Clinton NORTH CAROLINA MAY 20, 2024, CITY COUNCIL MINUTES BUDGET WORKSHOP - SPECIAL MEETING 5:00 PM - CITY HALL AUDITORIUM The City Council of the City of Clinton, North Carolina, met in a special meeting at 5:001 PM on May 20, 2024, in the City Hall. Auditorium. Mayor Starling presided. Councilmembers Ruggles, Strickland, DuBose, Corbett, and Mayor Pro Tem Becton were present. Also, City Attorney Howard was present. Present were City Manager James P. Duncan; City Clerk Elaine F. Hunt; Police Chief Anthony Davis; Planning and Zoning Director Mary Rose; Interim Parks and Recreation Director Garrett Bryant; Finance Director Kristin Stafford; Public Works Director Chris Medlin; HR Director Natalie Blue; Assistant Police Chief Adrian Mathews; Fire Chief Hagan Thornton; and Senior Planner Lyle Moore. Mayor Starling called the budget workshop to order. FY2024 -2025 BUDGET WORKSHOP City Manager Duncan began his presentation with a "Budget Scenario .34 Tax Rate." (SEE. ATTACHMENT #1). He stated that in this scenario, removals will include: $28k Employee 401k $20k Recreation Part-time Salaries $22k Reduction in Pay Study $10k Cut from Sanitation Within this scenario, $145k ist taken from the fund balance. City Manager Duncan informed the City Council that the longevity was put back in the budget. Briefly, he mentioned the "Budget Scenario .35 Tax Rate." (SEE ATTACHMENT#1). Mayor Starling stated that there is "an unknown." Furthermore, he noted that the decision rests with the County, referring to the fire tax. Itwas said thati ift the County leaves the fire tax as is, the city will be well. Mayor Pro Tem Becton questioned the employees' 401k being removed. Councilmember Ruggles asked about a "future outlook." City Manager Duncan stated that a. .34 tax rate would be tight. City Manager Duncan mentioned that inflation is coming down slightly. Councilmember Ruggles interjected that "inflation is still here." City Manager Duncan stated that the City Council can balance the budget with a $.34 Councilmember Strickland was concerned about the citizens oft the City of Clinton Fire ChiefThornton was asked to speak regarding the fire tax matter. He stated, Personally, Ithink the City is good, but we will need to wait to see what the County or $.35 taxi rate. and how these rates would affect them. Commissioners decide." Upon ai motion by Councilmember Strickland, seconded by Councilmember DuBose, itp passed unanimously to approve the "Budget Scenario .34 Tax Rate." ADIOURNMENT Upon a motion by Councilmember Ruggles, seconded by Mayor Pro Tem Becton, it passed unanimously to adjourn this meeting until June 4, 2024, at 7:00 PM, in the City Hall Auditorium.
