Call to Order Mayor Ken Rethmeier called the meeting to order. 2. Adoption of the Agenda Coumcil Member Rick Cross made the motion to move item. 5C to. 5A and Council Member Mike. Emst seconded the motion. The motion wvas approved by a vote offour 4)) inj favor and none opposed. Counci/Member Jery West made ai motion to adopt the agenda as amended, and Council Member Rick Cross. seconded the motion. The motion was approved by a vote offour (4) inj favor and none qpposed. 3. Approval oft the August 22, 2017 Meeting Minutes Council. Member Mike. Emst made a motion to approve the mimutes from tbe August 22. Agenda Meeting. Council. Member Rick Cross seconded the motion. The motion was approved by a vote offour 4) inf favor and none opposed. 4. Citizen's Comments - No citizens wished to speak. 5. Items for Consideration A. Review of] Potential Agreement for law Enforcement Services Council members have expressed concerns with al lack of entorcement of underage driving of golf carts and speeding within residential areas on town streets. Due to a rash of residential area vehicle break-ins within the gated community, some Council Members also feel there may be an intrinsic value associated with "dedicated" law enforcement coverage within the town limits, as well as a more visual presence of law enforcement dedicated to the business community. Town Manager Lee Rollins provided clarification to the distinction between streets within the gated and: non-gated portions of the Town street system. Also provided was a 2015 versus 2017 comparison oflaw enforcement activity within the corporate limits oft the' Town of Bermuda Run. Town. Attorney, Brian Williams also provided clarification regarding the official action that can be taken by a deputy within the Town. Some of the questions/concerns that were discussed were over what would be the difference between adopting this and what we currently have - is the cost worth it? Also, it was stressed that the additional services may set unrealistic expectations from residents. One of the big plusses that the Mayor related is speed control for Kinderton Village, which has been a major complaint. Another positive would be more visibility oft the Sheriff's department and "acting versus reacting" to situations that may occur within the Mayor Ken. Rethmeier requested that the Town Manager place on the October Town Council Meeting for action. The Tomn Council will vote on this matter on October 10. *Note- - at this time, Council Member Mike. Ernst lef the meeting Town. due to another engagement. B. Proposed Engagement with Development Finance Initiative" Scope of Services is proposed in two phases. Phase Iwill provide parcel analysis and opportunity site identification at a cost of $12,000. Phase II for sites determined to be key development opportunities, DFI can provide site-specific, pre-development services at: a cost of $63,000. Davie County Economic Development Commission has agreed toj pay for Phase I oft the engagement: if the' Town Council approves the service agreement. The Planning Board was impressed with their presentation as this Mayor Ken Rethmeier reguested. that tbe Town Manager add to the agendaj for the October 10 Council Meeting. Resolution Supporting Davie County Bike and Pedestrian Planning Grant NCDOT allows counties under 50,000 population to apply for bicycle and pedestrian planning grants. The Town Manager recommends partnering with Davie County for a more comprehensive bike and pedestrian plan that will connect Bermuda Run to the Advance and Farmington areas. Mayor Rethmeier also reminded Council that reducing the speed limit on Hwy. 158 and 801 to 351 MPH will also allow Coumncil Member Jery West made a motion approve the resoltion. Other Business - Erin Burris with Benchmark Planning gave an update to the Council regarding the Compressive Plan, requesting that al Public Hearing be set: for November 14 to adopt the final plan. She requested that' Town Council communicate to her regarding their feedback before October 11. 7. Council/Mayor Comments Town Council. Rick Cross Expressed that he would like to attend all meetings that he can, as a representative oft the Jerry West - Shared that hei is very glad that the new County Manager works sO well with the Town. Mayor Rethmeier- Very thankful that the County supports what the' Towns are doing. John Guglielmi -] No comment 8. Town Manager Comments- - Town Manager Lee Rollins shared with the Council thata a new bakery is planning to come to the Bermuda Quay shopping center. However, there were issues with Davie County requiring the owner toi install a grease trap. This situation has been resolved after closely working with Johnny Lambert (Davie County) and John Grey (Engineer). 9. Adjourn With no furtber business, Council Member Jery West made a motion to adjourn. The motion was seconded by Coumcil Member Rick Cross.
