliminate late fines on October 18, 2021. Mrs. Brown stated that it would bel beneficial fort the Town to follow the County's actions and their recommendations. Mrs. Brown informed the Board that the Library would continue to charge penalties for lost and damaged items. Mrs. Brown presented toi the Board revenue charts that show the volume off fees and letter from the County Library of their recommendations. (Reference #1) RESOLVED, to approve to follow Harnett Ount/srecommendation to eliminate late fines. Mr. Holcomb stated that this purchase is due to the 2016 Dodge Charger being totaled in an accident on October 20, 2021. Mr. Holcomb requested the following purchases totaling $45,010. (Reference #2) Replacement Equipment Highway Use Tax 2022 white Dodge Durango Pursuit $34,086 $9,905 $1,019 RESOLVED, to approve purchase ofa 2022 White Dodge Durango Pursuit. BudgetAmendment: #1 Nick Holcomb Town Manager informed the Board that with the reimbursement from the North Carolina League of Municipality for Twenty Four Thousand Seven Hundred and Forty Seven Dollars ($24,747) al budget amendment of Twenty One Thousand Dollars ($21,000) is needed. Christmas Parade Street Closure Nick Holcomb Town Manager confirmed that the Christmas Parade is scheduled is for Monday December 13, 2021 at7 p.m. Mr. Holcomb requested. street closure for parade and Christmas on Main. Main Street closure 41 to 9 p.m. and streets closure for parade from 61 p.m. until parade is Tricia Bristow Chamber Director updated the Board on the Christmas activities with 60 to 75 parade entries, Main Street shopping and Santa. Mrs. Bristow informed the Board that a change is needed on the date for the parade due to the conflicts with surrounding parades. Coats Christmas parade over. (Reference #4) will be on the second Monday in December. RESOLVED, to approve street closure for the Christmas Parade and Christmas on Main. MANAGER & COMMITTEE REPORT Nick Holcomb Town Manager updated the Board on the following: 1. Pursing two avenues pertaining to the property at 312 Railroad Street, Guardianship 2. Planning Board appointment applications, two ETI's and one in Town positions vacancies. 3. Harnett County taxe evaluations, meeting with the Town to discuss effects on the Town and through the court and Condemned structure. the process to appeal the evaluation. 4. Department of Transportation - paving highway 55 3 Karen' Wooten Town Clerk/Finance Officer informed the Board of moving funds from North Carolina Tricia Bristow Chamber Director invited the Board to the Veteran's Breakfast, Thursday November 11, Chief Ken Storicks presented his stats for the month of October. Chief Storicks updated the Board on Officer Capshaw (who attended) concerning the wreck. Chief Storicks confirmed that hei is waiting on Battery NC fore equipment to come in to have the new Durango ready to be on the road. (Reference #5) Teresa Brown Library Director presented her report for the month of October. Mrs. Brown introduced Capital Management Trust into First Citizens Bank Depository Account. 2021. her new assistance Shannon George to the Board.
