Resolution Supporting the Town's Application to NCDOT for Public Art Within the US Highway The Town Council was presented with a proposed resolution to move forward with NCDOT approval Council Member. John Guglielmi made ai motion to adopt the resolution supporting the Town's application to NCDOT for public art within the US. Highway 158 roundabout. Council Member Ken Bateman seconded: the motion. The Blue Heron Trail was previously approved for funding through the Winston-Salem MPO. However, during and audit if STP-DA funds, the MPO had approved projects where actual funding was not available. Those projects that were previously approved, but not provided project agreements through NCDOT, were Council. Council/Mayor Comments John Guglielmi: Asked if Ashley Furniture would be willing to: redirect truck volume away from the 158/801 intersection and direct toward the Farmington Road/I-40 interchange. Ed Coley: No comments. Shirley Cagle: Have heard positive comments on the roundabout. Mayor Rethmeier: Encouraged the Town Council to be sensitive to the vacant retail store fronts within the Town Limits and think of ways the Town may facilitate recruitment of "boutique" retail business. Blue Heron Trail greenway project. Resolution; 2016-021 Blue Heron' Trail RESOLUTION OFTHE TOWN OF BERMUDA RUN REALLOCATION OPTIONS URGING THE COUNTY OF DAVIE' TO ENTER INTO A. JOINT STUDY WITHTHE MUNICIPALITIES OF DAVIE COUNTY REGARDING SALESTAX WHEREAS, since 1971 pursuant to the provisions ofNCGS 105-472, counties have had the option to select the method of distribution of sales tax allocated to the county among the municipalities ofthe county by either (i) the "Per Capita Method" or (ii) the "Ad Valorem Method;" WHEREAS, from 1971 until the present, the Board of Commissioners oft the County of Davie have always selected the Per Capita Method for distribution of sales tax with the municipalities; WHEREAS, the Board of Commissioners ofDavie County has informed the Towns of Bermuda Run, Mocksville and Cooleemee (collectively the "Towns") that consideration is being given to changing the long standing policy ofs sales tax distribution from the Per Capita Method tot the Ad Valorem Method; WHEREAS, the proposed change to the Ad Valorem Method would have profound adverse financial consequences to the Towns which would result in a reduction ofrevenue to the Town of Bermuda Run ofapproximately $273,320.86 for fiscal year 2016-2017; WHEREAS, the County of] Davie has given the Towns very little opportunity to discuss with the Board of Commissioners of] Davie County (i) the financial assumptions being relied upon by Davie County for the change in allocation method, (ii) the financial needs oft the County and the Towns, (iii) the effect oft the proposed change upon the County and the Towns, (iv) whether such a change is sound public policy given the very different situations ofthe three towns, and (v) ways the financial conditions which Davie County seeks to address might be solved fairly and efficaciously; and WHEREAS, the Town Council of the Town of Bermuda Run is oft the opinion that a change oflong standing public policy ought not to be taken by the Board of Commissioners of Davie County without careful and detailed study in which the Towns are invited to participate along with other constituencies potentially affected, directly or indirectly, by such a major change in public policy. NOW' THEREFORE, Be It Resolved: 1. That the Town Council of the Town of Bermuda Run unanimously opposes the change of allocation method to sales tax distribution being considered by the County. 2. That the Town Council of the Town of Bermuda Run urges the Board of Commissioners of Davie County to join with the Towns to study the proposed change in public policy in a cooperative and transparent manner. 3. That such aj joint study seek to develop ways, means, and strategies which promote the best interests oft the County and the Towns. 4. That the Board of Commissioners ofDavie County and the governing Boards of the Towns consider strategies which will () encourage fiscal responsibility, (ii) promote means of growing revenue streams, (iii) avoid the transfer of financial burdens to citizens ofthe Towns which should be borne equally by all citizens oft the County for core services that should benefit all citizens equally, (iv) promote sound public policy, (v) grow the economy ofthe County and the Towns with due consideration to the different duties, situations, circumstances, and contributions of each, (vi) develop strong cooperative and collaborative relationships which have for the long past, been a hallmark oft the relationship oft the County with the Towns, and (vii) meet the respective financial needs oft the Towns and the County without putting them into adversarial relationships.
