Village of Cedar Rock Minutes The regular meeting of the Village of Cedar Rock was held at the Cedar Rock Country Club at 11:30 a.m. on February 20, 2024. Call to Order: Mayor Bob Floyd called the meeting to order. Attendance: Present were Mayor Bob Floyd, Bill Griffin, Pamela Mayberry, Mike Shows, Daniel Odom and Sharon Parks with Republic Services. Mike McClinton was unable to attend Adopt Agenda: Pam Mayberry made a motion to adopt agenda; Mike Shows seconded; agenda Approval of Minutes: Mike Shows made a motion to adopt the minutes; Ernie McAteer Committee Reports: Administrative: Pam Mayberry mentioned there was nothing new to report in Administrative. Finance: Bill Griffin advised Counsel that the Village currently has $529,095.86 in the bank. Bill noted that the $1,735.00 needed funds for the road maintenance budget and voted on and approved in December had been forwarded to Steve Huntley to move those funds. Bill Griffin also stated that payment of $4,500.00 had been made for the upcoming fireworks in July. Transportation: Ernie McAteer mentioned he had spoken to Mike Willis earlier on February 20, 2024, and Mike was hoping to start in the next couple weeks to evaluate culverts. Ernie McAteer stated that Griffith Security had started patrolling the Village on February 1st and prevented an incident already involving a car at the west end entrance that appeared to not belong there. The security officer turned around to address the driver and the car had left. The patrol car moved to west entrance this morning. The security officer will notify the Village each Sunday by text the officer's patrol schedule. Bill Griffin mentioned there is a security light at the west entrance on a telephone pole and he is unsure ift the light belongs to the Village, Duke Power or the Highway Department and the Village needs to know if it's responsible to maintain the light because the light is out. The pole/light is located in front ofa cedar tree in a flower bed. Mayor Bob Floyd asked in regard to the new security officer where Pam Mayberry had gotten on the updated cell phone and email database for the residents of Cedar Rock. Pam Mayberry stated that she had gotten the most recent directory spreadsheet from the Garden Club however, it was from June of 2020, and she will continue to work on getting up dated information. Bill Griffin asked ifa spreadsheet could be created and shared to members SO members could add to the database. Bill Griffin suggested Google docs sO it could be a live document. Bill Griffin asked Pam Mayberry to send an excel worksheet and he could convert it to a live document. Code Enforcement- Mike Shows stated there was nothing to report. Planning Board: Pam Mayberry stated that the Planning Board met on January 31, 2024, for one and a half hours and Teresa Kenny with the zoning department attended the meeting. Staff Report: Daniel Odom stated that the Village is still waiting on reimbursement from NCLM, Daniel Odom reached out to NCLM on the 55th day to check status and was the meeting. approved. seconded; minutes approved. informed they are 90 days behind. The current delay is due to NCLM changing finance software. NCLM ARP Funds are eligible for infrastructure improvements. Mayor Bob Floyd pointed out that the Village was excited for the NCLM Engineering Services, and it was disappointing when NCLM decided to cancel the engineering program. Daniel Odom asked what the board would like his focus to be at this time. He also stated that the there was some new discovery at the Planning Board meeting in January such as some Planning Board members have not taken the oath of office. There was one new zoning application for installation of a solar panel at 3021 Cedar Crest Drive. The application specifics are compliant with the Village of Cedar Rock zoning ordinances and all General Statutes. Daniel Odom is working on keeping the Cedar Rock website up to date and working with WPCOG. Old Business- Daniel Odom was speaking for Amaro Elwood the owner ofTurn-Key Audio. Amaro had given a quote for cameras and now wanting to add speed sensor. The $3,600 current quote will increase with speed sensor. Daniel Odom contacted more advanced security surveillance firms and found out that their monthly maintenance fees were much more expensive. Amaro cannot complete the quote without further information, he is trying to figure out the best way or cost-effective way to add sensors and how many to add. Mayor Floyd mentioned he wants to bes sure we get all tag numbers. New Business: Mayor Bob Floyd welcomed Sharon Parks with Republic Services. Sharon Parks said she had reached out to the Village of Cedar Rock to come by and introduce herself and say thank you and how much the Village's partnership is appreciated. Sharon Parks has been with Republic Services for 36 years and has seen a lot of advancement. Sharon Parks took over as sales manager a year and 3 months ago. Ms. Parks is really wanting to get to know the different municipalities and be a good point of contact. Mayor Bob Floyd asked Sharon Parks for a list of operational contacts and numbers. Sharon Parks stated she is the point of contact for basic operation questions. Republic Services has gone to a call center instead of local person in Hickory. Sharon said to start with her and then she will get whomever to whom they need. Mayor Bob Floyd asked for information on what is acceptable for recycling. Pam Mayberry reiterated the request by asking if all plastic was acceptable or only certain types of plastic. Sharon Parks said she would send the recycling information. Public Comment: Joyce McCormick was attending the meeting and stated her concerns regarding break-ins and letting the residents oft the Village of Cedar Rock know of incidents when they occur.
