Village of Cedar Rock April 18,2023. Minutes The regular meeting of the Village of Cedar Rock was held at Cedar Rock Country Club at 11:30 a.m. on Call to Order: Mayor Bob Floyd called the meeting to order. Attendance: Present were Mayor Bob Floyd, Ernie McAteer, Mike Shows, Howard Edwards and Pamela Adopt Agenda: Ernie McAteer made a motion to adopt the agenda; Mike Shows seconded; agenda Approval of Minutes: Howard Edwards made a motion to adopt the Minutes; Ernie. McAteer seconded; Committee Reports: Administrative: Pam Mayberry informed Council that she completed the insurance renewal questionnaire this weekend for the Village's, July Ist renewal. The only thing she wasn't able to update was to remove Howard Edwards under the roles tab and add herself under roles. Ms. Mayberry also informed Council that the Firewise Committee met last Thursday to discuss a new emergency Finance: Bill Griffin distributed financials and general ledgert to Council priort to the meeting. Mr. Griffin was in Raleigh and unable to attend the meeting. Howard Edwards mentioned that the Council has not received an audit engagement letter thusi fari from Benson, Blevins and. Associates. Mr. Edwards: reminded Council that Stephanie stated that they may continue to do the audit provided that the Village is okay with them completing in November. Mr. Edwards will reach out to Stephanie to see ifi interested and: if not see if they can suggest someone. Mayor Bob Floyd noted there was $609,771.79 in the bank and sales tax collections are above budget thus far. Transportation: Ernie McAteer met with Tyler Sime and an engineer with West Consulting regarding drainagei issues on Cedar Rock Estates Drive. They discussed possibly directing water to the other side of the road. Utilities lines are currently being marked to determine if utilities would be an issue. Looking at going down beside Ken Turner's house to connect down to a drain on the golf course. Mr. McAteer stated that the Village has discussed this drainage issue for a long time, but it may: not be affordable to do because of utilities lines being an issue. Diversified Landscaping recently removed the debris caused by two trees that fell on Cedar Crest and Cedar Drive caused by a windstorm and fire a couple weeks ago. Mr. Sime will invoice the Village for the debris removal. Mr. McAteer discussed, getting quotes from tree removal companies to clear rights of way from overhanging treesi in the Village. Mr. McAteer is going to contact' Tyler Sime tos get an estimate toi replace broken landscaping light fixtures at the main entrance. Diana McClinton mentioned. aj puddling issue at thes speed bump near Dan Anderson'shouse, Mr. McAteerwill: assess what is causing thej puddling. Code Enforcement. Report: Mike Shows) had no violations to1 report. Planning Board: Pam Mayberry mentioned that Mike McClinton was contacted recently by. Julie Latos regarding a possible encroachment of her property by a neighbor. Daniel Odom contacted Ms. Latos to let her know it was not a Planning Board matter, but rather a civil matter as the encroachment did not impact the Village right of way. ARP Report: Howard Edwards distributed the ARP report to Council prior to the meeting. Mr. Edwards informed Old Business: Bond Requirements: Bill Griffin dropped off the bond application and Howard Edwards will review and submit. Asphalt Patch Repair: Ernie McAteer informed Council that Diversified New Business: Village Emergency Notification System: Diana McClinton informed Council that Mike McClinton received a call from the County because of his being on the Firewise Committee informing him ofa aj potential need to evacuate residents from the Village due toaf firei that could spread tot the Village. That call prompted the McClinton's to realize there was a need for a way to contact Village residents in Mayberry. Bill Griffin and Daniel Odom were unable to attend the meeting. approved. Someone with the County will attend a future Village meeting to discuss how their emergency phone notification system works and how the Village can access that system.
