Village of Cedar Rock February 21,2023. Minutes The regular meeting of the Village of Cedar Rock was held at Cedar Rock Country Club at 11:30 a.m. on Call to Order: Mayor Bobl Floyd called the meeting to order. WPCOG. Absent Bill Griffin and Mike Shows. Attendance: Present were Mayor Bob Floyd, Ernie McAteer, Howard Edwards, and Daniel Odom with Adopt Agenda: Pam Mayberry made ai motion to adopt the agenda; Howard Edwards seconded; agenda Approval of Minutes: Ernie McAteer: made a motion to adopt the Minutes; Howard Edwards seconded; Committee Reports: Administrative: Pam Mayberry informed Council that she uploaded the 2023 Recycling Calendar to the Village website. Pan Mayberry stated that Mayor Bob Floyd had asked if the Village had updated our Flood Ordinance as discussed in the September 2021 Minutes. Our current Flood Ordinance was adopted February 11, 2010. Ms. Mayberry checked and it appears that Caldwell County hasn't updated their Flood Ordinance at this time, the Village will continue with the 2010 Finance: Mayor Bob Floyd phoned Bill Griffin to, join the meeting. Mr. Griffin asked: if the Village should create a new account for Mr. Odom's services. Howard Edwards inquired if the funds for his services could come from the fund balance to which Steve Huntley confirmed that the Village could. Howard Edwards made ai motion to create a new account called Technical Assistance and: fund the account from the fund balance with al budget of $3,000.00;1 Erniel McAteer seconded the motion; motion approved. Mr. McAteerit inquiredi if Bill Griffin had: mailedi the down payment to! Zambelli to which. Mr. Griffin confirmed he had mailed. Mr. Griffin stated there was $595,704.51 in the bank as of the end of January and all Transportation: Ernie McAteer informed Council that there wasa aj pipel break ini the attic oft the gate house and water was. leaking out oft the eves, which wasi repaired at a cost of approximately $112. Mr. McAteer stated that the fireworks display has been set for) July 2 with a rain date of Labor Day. Mr. McAteer said that he spoke with an insurance representative with Auto Onwers this morning and they are processing the claim. Auto Owners had: sent an engineer toi review the damages and the adjuster found an additional 25 feet of damage that was not in the original estimate of $3,800.00, the new estimate is $5,800.00. It appears that the claim will be approved. The Mountain Circle Drive project still hasn't been completed at this time. Pam Mayberry mentioned that when Diversified Landscaping is working on the Mountain Circle project they should check the drainage ditch tol left ofl her driveway if you are. looking at herl house because the drainage pipe is almost completed covered up now. Mr McAteer mentioned that he asked Tyler Sime to look at the right of way on the right side fromi the west entrance at the intersection of Cedar Rock Estates Drive and Lakeview Drive across from Kevin Clark'shome where vehiclescontimously drive offi into that area and the area continues tol be wet and muddy all the time. Mr. Sime will add some rock ini the area. Mayor Bob Floyd suggested that Mr. Sime do a similar repair at the intersection of Cedar Rock Estates Drive and Rockwood Drive where drivers turning right off of Rockwood Drive continually drive into the right of way leaving that area bare and muddy as well. Code Enforcement Report: No Report. Planning Board: No Report. ARP Report: Howard Edwards stated there was no change toi the ARP balance, and there will be no change to the balance until some of the planned projects have been completed. Mayor Bob Floyd reminded Council of the water issues on Cedar Rock Estates Drive starting at Peg Broyhill's property down the road to Harold White's property that Council has discussed many timesi inf the past with noi real solutions. Mayor Floyd suggested that now that ARPf funds are available that approved. Minutes approved. Ordinance at the present time. catagories are inl budget. Daniel Odom speak with his contact with DOT to evaluate the area and give suggestions on how best to resolve the water issues. New Business: No new business to come before the meeting. Old Business: Request for Speed Control: Daniel Odom stated that he spoke with Mr. Austin with the Caldwell County Sheriff's Depart and the Sheriff's Department is agreeable to letting the Village borrow their speed sign toi try out in various areas in the Village. After the meeting Mr. Odom, Ernie McAteer and Howard Edwards located a couple potential locations for placement of the sign. Daniel Odum distributed al FEMA information sheet (see attached) to Council for review. Mr. Odom stated that FEMA made some changes recently that make it easier for municipalities to receive needed funds for small projects by easing the costing, reporting and compliance requirements and assigning aj program delivery manager to assist.
