Call to Order Mayor Ken Rethmeier called the meeting to order. 2. Adoption of the Agenda Council Member Jerry West made the motion to add item 2A - Citizen's Comments and Council Member Ed Coley seconded tbe motion. Citizen's Comments Linda Cornish of the Maisonettes shared an ongoing situation involving people speeding in the area. She stressed that 25 MPH is not slow enough in the area because oft the more narrow streets, golf cart use, and the dead end street. She asked that the Town consider lowering the speed limit, adding James Bohannon of the Maisonettes showed his support for the requests ofLinda Cornish, and also added that the blind cuives limit visibility. He also added that increase in club membership caused Ron Lewandowski of 103 Bermuda Run Drive shared that hel has tried to warn speeders that feel they don't need to go slower than 25 MPH. Presentation of the 2017-2017 Town Audit Audit will be shared on the Town's website. Tony Brewer of] Eddie Carrick, CPA's office presented an overview of the audit to the' Town Council. 4. Town Council and Planning Board Joint Session to Review Comprehensive Plan Update The' Town Council was given an opportunity to. review the proposed vision statement, goals, and objectives with the Planning Board prior the proposed Public Hearing on the update to the Comprehensive Plan at the November 14Town Council Meeting. At the direction of Mayor Rethmeier, the Council reviewed several bullet point slides and made recommendations change a few words in the plan. Coumcil Member. Thompson as Planning Board Member Alternate The Planning Board. Alternate member position, previously held by Rick Cross, has not been filled. Itwas deemed that the position be filled after completion oft the update to the Comprehensive Plan. Planning Board Chair, Christy Schafer asked Bryan Thompson of218 James Way if he would serve as a Planning Board. Alternate member. He is willing to serve at the pleasure oft the Town Council, which must make the appointment. The term oft the alternate member position expires 6/30/2019. Christy Schafer stressed that she felt it important that someone be added before the end of 2017 as she comes off the Planning Board in Council Member. Other Business A. Request for Maisonettes Speed Limit Change/ Signage. Town ManagerL Lee Rollins shared an email from Stephanie Winfrey oft the Maisonettes. He also provided guidelines for setting Speed Limits with the Council. Changing the Speed Limit in the area would require a Town Council members were encouraged to visit the area and it was also encouraged that local law Council Member Mike. Counci/Mayor Comments Ed Coley - He is glad to see the Planning Board and others move away from the "Burkdale type" idea as retail in general is changing. The sensitivity about "big box" stores needs to continue. Concerned that thel bridge w/ the arch that has been approved near Winmock: is like the one. he passes near Raleigh and he never sees anyone walking on that bridge. He asked for an update regarding the BBT Soccer Park expansion and was thankful that they were not planning to change the zoning for that area as it was not fair to the Kinderton Village residents. In the past 12 years, he feels that 95% of what the Council has accomplished has been good. He also added that quality education is a key element for the Jerry West corrected Ed Coley about the bridge in Raleigh as he's seen walkers using it. He also thanked Mike Ernst stressed that there is plenty of opportunity to attract: retail business to the Town. He questioned ift there could be a way to encourage the 100: residents that are still on septic to switch over to the sewer system. He asked also about the lights for the roundabout as we are still waiting on a timeline from Duke Lighting. Shared that landscaping at the roundabout needs trimming back in order to see Rick Cross stressed that the communication regarding a new community officer needs to continue as many residents have questions. Mayor Rethmeier told the Council that the feedback regarding the announcement about the enhanced law enforcement has been very positive. A "Town Hall" would be plannedi in order toi introduce the new community officer. The State has not approved the 351 MPH speed limit change resolution by the Town. Hea also thanked the Planning Board, Town Hall Staff, and everyone that participated in the Comprehensive Plan. 9.' Town Manager Comments Town Manager Lee Rollins told the Council that hel had shared with them an article from the Washington Post regarding Housing Issues/Affordable Housing. Workforce.
