CITIZENS COMMENT Diana Folk 425 Park Street Mrs. Folk stated she would like to discuss the purchase of the 2024 Knuckle Boom Truck. She stated as a citizen of this town and seen the Public Works employees do their job, she does not deny the fact that the department needs something such as this truck to help with picking up brush and curbside items. She stated at the last meeting the ARP funds were moved in the general fund. She stated she sees this quote is from NCSA Contract Purchases and asked ift the bid process is a competitive bid process. She stated there are $30,000.00 worth of add-ons and options in the $227,000.00, and asked ift they are all needed. She asked if this truck will only be operated by one employee and Mayor Seaford stated the NCSA Contract offers counties and cities a statewide purchasing program on a variety of vehicles. He stated they are able to get us al better deal on this type of equipment. He stated most of the add-ons are Mayor Seaford asked Mr. Deal to introduce the towns news employee. NEW BUSINESS I) Kristina Whitfield -1 Kimley Horn Main Street Corridor Planning Study Presentation Mrs. Whitfield stated the town initiated a Main Street Corridor Study that focuses on Main Street from the Food Lion at Kimbell Road to the Food Lion at Hwy 29. She stated they held aj pop-up engagement at the Block Party to kick the study off. She stated they asked residents to tell them what they liked, did not like about Main Street. She stated they held another one at Hanna Park and handed out flyers for an online survey. She stated they held an all- day session at Town Hall and had various business owns come in to discuss Main Street. She stated 77 folks took the online survey with 169 comments. She stated 75% of those that took the survey stated they eat, shop and socialize along the corridor, 25% said they live along the corridor. She stated pedestrian safety was one of the highest priorities. She stated increase lighting, enhance landscaping, and increase on-street parking were other concerns. She stated on the south end of Main Street there are no crosswalks and very little sidewalks. She stated there are three Bicycling Rowan County routes that run along Main Street. She stated the Town found out about a grant they could apply for during the study process. She stated they pivoted how the study would approach this so the Town could apply for the Rural Transformation Grant. She stated Segment A shows completing the missing sidewalk segments along the southeast side, adding a crosswalk at El Liberty Street, adding a shared lane marking to indicate that bicycles are allowed along the road, and adding a RRFB which is a flashing pedestrian sign at China Mrs. Whitfield stated al lot of time and energy was spent developing a concept where the Town could apply of the Rural Transformation Grant. She stated the grant is through the Department of Commerce and is left over funds from the CARES Act. She stated one of the categories is Downtown revitalization. She stated Mr. Gover submitting the application today and if we are lucky the Town will receive $950,000.00 to improve Main Street. She stated the vision was driven by the conversations with the community. She stated the concept includes bump outs which are landscaped areas near the intersections. She stated bump outs shorten the pedestrian crossing time and provides Mrs. Whitfield stated these items were not included in the grant but the Town should look into alley activation. She stated taking an old alley and activating it for public space can enhance the ascetic of Downtown. She stated the Town should look at adding outdoor eating areas at Hanna Park. She stated to enhance the two-step portion of the sidewalk in front oft the Pharmacy they are proposing 2 foot by 4 foot planters that straddle the step. She stated this would more define the entrance. She stated they would propose wayfinding signage to let people know which way Mrs. Whitfield stated segment C shows adding sidewalks between Thom Street and Coach Deal Lane. She stated they spoke with people oft the community about creating a marketing strategy for the Southend. She stated there has been discussion of creating an arts district. She suggested finding a new use for the town owned building located in the area. She stated establishing an official China Grove Main Street Association would be one of the first steps to being able to apply to the NCI Main Street Downtown Associate Community Program. She suggested to consider the Mr. Bringle stated we have been told handrails were not allowed in the area where the sidewalk has two steps in front of the Pharmacy, Dales Sporting Goods. He asked if the one handrail that is in place would be replaced and then an additional three or four would be added. Mrs. Whitfield stated NCDOT will be good partners along the way. She stated there are inconsistencies with the step heights and they can make sure the steps are. ADA compliant with State requirements. Mr. Bringle stated he is concerned that bump-outs would eliminate some parking spaces Downtown. Mrs. Whitfield stated the community expressed their concern with losing on street parking, with these bump-outs it only eliminates 2 spaces. Mr. Bringle asked where the bicycle route is along Main Street. Mrs. Whitfield stated the route is from Shue Road tol Patterson Street. He stated the department had a demonstration of the truck last week. Hes stated Mr. Ketneri is available for any questions. Mayor Seaford asked what the delivery date would be after ordering. Mr. Ketner stated we are looking at six to eight months. Mr. Heggins stated we have been discussing this for atl least 3 years. He asked if Mr. Ketner about the add- ons and if those items were added based on hisi input. Mr. Ketner stated one of the features is an exterior hopper. He stated employees will be able to pick up smaller items by hand and place them in this hopper. He stated not only will this truck be able to pick up all the brush it will also be able to collect curbside items. He stated now we collect curbside by hand and load it in a dump truck. He stated this truck will improve the speed of collecting items Mr. Stroud made a motion to approve the purchase of the Knuckle Boom Truck. Mr. Bringle seconded the motion, Mrs. Sheets stated Mr. Gover and herself completed the Rural Transformation Grant classes. She stated in 2023 there will be another $50,000 grant available to apply for. She stated a key component in receiving the grant for $950,000.00 is having community involvement. She stated the Main Street Corridor Study was the foundation for applying for this grant. She stated we will know by December 16thift the grant is awarded to China Grove. Mayor Seaford stated Michael Moon made him aware of the need for CPR classes for residents of the community. He stated CPR Classes will be offered to anyone that would like to sign up on November 15th and 17th from 6:30 pm to 9:30 pm at the Community Building. He stated soi far seventeen individuals have signed up. Mayor Seaford stated on Sunday, January 1$+2023 starting at 3:00 pm, he will be holding a Walk with the Mayor event from Town Hall to Main Street Mission. He stated he will answer any questions residents have and get to Mr. Bringle stated the October Car Show was the largest he had attended. He stated this event brings a lot of people tot the Downtown. He stated even with the rain there were al lot of Trick or Treaters out at the Downtown Halloween throughout town.
