Village of Cedar Rock Minutes The special meeting of the Village of Cedar Rock was held at Cedar Rock Country Club at 12:00 p.m. on August 2, 2023, for the purpose of discussing damage caused to the road, shoulder and culvert on Prior to the meeting Council received Mountain Crest's estimate of $127,500.00 and Mayor Bob Floyd's letter to NC Department of Public Safety asking for a state disaster declaration from the Governor (see Mountain Circle Drive from ai recent storm. attached documents). Call to Order: Mayor Bob Floyd called the meeting to order. Duke Energy and Mike Willis with Mountain Crest LLC. beginning oft the meeting (see attached). Attendance: Present were Mayor Bob Floyd, Ernie McAteer, Bill Griffin, Mike Shows and Pamela Mayberry. Also present was Howard Edwards, Daniel Odom with WPCOG, Mary Bruce, Engineer with Daniel Odom with WPCOG distributed American Rescue Plan Act Funds pamphlet to Council at the Mary Bruce started the meeting by explaining Duke Energy's two-sided loop power cabling system on both sides oft the road. Ms. Bruce stated that as a result of the damage only one side oft the two-sided. loop power cabling system is in operation, meaning everyone has power now, but should something happen to the second cable residents would be without power. Her concern is another major storm prior to repairs being completed. Ms. Bruce suggested working on one side of the road at a time because working on both sides of the road would result in loss of power to some residents. Mr. Willis asked Ms. Bruce if while he is prepping the site for the repairs could the power cables be moved above thej jobsite, to which Ms. Bruce statedt that should work. Mr. Willisi then explained to Council in more detail the worki involved in his $127,500.00 estimate provided to Council prior to the meeting. Mr. Willis informed Council that after sending the estimate he has since contacted someone with the water department, and they will be assisting with some of the supplies which should cut his initial estimate for a revised estimate of approximately $107,500.00. Mr. Willis also mentioned that his initial estimate was for a 48 inch replacement pipe and he feels like a 36 inch pipe should be sufficient. Mike Shows mentioned that prior to the meeting he felt like the Village needed to get at least three bids due to the estimate being over $100,000, but afters seeingt the damage and] hearing from Ms. Bruce and Mr. Willis, he felt like the repairs needed to be completed as soon as possible. Bob Floyd mentioned that should the Governor declare a disaster the Village would possibly qualify for FEMA funds. Daniel Odom stated that for either FEMA funds or ARP funds the Village would need to get two more bids for the job. Howard Edwards said that he spoke with Sherry Long regarding using ARP funds for the repairs and she felt like if it was an emergency situation the funds could be used without the need for additional bids. Bill Griffin replied that hei felt like the Village had a duty tos get additional bids ift there isa a chance that FEMA will deny funds because the Village did not get additional bids and FEMA may not feel it was a true emergency as the residents currently have power and other utilities and the road is open and not keeping any residents from their home, and even ift the road was closed everyone can still get to their homes. Pam Mayberry asked Daniel Odom if the Village attempted to get bids but were unable to get anyone to provide a competitive quote within a reasonable amount of time, would that satisfy FEMA, to which Mr. Odom replied that it probably would. Ms. Mayberry then asked Mr. Willis when he felt he could begin work on the repairs to which he stated probably around the middle of August. Ms. Mayberry then said if Mr. Willis can't begin repairs immediately the Village should have time to get additional quotes. Mr. Willis gave Ms. Mayberry the names and phone numbers for two individuals that have the experience and equipment to dot thei repairs. Mayor Floyd asked Council theirt thoughts to which Ernie. McAteer and Mike Shows still felt that Mr. Willis should be allowed to make the necessary repairs, as he has done a great deal of work already. Mr. Griffin stated he didn't have a problem with paying Mr. Willis for his time. and he felt like Mr. Willis does great work, but he didn't want the Village to walk away from FEMA funds because Council wants Mr. Willist to completei the repairs. Mayor) Bobl Floyd said he didn'th have a problem with someone on the Council reaching out for additional bids, to which Ms. Mayberry said she would reach out to one oft the persons that Mr. Willis recommended.
