Village ofCedar Rock Minutes The regular meeting of the Village of Cedar Rock was. held at Cedar Rock Country Club at 11:30 a.m. onl March 19, 2024. Call to Order: Mayor Bob Floyd called the meeting to order at 11:30 a.m. Attendance: Present were Mayor Bob Floyd, Ernie McAteer, Bill Griffin, Daniel Odom, Mike Adoption of Agenda: Ernie McAteer made a motion to adopt the agenda; Mike Shows Approval of Minutes: Mike Shows made a motion to approve the minutes; Ernie McAteer Committee Reports: Administrative: Pamela Mayberry stated she had heard back from Ashley with the Garden Club and Ashley is close to completing the updated directory. Mayor Bob Floyd asked if that included emails and Pamela Mayberry responded yes. Finance: Bill Griffin advised council that line items were over budget for account 2710 and $500 from the website was moved from account 2708 to account 2710. Bill Griffin further advised.council that the Village currently has $543,009.86 in the bank. Transportation: Ernie McAteer stated that Tyler had excavated the inlet side of culvert on Mountain Circle Drive the morning ofl March 19, 2024 and charged the Village $550,00 for the excavation. Ernie McAteer discussed with Tyler the removal of the debris and brush where Duke Energy had trimmed away from power lines. There are a couple hundred feet where Duke Energy had trimmed away from the power lines. Tyler quoted $800.00 to $1,200.00 to remove that debris and brush. Bill Griffin stated that there was $10,000.00 in the budget for snow removal that had not been used and he could speak to Steve Huntley about moving the $10,000.00 to the budget for right of way maintenance. Ernie McAteer stated that the contractor hired to evaluate the culverts had done a good job and the cost for the evaluation was $1,240.00. Ernie McAteer said the evaluation showed a stump blocking the culvert on Location A that needed to be cleared. Bill Griffin stated there is also a tree leaning over and across the road at the Tolbert's property that needed to be addressed. Mayor Bob Floyd said there was a review done of twenty culverts and six of those were in critical condition. Mayor Bob Floyd said he was very impressed with the work done and the cost. The evaluator was given a map that had no culverts and he located all twenty on his own. Mayor Bob Floyd also stated that we need routine maintenance on the culverts quarterly or annually and asked Ernie McAteer to obtain a quote from Tyler for the maintenance. Mike Shows asked the question if the discussion about left over debris from Duke Energy's trimming being that it is not critical at this time, be delayed a couple weeks. Ernie McAteer stated that a quote for the critical areas that needed cleaned up or cleared be obtained first and Mike Shows agreed the critical culverts should be discussed first. Ernie McAteer stated that he had discovered since the February 20, 2024 meeting that the 2 lamp posts with lights out located at the flower bed at the West Entrance and one at the other entrance are owned by Duke Energy and Duke Energy would McClinton, Pamela Mayberry and Mike Shows. seconded the motion; agenda adopted. seconded the motion; minutes approved. be replacing those lights in the next week. Code Enforcement Report: Mike Shows stated that he had spoke to Curt Willis and the contract for Code Enforcement Service-WPCOG is up for renewal for the time period ofJuly 2024 to. July 2026. The cost oft this contract for two years is $6,446.00 to bel billed quarterly. Mike Shows made a: motion to renew; Bill Griffin seconded, motion approved. Mike Shows stated there was no further business in Code Enforcement. Planning Board: No report. Staff Report: Daniel Odom reported that NCLM Engineering Services has now reinstated a one-time pilot basis program, NCLM offered $40,000.00 on the culvert project. Daniel Odom said that a motion needed to be made to amend the original contract to add engineering, Pamela Mayberry made the motion; Mike Shows seconded; motion approved. Mayor Bob Floyd stated that there is a $500.00 payment due by the Village and NCLM will pay actually pay $39,500.00. Daniel Odom said a motion to approve ai memorandum was needed. Ernie McAteer made a motion; Mike Shows seconded; motion approved. Daniel Odom reported that since the procurement is under $50,000.00 the Mini-Brooks act does not apply and the Village may choose whatever contractor they desire. Mike Shows made a motion to amend Mini-Brooks Amendment; Pamela Mayberry seconded; Motion approved. Daniel Odom also reported there is aj planning board meeting the second or third week of April. He also stated there was an Emergency Management meeting at the COG and the Village was handling Emergency Management perfectly. Mayor Bob Floyd stated that there was a review oft the Flood Map and the Village had a reduction of flood plain by 90 feet and none of the homes in the Village are in the flood zone, Old Business: Almaro Elwood from Turn-Key Audio discussed his research of speed sensing signs. Almaro Elwood stated that the average costs of the speed sensing signs are $5,000.00 and the lowest price he could find was $4,500.00. He also discussed cameras to film license plates and record in database, Almaro Elwood stated that he could update the current system the Village currently has and add the features the Village is requesting for much less costs than purchasing a new ready made system. Mayor Bob Floyd asked if the cameras worked as well at night as they do during the day. Almaro Elwood said yes and he would like to do quarterly check- ups on the network and the cameras. Ernie McAteer stated he thought the quarterly check-ups were a good idea. Ernie McAteer asked if the cameras would work on recording license plates that the tag light was not lit. Almaro Elwood stated that he would have to come one night and calibrate the cameras sO that infrared would read the license plates without tag lights and said also it was very important to keep the bushes trimmed sO the infrared would not be hindered by the bushes. Ernie McAteer asked if one camera facing inward and one camera facing outward would be sufficient. Almaro Elwood said that two cameras each direction would be ideal and the new updates to the system would allow for sixteen cameras. The system also has a network video recorder with cloud access, Ernie McAteer stated that the hard drive is two years old and Almaro Elwood said it can be updated. Daniel Odom asked for a ballpark figure for the overall costs for camera installation. Ernie McAteer said Almaro Elwood gave the estimate of $2,500.00 for one camera installed. Almaro Elwood said it would be approximately $3,500.00 for two cameras and updates. Almaro Elwood said he believes $7,500.00 would well cover everything discussed. Ernie McAteer asked the capacity of the updated system. Almaro Elwood replied the capacity is 8tb and stores recordings for 2 months. Daniel Odom asked ifthe system would send information in real time. Almaro Elwood answered that it does send information in real time and would hold all information with the license plate information and in and out times. Mayor Bob. Floyd said Phase 1 would be to upgrade the NVR and add two tag reading cameras and after Phase 1 is completed and depending on the Village's technology and what can be added Phase 2 would be adding additional sensing technology. Bill Griffin stated that the Village does have 24 hour 365 days a year surveillance. Mike Shows suggested the map of the Village be reviewed and discuss placement of the additional cameras. Mayor Bob Floyd asked if there were enough funds in the line item to cover the upgrade to security. Bill Griffin stated there was not enough in the budget to cover the upgrade however, a motion could be made to move money to the budget. Ernie McAteer made a motion to upgrade; Mike McClinton seconded. Motion approved. Ernie McAteer asked Almaro Elwood if it was correct that he was waiting on all quotes from the sign places and asked him to notify the Village when camera's were being replaced and the costs. Mike Shows asked Almaro Elwood to also include the quarterly maintenance in those cost. Bill Griffin mentioned that Griffiths Security submitted an invoice for $170.00 fuel charge for the time period 2/01/2024 to 02/29/2024. Mayor Bob Floyd asked Bill Griffin to ask Griffiths about their fuel charges. New Business: Mayor Bob Floyd introduced Chief Burke from the King's Creek Fire Department. Chief Burke said the Village had asked him to attend meetings and provide status of recent activities for the Fire Department. Chief Burke said that the fire department had: received 63 calls thus far in 2024. The Fire Department had also received $4,944.00 in grant money to replace hoses and PPE. Everything is on back order. Chief Burke said he had also learned that money could be requested from the State Budget. Chief Burke submitted a request to the State Budget for $107,000.00 and to the City of Hickory for $100,000.00. These requests were for personnel costs and pay off of a fire truck. Chief Burke said he will also be making a request for the 2025 to 2027 State Budget for funds to increase the size of the building. ChiefBurke has also applied for a $5,000.00 grant from Walmart. Currently Kings Creek has no water tanker, no fire hydrants close to the school. Chief Burke has recently made personnel changes sO that the Fire Department is staffed 24 hours a day by one person. Mayor Bob Floyd told Chief Burke the Village appreciated the Kings Creek Fire Department for their service which includes moving downed trees, emergency response for automobile accidents and of course fires. Ernie McAteer informed Chief Burke that the fireworks for the Village will be held on July 6th and if postponed would take place on July 7th. Set up will begin at Public Comment: David Wessinger and wife attended the meeting. Mr. Wessinger commented that it was a great job done on trimming the trees. Mr. Wessinger stated that the foxes are back and there are quite a few oft them and the foxes are nesting on the big lot owned by Eddie Waters' below Ken Ferguson's old house. The lot is over grown. Mrs. Wessinger expressed her concern regarding dogs and foxes fighting and rabies being an issue. Laws prevent the residents doing anything to the foxes or relocating them. The only thing that may be done is contacting animal control. Mayor Bob Floyd asked Mike Shows to contact Code Enforcement to look into the overgrown Waters Lot. 4:00 pm and the fireworks begin at 9:15 pm.
