Clinton NORTH CAROLINA CIP WORKSHOP JANUARY 23, 2024, CITY COUNCIL MINUTES The City Council of the City of Clinton, North Carolina, met in a special meeting at 5:00 PM on January 23, 2024, in the City Hall Auditorium. Mayor Starling presided. Councilmembers Ruggles, Strickland, DuBose, Corbett, and Mayor Pro Tem Becton, were present. Also, City Attorney Howard was present. Present were City Manager James P. Duncan; City Clerk Elaine F. Hunt; Police Chief Anthony Davis; Planning and Zoning Director Mary Rose; Parks and Recreation Director Jonathan Allen; Finance Director Kristin Stafford; Public Works Director Chris Medlin; HR Director Natalie Blue; Fire Chief Hagan Thornton; Senior Planner Lyle Moore; and Assistant Police Chief Adrian Mathews. Also, present was Jack Tunnel from the Sampson Independent. Mayor Starling called the meeting to order. City Clerk Elaine F. Hunt gave the invocation. Mayor Starling stated that the City Council and anyone who desired to go would tour the city now. He said that places ofinterest would be Stetson Street, Dogwood Circle (where the recent shooting incident occurred), Beaver Dam Drive, and Royal Lane Park. Mayor Starling, the City Council, and others arrived back at the City Hall Auditorium Two Smithfield Packing Company gentlemen stopped at the CIP Workshop and introduced themselves. One gentleman's name was. Austin Brown. Mayor Starling voiced a big concern--the terrible odor in and around the city. They acknowledged the problem and at 6:08 PM. stated that staffwereinvestigating the matter. COLLEGE STREET CULVERT Public Works Director Medlin stated that there is an eight-foot culvert waiting to collapse if flooding occurs on College Street. He stated that he will meet with an engineer, NCDOT, and others next week to determine what options there are to remedy this problem. Mr. Medlin noted that according to engineers and contractors, replacing/repairing will be extremely expensive, approximately $1,000,000. He stated that the pipe in this trench is about 100 years old, and the exact location is between the church at 408 College Street and the white house. Director Medlin informed the group that they are looking into obtaining grant funding for this project. Councilmember Ruggles questioned the ownership of the property, and he was told that it was not the City's property. Mayor Starling stated that the property between the church and the white house could be condemned. Attorney Howard agreed. COLLEGE STREET - TRAFFIC ANALYSIS Police Chief Davis presented a speed data analysis for College Street as requested by the City Council. (SEE ATTACHMENT #1). He stated that starting on January 5, 2024, at 2:01 PM and ending on January 8, 2024, at 11:36 AM, 13,462 vehicles traveled College Street in both directions. Chief Davis said the study began at 408 College Street and continued to the traffic light adjacent to CVS Pharmacy. Chief Davis recommended that the City Council adopt a resolution reducing the speed limit in this designated area from 35 mph to 25 mph. Upon a motion made by Councilmember Ruggles, seconded by Councilmember Strickland, it passed unanimously to adopt a RESOLUTION AMENDING OFFICIAL TRAFFIC MAP TO REDUCE THE SPEED LIMIT ON COLLEGE STREET BEGINNING AT 408 COLLEGE STREET AND ENDING AT THE TRAFFIC LIGHT ADJACENT TO CVS PHARMACY from 35 mph to 25 mph. APPOINTMENTS: - ALL-AMERICA CITY COMMITTEE- - 2-YEAR TERM Currently, the All-America City Committee consists of fourteen (14) members. Eleven (11) individuals have been appointed/reappointed. City Clerk Hunt stated that the following names were submitted to her for appointments to the Committee, and the City Council needs to make a motion and approve. It was the consensus of the City Council to continue this item until the City Council meeting on February 6, 2024. WATER MAIN SWAP - THE CITY OF CLINTON AND SAMPSON COUNTY Public Works Director Medlin stated that staff has been speaking with Sampson County Public Works' staff about the potential of a water main ownership swap. He noted that this proposal includes the City of Clinton releasing approximately 1,000 ft. of 10-inch watermain on North US 421 Hwy from Nathan Dudley Road to the current dead end at Hanson Road. Mr. Medlin stated that the County would like to acquire this line to use its water supply (already supplemented by the City) to feed its residents along Nathan Dudley Road. He stated that the County has allocated the monies needed and got the required approvals to bypass our line and interconnect back to their system; however, this option would save them time and money. Mr. Medlin stated that in return, the County agrees to release ownership of approximately 1,800 ft. of10-inch water main along Hwy 403 to the City. Furthermore, he noted that the City would take ownership of the waterline from east of Sir Clinton Apartments (currently, where it dead ends) to Pugh Road. Mr. Medlin stated that this acquisition would enable the City to loop Pugh Road and increase fire protection to the Cove Place Subdivision, where the City barely meets the required standard. He stated that any potential development east of Sir Clinton Apartments would be ensured to have a connection toi the city'sutilities. (SEE. ATTACHMENT #2). Upon a motion made by Councilmember Ruggles, seconded by Mayor Pro Tem Becton, it passed unanimously to approve the water main ownership swap between the City of Clinton and Sampson County involving approximately 1,000 ft of 10-inch water main on North US 421 Hwy from Nathan Dudley Road to the current dead end at Hanson Road belonging to the City, and approximately 1,800 ft of 10-inch water main along 403 east of Sir Clinton Apartments (where it currently dead ends) to Pugh Road belonging to WALK-ON TO1 THE AGENDA - TRAFFIC. Upon a motion made by Councilmember Strickland, seconded by Councilmember Ruggles, it passed unanimously to prepare and present a RESOLUTION IN SUPPORT OF INSTALLING A TRAFFIC LIGHT AT THE INTERSECTION OF SUNSET AVENUE AND FOX LAKE DRIVE," to NCDOT representatives at "Jefferson B. Strickland Highway Dedication Ceremony," on tomorrow at 11:00. AM in Roseboro, NC. PLAN REGARDING FINANCIAL PERFORMANCE INDICATOR Finance Director Stafford requested the City Council and Mayor Starling to sign a document. Mrs. Stafford stated that the Local Government Commission implemented financial performance indicators several years ago. It was the consensus of the group to sign the attached document. (SEE City Manager Duncan informed the group about the new fire truck that was approved previously. Initially, the Pierce truck was to be purchased from Atlantic Emergency Solutions; however, they could not provide the originally quoted truck. Staff requested that the City Council rescind the purchase with Atlantic Emergency Solutions and allow Fire Chief Thornton to pursue a purchase from Fire Connections for ATTACHMENT #3). $900,000. Upon a motion made by Councilmember Corbett, seconded by Councilmember DuBose, it passed unanimously to rescind the purchase with. Atlantic Emergency Solutions and purchase the E1 from Fire Connections for $900,000. CAPTTALIMPROVEMENT PLAN WORKSHOP City Manager Duncan began by stating the Vision Statement, Mission Statement, City Manager Duncan proceeded to review the FY2024-2025 CIP WORKSHOP" handout with Mayor Starling, the City Council, and staff. (SEE. ATTACHMENT #4). As City Manager Duncan facilitated the Workshop, the City Council stopped, when necessary, to ask questions. Councilmember Corbett had concerns regarding the Sampson and reviewing the focus areas. Center. The only perceived downside could be we would only gain a couple of customers acquiring the 403 line from the County, however we would lose about 10 giving the County the short section on 421. This is negligible as far as al budget hit. Both sides have also agreed to any cost incurred to separate the lines (cutting in ofvalves) will be split 50/50 however any cost of improvements needed on our sidet to Pugh Rdi into the newly acquired line of 403 will be the strict responsibility of the The county has everything in place to bypass the city's waterline on Hwy 421 or we can complete a waterline swap.
