April 23, 2024, in the City Hall Auditorium. Mayor Starling presided. Councilmembers Ruggles, Strickland, DuBose, Corbett, and Mayor Pro Tem Becton were present. Also, City Attorney Howard was present. Present were City Manager James P. Duncan; City Clerk Elaine F. Hunt; Police Chief Anthony Davis; Planning and Zoning Director Mary Rose; Interim Parks and Recreation Director Garrett Bryant; Finance Director Kristin Stafford; Public Works Director Chris Medlin; HR Director Natalie Blue; Fire Chief Hagan Thornton; and Senior Planner Lyle Moore. invocation. Mayor Pro Tem Becton gave the PROCLAMATION - NATIONAL DAYOF PRAYER Upon a motion made by Councilmember Strickland, seconded by Mayor Pro' Tem Becton, the following proclamation passed unanimously: PROCLAMATION NATIONAL DAY OF PRAYER 2024 WHEREAS, throughout history, America has faced trials and triumphs, and Americans have responded in prayer, seeking courage and comfort, inspiration, and joy- filled celebration. Faith compels us to seek and cling to the Light in times of darkness and spread light to those in need; and WHEREAS, from the first gatherings of our Founding Fathers, elected officials have prayed and entreated those they serve and represent to join them in prayer, including the authors of our Declaration ofIndependence, wrote that they, "the Representatives: oft the United States of America, in General Congress, Assembled, appealing to the Supreme Judge ofthe world.."and carried on to present day in Presidential Proclamations such as last year's invitation to' "join him in asking for God's continued guidance, mercy, and protection;" and WHEREAS, a National Day of Prayer has not only been aj part ofo our heritage since it was declared byt thel First Continental Congress in 1775, but iti is a Public Law established in the United States Congress in 1952, approved by a Joint Resolution and amended by Congress and President Reagan with Public Law 100-307 in 1988, affirming thatitis essential for us as al nation to pray and directs the President of the United States to set aside and proclaim the first Thursday of May annually as The National Day of Prayer; and WHEREAS, in every state across. PARKING OFF MCKOY STREET BEHIND LEON'S CLOTHIERS City Manager Duncan introduced this item. There was an: in-depth discussion on allowing two-hour parking spaces off McKoy Street behind Leon's Clothiers. Itwas agreed that nine parking spaces behind Leon's Clothiers would be posted as two-hour parking spaces. Mayor Pro Tem Becton questioned how soon signs would be erected. Public Works Director Medlin stated that his guys would be ready to erect signs early the following day. Mayor Starling stated that the tires in the back ofLeon's Clothiers needed to be removed. He said it was an endangerment to the children. Planning Director Rose was instructed to write al letter to the business owner regarding this matter. She stated that other business owners/residents will also receive al letter regarding their property. Upon a motion made by Mayor Pro Tem Becton, seconded by Councilmember Corbett, the following resolution passed unanimously: RESOLUTION AMENDING OFFICIAL1 TRAFFIC MAP TO ALLOW TWO-HOUR PARKING OFF MCKOY STREET BEHIND LEON'S CLOTHIERS WHEREAS, business owners have expressed concerns related to parking WHEREAS, increased traffic in Downtown Clinton has brought about several accessibility within their area in Downtown Clinton; and concerns, toi include the accessibility of ADA parking. NOW,THEREFORE, BE IT RESOLVED, that the City Council oft the City of Clinton, Two-hour parking spaces be designated at the local downtown business located off Sampson County, North Carolina is hereby requested to approve: McKoy Street behind Leon's Clothiers. FY2024 -2025 BUDGET WORKSHOP - WATER & SEWER FUND City Manager Duncan began by stating the Budget Development Drivers: Inflation (3.5%) Aging infrastructure Sewer capacity Rising personnel costs (pay studyimplementation) Maintaining existing service levels City Manager Duncan went page by page through a handout that was distributed to everyone in the meeting. (SEE. ATTACHMENT #1). He explained the Water & Sewer Fund Budget Trends. Key points were: Pays study implementation $176k Health insurance, 4.8% (still in the process ofnegotiating) Capital Improvement Expenditures: Utility lines $250k. AMR; $75k Ventrac mower; $100k Mini excavator; and $55k Forklift Water Production: Dehumidifier $95k Future Needs: Aging Infrastructure WWTP nearing capacity City Manager Duncan proceeded to talk about the Water and Sewer Fund Revenue Assumptions: 3.5%1 base and consumption rate increase > approximately $170k Bulk water price increase > $1.60 > $1.75 > approximately $50k City Manager Duncan discussed increasing the Water and Sewer fee (SEE ATTACHMENT #1). He also discussed the short-and long-term needs, which included a lead service line and removal action plan. The Budget Workshop concluded bya acknowledging key upcoming dates: Budget Workshop - Tuesday, May 14, 2024 Submission of Proposed FY2024-2025 Budget to City Council - May 24, 2024 Manager's Presentation and Public Hearing - June 4, 2024 Adoption ofthe FY2024-2025 Budget - June 18, 2024 Fiscal Year 2024-2025 begins - July1,2024 City Manager Duncan asked ift there were any questions or comments. Mayor Starling asked for an update on the fire taxi rate. City Manager Duncan stated that the County sets this rate, and the City has yett to be asked to present al budget. He noted that rumors say this rate will increase; however, his recommendation regarding the fire taxi rate ist to leaveita asis. Councilmember Strickland asked ifCity Manager Duncan and Fire ChiefThornton could visit with the County and discuss this matter. City Manager Duncan stated that he would contact the County. Fire ChiefThornton was asked about the status oft the new fire truck. He responded There was no further discussion. Councilmember Ruggles made ai motion to adjourn the meeting.
