Minutes The regular meeting of the Village of Cedar Rock was held at Cedar Rock Country Club on September 20, Attendance: Present were Mayor Bob Floyd, Ernie McAteer, Bill Griffin, Howard Edwards, Mike Shows Call to Order: Mayor Bob Floyd called the meeting to order. Adopt Agenda: Bill Griffin made a motion to adopt the agenda; Ernie McAteer seconded; agenda Approval of Minutes: Mike Shows made a motion to adopt thei minutes; Ernie McAteer seconded; ;minutes Committee Reports: Administrative: No report. Finance: Bill Griffin stated that the Village has $561,629.76 in thel bank as of August 31,2022, with no categories over budget ini the financials. Howard Edwards placed a call to Stephanie Shumake with Benson, Blevins & Associates inquiring as to the status of the Village's annual audit. Transportation: Ernie McAteer stated that Tyler Sime recently trimmed the treesi ini front of Scott Martin's property that were overhanging in the right of way. Mr. McAteerinformed Council that he spoke with Tyler Sime last week and Mr. Sime plans to start work on drainage issues on Cedar) Rock) Estates Drive, and money has been set aside for the project. After completing that project Mr. Sime with begin working on a second project across from the Duggins' property within the next two to three weeks. Mr. McAteer also requested that Mr. Sime pressure wash the sidewalk and curbing at the Gatehouse. Bill Griffin asked who was responsible for mowing or bushhogging the property abutting Wilkesboro Boulevard between the two entrances to the Village to which Mayor Floyd stated it was the responsibility of Cedar Rock Development Corporation and he would notify someone. Ernie McAteer informed Council that twot trees fell on Mountain Circle Drive recently and he contacted the Kings Creek Fire Department who responded quickly by cutting up and removing the trees from the road at no expense to the Village. Code Enforcement Report: Mike Shows informed Council that he received the check from Curt Willis from the property owners for the outstanding, judgment. Mr. Shows mentioned that Mr. Willis would be working with Alison Adams for guidance on a response to the Lakeview Drive resident. Mr. Shows will forward the suggestions to Council once he receives them. Mayor Bob Floyd asked Mr. Shows to invite Mr. Willis to a future Council meeting. Planning Board: Mayor Bob Floyd mentioned that he had a call from the County regarding a building permit from the Rockwood Drive resident recently and had the resident contacted thel Planning Board to which Pam Mayberry stated that she would reach out toi Mike McClinton immediately following thei meeting to contact thei resident. Mike Shows asked if anyone knew the intentions of the owner of the property off of Cedar Rock Circle across from number 2's green, to which Mayor Floyd stated he understood the property owneri intended to sOW grass, but other than that did not know his intentions. Mayor Floyd mentioned that the Esch's had contacted the property owner to see if he might be interested in selling them al buffer strip, but Mr. Veit New Business: Planning Assistance Agreement WPCOG: Mayor Bob Floyd mentioned that the Village on occasion has situations where there is a need for legal and other professional assistance and Mr. Floyd suggested that the Village consider contracting with the WPCOG for those services. WPCOG is drafting aj proposal for the Village to review and consider. The agreement would provide for the staff person to attend Council's monthly meetings and provide an additional 2 121 hours for office research at $50.00 an hour plus travel expenses. Mayor Floyd will forward the agreement to Council to review prior to next Old Business: License Tag Cameras: Ernie McAteer reminded Council of Turn Key Audio's quote for license tag cameras at the Gatehouse entrance discussed: in last month's meeting and Mr. McAteer made approved. approved. wasn'tinterested in selling. month'smeeting. ar motion that Council accept Turn Key Audio'sl bid toi install two cameras for both entrances at an expense of $2,833 and use ARP funds to purchase; Mike Shows seconded the motion; motion approved. ARP Report: Howard Edwards stated the Village has a balance of $71,175.87 in ARP Funds currently with $50,0001 budgeted thus far. Public Comment: No public comments.
