Village of Cedar Rock June 20, 2023. Minutes The regulari meeting oft the Village of Cedar Rock was held at Cedar Rock Country Club at 11:30 a.m. on Call to Order: Mayor Bobl Floyd called the meeting to order. Attendance: Present were. Mayor Bob Floyd, Ernie. McAteer, Bill Griffin, Howard Edwards, Mike Shows, Pamela Mayberry and Daniel Odom with Western Piedmont Council of Government. Call to Order: Mayor Bobl Floyd called the meeting to order. Adopt Agenda: Howard Edwards made a motion to adopt the agenda; Ernie McAteer seconded; agenda Approval of Minutes: Ernie McAteer. made ai motion to adopt thei minutes; Mike Shows seconded,minutes Motion To Open Public Hearing: Mike Shows made a motion to open public meeting; after a brief discussion Ernie McAteer made a motion to closei thej public meeting; Bill Griffin secondedpablicmecting Adoption of Budget Ordinance: Bill Griffin made ai motion to approve the 2023-2024 Budget Ordinance; Committee Reports: Administrative: No Report. Finance: Bill Griffin distributed financials to Council prior to the meeting. Mr. Griffin discussed the need to move money out of #607 snow removal into #6008 leaf collections. Mr. Griffin stated that as of May 31, 2023, the Village had $588,142.79 in the bank and everything looks to be in good standing. Mr. Griffin stated that he received a request from the Gardening Clubi fori funds that the Village providesannually to the Club. Mr. Griffin will distribute those funds to the Garden Club. Transportation: Ernie McAteer spoke with Josh Shew with Blue Ridge Sanitation Services concerning a flat fee for picking up certain items that Republic Services will not pick up. Mr. Shew mentioned he could put a container out in a designed location for large items and yard waste in which he could pick up the debris when the container is full for a flat rate. Large items could include furniture and appliances. The Village would need to: find a suitable location for that container. Mr. McAteer will report back to Council once hel hears back from Mr. Shew regarding that flat rate fee. Mr. McAteer spoke with Tyler Sime and Diversified Landscaping should be completing the project on Mountain Circle Drive soon. Mr. Sime is also working on clearing up his invoices. Mr. McAteer talked with Casey's Tree Service, and they have purchased worker's compensation insurance and will: forward a Certificate of Insurance to the Village soon. Howard Edwards stated that that the Village will need a written estimate for ARP purposes. Mr. McAteer will be getting an estimate for curbing Cedar Rock Estates Drive from Tyler Sime. Hickory Sealing and Striping provided an estimate of $4,400.00. Mr. McAteer would like to: meet with someone with Hickory Sealing and Striping on the property to confirm that estimate amount. Code Enforcement Report: Mike Shows reported no issues. Planning Board: Pamela Mayberry had nothing to: report from thel Planning Board. Staff Report: Daniel Odom distributed a' Western Piedmont Housing Growth Toolkit pamphlet for Council to: review. He stated that most oft the information in thej pamphlet wouldi not apply tot the Village, but some oft the administrative changes could New Business: Council Member Resignation: Major Bobl Floyd recognized Howard Edwards for his many years of service toi the Village of Cedar Rock at which time Howard Edwards made ai motion that hei resign effective today and after a long pause Mike Show seconded. Candidate Filing July 7-2 21: Mayor Bob Floyd reminded Council that the deadline for filing for Village Council isJ July 7th throughJuly 21st. The approved. approved. closed. Ernie McAteer seconded; Budget Ordinance adopted. be positive. expiring terms are Ernie McAteer, Mike Shows and Howard Edwards. Old Business: Mr. Odom stated that since last month's meeting he has taken a more in depth look at speed control options fort the Village (see attached handout with three options).. Mr. Odom stated that all options are wireless, and battery operated, and residents will not see the cameras. Major Floyd added that the Village needs other methods for speed control besides speed tables. Deer Management Assistance Program: Pamela Mayberry reminded Council of North Carolina Wildlife Commissions Deer Management Assistance: Programi in which NCWildlife works with municipalities toi reduce andi maintain deer numbers ini residential areas toi minimize human-deer conflicts while preserving ori improving herd health. Ms. Mayberry stated that the deadline for applying for assistance is) July 1st, Ms. Mayberry stated that the deer have become. a complete nuisance and are destroying property, and the deer no longer: run away from people. Bill Griffin agreed that the Village has a deer problem, but he felt like the Village needed more time to develop a detailed plan regarding how that deer management plan would work. Ms. Mayberry will calendar toi form a committee. sometime in May of next year to seei ift the Village should apply for the program next year. Public Comment: No public comments. Meeting adjourned.
