Village of Cedar Rock December 20, 2022. Minutes The: regular meeting of the Village of Cedar Rock was held at Cedar Rock Country Club at 11:30 a.m. on Call to Order: Mayor Bob Floyd called the meeting to order. Mayberry. Mike Shows was unable to attend the meeting. Call to Order: Mayor Bob Floyd called the meeting to order. Attendance: Present were Mayor Bob Floyd, Ernie McAteer, Bill Griffin, Howard Edwards and Pamela Adopt Agenda: Howard Edwards made a motion to adopt the agenda; agenda approved. Approval of Minutes: Ernie McAteer made ai motion to adopt the minutes; minutes approved. Audit Report: Mayor Bob Floyd phoned Stephanie Shumate with Benson, Blevins & Associates sO1 that she could review the Village annual audit with Council. Ms. Shumate stated that their audit is a qualified opinion and they did not identify any deficiencies in internal control and found no material misstatements. Ms. Shumate stated that the Village's fund balance showed combined ending fund! balance of $432,813, which is a $108,416 increase as compared to the prior year. Ms. Shumate pointed out on page 10that revenues exceeded1 budgeted. amounts primarily because ofa an increase of $0.05 on property tax rate in 2022. Ms. Shumate recommended a budget amendment form for future use, and she will forward the form she uses to Bill Griffin. Howard Edwards made a motion that the Village accept Committee Reports: Administrative: Pam Mayberry informed Council that she recorded the Resolution to Adopt Caldwell County Animal Control Ordinance and uploaded toi the Village website. Finance: Bill Griffin forwarded financials to Council prior to the meeting for review. Mr. Griffin reported that the Village had $584,004.20 in the checking account as of November 30th, with all categories in budget. Transportation: Ernie McAteer stated that several Christmas lights were out at the gate house and hel had Diversified Landscape replace and the Village may get an invoice for that service. Mr. McAteer said that an electrical receptacle had to be replaced at a cost of $100. Mr. McAteer stated he discussed the Mountain Circle project with Mr. Sime yesterday and that the utilities have now been marked and as soon as weather improves Mr. Sime will start that project. Bill Griffin mentioned the various holes ini the roadsi that are getting worse, and Mr. McAteer. stated that hei is going to contact Hickory Sealing & Striping toc quote when they come out to repair the damage on Mountain Circle Drive caused by the overturned truck, once the insurance claim is settled. Pam Mayberry informed Council that she has left numerous phone messages and emails and the only time shel has gotten any responsei isi the one time that the adjuster happened to answer her phone. Ms. Mayberry will increase the times that she reaches out until she gets ai response from the adjuster. Code Enforcement Report: No report. Planning Board: Pam Mayberry reminded Council that Steve Libera and Robin Shows terms on the Planning Board expired December15, 2022. Ms. Mayberry made a motion that Council reappoint Robin Shows and Steve Libera for a three year term; Ernie McAteer seconded; motion approved.. Ms. Mayberry informed Council that she forwarded the Akers variance approval documentation to the Caldwell County Building Inspection Department SO the Akers could begin building. ARP Report: Howard Edwards reported that the Village has a fund balance of $72,475.87 as of today. Mr. Edwards suggested obligating the entire balance to road maintenance going forward. Mayor Bob Floyd mentioned he had read where other communities have used the funds for virtual meetings equipment. Mr. Edwards thought that was a good idea. New Business: Cedar Rock Circle Property: Daniel Odom distributed his December Planning and Administrative Report for Council's review (attached). Mr. Odom explained the different options for Stephanie's audit report; Ernie McAteer seconded; audit approved. development of 2512 Cedar Rock Circle for Council outlined in his report. Old Business: Request for Speed Control: Daniel Odom explained three options outlined in his report for speed control and their advantages and disadvantages and cost of each. The three options were: 1) street painting; 2) speed humps and 3) radar feedback devices. Mayor Bob Floyd requested that Mr. Odom explore more options including cameras with regard to the radar feedback devices and report back to Council hisi findings. Mr. Odom lastly explained the Safe Streets Grant Program fori future funds available for safety improvements for the Village. Public Comment: No public comments.
