Bermuda Run Town Council AGENDA MEETING MINUTES Tuesday, August 22, 2017 9:00 a.m. - Town Hall Council Members Present: Council Members Absent: Also Present: Mayor Kenneth Rethmeier, Jerry West, Mike Ernst, and Rick Cross Ed Coley, and John Guglielmi Lee Rollins, Town Manager; Brian Williams, Town Attorney; Christy Schafer, Planning Board Chair; Cindy Griffith, Town Clerk; Bill Holdgrafer, BR West resident 1.Call to Order Mayor Ken Rethmeier called the meeting to order. 2. Adoption of the Agenda Coumcil Member Mike. Ernst made the motion to adopt the agenda, and Council Member Jery West seconded. the motion. The motion was approved by a vote gf three (3) inj favor and none opposed. 3. Approval oft the July 27,2017 Meeting Minutes Council. Member Jery West made ai motion to qpprove the mimutes from the July 27 Agenda Meeting. Council Member Rick Cross seconded. the motion. The motion was approved by a vote othme (3) in favor and none opposed. 4. Citizen's Comments No citizens wished to speak. 5. Items for Consideration A. Davie County Transportation Feasibility and Impact Study Jonathan Guy with Kimley Horn presented the study recommendations as presented to the Davie County Commissioners. Additional traffic - with Ashley Furniture running around 500 trucks per day. Areas in the study are. Baltimore Rd., Redland Rd, Hwy 158 and 801, Farmington Road. There are currently 6.3 miles between interchanges on. I-40. Proposal would be to extend Baltimore Rd over 158 and to I-40, adding an additional interchange. A traffic light at Baltimore Rd. and Hwy 158 is also being discussed. Ultimate goal is to get Town's support by having the Mayor provide a letter of endorsement ins support of the project. This type of project would take 5 years (best case scenario), but most. likely it will be 10 years. Introduction of "Development Finance Initiative" through the UNC School of Government Rory Dowling and Sarah Odio with the Development Finance Initiative (DFI) provided and overview of the services that are available to. local governments to attract private investment for transformative projects. Purpose is for the' Town to be more proactive with its development. Mayor Rethmeiera asked Town Manager) Lee. Rollins to work with DFI to develop a "plan of attack" to present at the September Bermuda Run to partner with Davie County. Agenda Meeting. Resolution Fixing Date ofl Public Hearing on Question of Annexation The' Town Clerk has provided a Certificate of Sufficiency regarding the voluntary petition for annexation, as presented by Trent. Adams, Pilot View, LLC (Kinderton Village area). Coumcil Member. Rick Cross made ai motion to. set the Public. Hearingf for the. September 10 Councill Meeting The motion was. seconded by Council Member Mike. Erst. The motion was approved. by a vote of three (3) inj favor and none opposed. Brian Williams, Town. Attorney, provided a revised proposed agreement from Sheriff Hartman. After much discussion, it was decided that Council Member Rick Cross will team with Town ManagerLee Rollins in showing the Council's due diligence by a list of "Pros and Cons" regarding the agreement. D. Review ofl Potential Agreement. for Lawi Enforcement Services The pros and cons willl be discussed at the September Council Agenda Meeting. 6. Other Business - Town Manager Leel Rollins provided two photos of! proposed "Town of Bermuda Run" signs to bej placed upon entrances to the' Town from Farmington area on. Hwy 801 (at Davie Medical Center), on Hwy 158 from Mocksville at. Peachtree Lane, and from. Advance on Hwy 801 atLybrook Drive. Costincluding landscaping will be provided at the September, 2017. Agenda Meeting for consideration to move forward. 7. Council/Mayor Comments Rick Cross -Felt that both presentations today were very well done and informative. Mike Ernst - Agreed with Rick that the presentations were. helpful. Jerry West - Feels that DFI will help the Town fll a void". Mayor Rethmeier -Asked Planning Board Chair Christy Schafer to pass along information received at today's meeting to the Planning Board. 8.7 Town Manager Comments None 9.
