A.Callto Order Mayor Smathers called the meeting to order at 12:00 (noon). B.Roll Call Mayor Smathers stated that the Manager and Assistant Manager were present. C.Pledge Allegiance. Alderman Hamlett led those in attendance in the Pledge of D.Approval of Minutes: N//A E.Mayor Comments Mayor Smathers reminded everyone. about the. UNC bus tour coming to Canton the next day at. 12:30, meeting at the Grateful Table. E.Aldermen/women Comments Alderman Hamlett thanked Natalie. Walker in person: for the passport. campaign, stating that it. has been a huge success. Alderman Hamlett thanked the Mayor and Board: members for being them individually and being SO easy to work with over the Mayor Smathers also thanked Wanda Luryey in. person for her past terms. tax collection percentages. G.Public Comments N/A H. Reports from the Manager Manager Scheuer called on Chief Sluder to explain. the NC Governors Highway Safety Grant change. Chief Sluder explained that they had been made aware that they would be 4275 4276 receiving $11,200 of funding instead of $10,000. Alderman Hamlett made a motion to approve the NC Governors' Highway Safety Grant in the amount of $11,200.00 (see attached). Alderwoman Mull seconded the motion. Motion carried. Manager Scheuer asked the Board to set a public hearing for November 20, 2023, to have with the Town of Clyde regarding the petition for annexation of the Patton Farm Development. Alderwoman Mull made a motion to set a public hearing for November 20th at! 5pm. Alderwoman Proctor seconded the motion. Moton carried. I.N New Business 1. Public Hearing: Community Development Block Grant Alderwoman Mull made a motion to enter a public hearing to discuss the Community Development Block Grant (CDBG) at 12:11pm. Manager Scheuer presented the Board. with the details of the grant (see attached). Manager Scheuer stated that this would allow Canton to prepare for smart growth and update the plans that would also be necessary for grant applications in the future. The grant would be applying. for funding up to $950,000 dollars. Finance Officer Walker asked if this grant would be reimbursable or direct allocations. Manager Scheuer stated with it being a federal grant. it would be reimbursable. Alderwoman Proctor' stated that should be looked at closed for cash flow issues. Alderwoman Mull made a motion to enter open session at 12:16pm. Alderman Hamlett seconded the motion. Motion carried. 2. Parade Route Assistant Manager Stinnett asked for the Boards approval to have: the same route as the prior year for the Christmas parade. Chief Sluder recommended starting on: Blackwell Drive and ending at Depot Street with the parade disembarking in the huge parking lot that was now clear of all trucks, fencing, etc. The Board gave their consensus.
