Minutes The regular meeting of the Village of Cedar Rock was. held at Cedar Rock Country Club at 11:30 a.m. on Attendance: Present were Mayor Bob Floyd, Ernie McAteer, Bill Griffin, Howard Edwards, Mike Shows Call to Order: Mayor Bobl Floyd called the meeting to order. Adopt Agenda: Mayor Bob Floyd requested that the agenda be revised to add Caldwell Animal Control under: newl business. Ernie. McAteer made ai motion to adopt the revised agenda; Mike Shows seconded; Approval of Minutes: Mike Shows made a motion to adopt the Minutes; Howard Edwards seconded; Committee Reports: Administrative: Pam Mayberry informed Council regarding the issues shei is having with regard to the insurance adjuster for Auto Owners not returning any calls or emails. Ms. Mayberry will increase her calls to the adjuster. Finance: Bill Griffin did not have the December Financials available at thei time oft thei meeting, but Mr. Griffininformed Council that the current bank balance is $597,566.47 and financials are: in good standing. Transportation: Ernie. McAteer stated that' Tyler Sime has completed picking up Christmas trees. Mr. McAteer stated that the project on Mountain Circle Drive has been delayed by weather, and hope to have completed by the end of the month. Mr. McAteer said that the license plate cameras havel been adjusted at both entrances and they are working properly with no glare issues at night. Mr. McAteer inquired about setting a date for fireworks and get a deposit sent in. Mr. McAteer will reach out to Zambelli to check on the availability of July 2nd for fireworks. Code Enforcement Report: No report. Planning Board: Pam Mayberry informed Council that the Planning Board approved issuing a building permit for, Jeffrey Moravec to install a covered screened in porch on ap portion of his existing deck asi it met all the zoning requirements. ARP Report: Howard Edwards stated there was no change tot the. ARPI balance from last month. Mr. Edwards forwarded the report to Council New Business: Yard Waste and Rubbish Removal: Mayor Bob Floyd welcomed, Josh Shew with Blue Ridge Sanitation Services to Council. Mayor Bob Floyd reminded Council members that Republic Services does not offer yard waste removal for a price and some residents expect this service. Mr. Shew stated that his company does offer waste removal service for about any type ofwaste, even some chemicals and tires, and can also provide dumpters for large debris removal. Mr. Shew stated that he is fully bonded and properly insured and will email a certificate of Caldwell County Animal Control: Mayor Bob Floyd introduced Richard Gilliland, Director of Animal Care and Enforcement to Council. Mr. Gilliland reminded Council that Caldwell County does not have a leash law, but there are provisions in the. Animal Control Ordinance with what powers they have with regard to animals that are considered a nuisance. Mr. Gilliland stated that they prefer to educate first when there is an issue with an animal, and if education does work the next step is a verbal warning, then written warning and then civil penalty. Mr. Gilliland stated that at the new facility they have 48 dog kennels and 75 cat kennels, and they have an 85% adoption rate currently. Mr. Gilliland stated that all stray animals get a well checkup and are scanned to see if they are microchipped, given medication if needed and are held for 4 days. After 4 days they are either adopted, sent to ai rescue facility, or euthanized. agenda approved. Old Business: Request for Speed Control: Daniel Odom distributed his report for the month regarding speed control options. (See attached Report.) Mr. Odom stated if the Village selected Device 1 the data service fee of $700 is free for the first year. Mr. Odom stated that Device 2 is just a sign that displaces the speed. Council decided not to move forward with either presented option, and asked that Mr. Odom explore other traffic control sign options. Bill Griffin asked that Mr. Odom explore possible agreements with neighboring localgovernments tol borrow their equipment. Public Comment: No public comments.
