Bermuda Run Town Council AGENDA MEETING MINUTES Tuesday, May 23, 2017 9:00 a.m. -Town Hall Council Members Present: Council Members Absent: Also Present: Mayor Kenneth Rethmeier; Ed Coley; Jerry West, Mike Ernst, and Rick Cross John Guglielmi Lee Rollins, Town Manager; Brian Williams, Town Attorney; Christy Schafer, Planning Board Chair; Cindy Griffith, Town Clerk; Bill Holdgrafer, Bermuda Run West resident 1. Call to Order Mayor Ken Rethmeier called the meeting to order. 2. Presentation -. John Eller, Davie County Manager After 6 months as the new Davie County Manager,J John Eller gave an update on what is going on with the County, stressing that the County cannot be successful without the' Towns of Bermuda Run, Mocksville, and Cooleemee. He said that he could not change the past, but be a bridge for the future and that our Town Manager, Lee Rollins has been a great partner. Things needed are a Strategic Plan, Comprehensive Land Use Johnny Lambert, Director ofUtilities gave an update on East Davie Sewer, saying that construction should begin John Eller provided data showing that Davie's population. is aging out - we: need more young families. Hel left Development Plan, and Unified Ordinances. in October, 2018 and end inJ July, 2020. the Council with these four questions: B. What causes a concern for you? A. What would: make a family or business want to move here? C. Is there a general awareness oft this in the community? If not why should we do anything about it? D. What is holding us back from reaching our potential or addressing these issues? 3. Adoption of the Agenda Mayor Ken Retbmeier requested that Item 6E be added to tbe agenda - Revisiting tbe addition ofTon Clock at Kinderton Council Member Ed Coley made the motion to adopt tbe agenda as amended, and Council Member Jery West. seconded tbe motion. Commertial"- Council Member Jery West reguested tbat Items 6D. and 6C be reversed. Tbe motion wvas approved by a vote off four (4) inj favor and none opposed. 4. Approval oft the April 25, 2017. Agenda Meeting Minutes Council Member Mike Erst made a motion to qpprove tbe minutes from the April 25, 2017. Agenda Meeting. Council Member Rick Cross. seconded. the motion. The motion vas approved by a vote off four (4) inj favor and none opposed. 5.Citizen's Comments - No citizens wished to speak. 6. Items for Consideration A. Proposed Municipal Agreement for cost-share of the I-40 Pedestrian Bridge lighting and conduit. Thep participation amount for the Town is $250,000. NCDOT! has agreed to construct a weathering steel arch truss bridge as a pedestrian bridge over. I-40 (behind WinMock). NCDOT shall assume all maintenance for the bridge with the exception OfLED Counci/l Member Rick Cross made the motion to add to tbej June 13, 2017 Ton Council Meeting for consideration. Coumcil Member Jery West. seconded the motion, and the motion was approved byav vote offour (4) inj favor and none opposed. B. Review of the 2017-2018 Town Manager's Proposed Budget The' Town Council will hold a public hearing on June 13, 2017 at 7:00 pm to hear public comment on Council Member. Rick Cross made a motion to add to the action items at the June meeting. Coumeil Member Jery West seconded tbe motion. The motion was approved by a vote offar (4) inj favor and none opposed Discussion - Opportunities to enforce speeding and underage drivers ofgolfcarts Town Attorney Brian Williams provided an overview ofl his findings for enforcement options, explaining that the Town can only do what the State regulates. The Town cannot enforce speeding. Also, who would be responsible for citations regarding speeding and underage golf cart drivers? The Council agreed to. havel Lee Rollins and Cindy Griffith work to communicate more. regarding our Golf Cart Ordinance by putting up signs at the package room, putting more predominately on the' Town's website, D. Resolution for 35 MPH Speed Limit on US 158 and NC 801 Within the Corporate Limits Mayor Rethmeier has asked the Town council to consider adopting this resolution. Council Member Mike. Ernst made the motion to add to tbe June 13, 2017 Tomn Council Meeting for consideration. Council MemberJery West. seconded tbe motion, and tbe motion vas approved. by ai vote of three B)inj favor and one (1) Mayor Ken Rethmeier provided a photo of proposed clock to be added at the entrance to. Kinderton Commercial at Town Hall to further reinforce the areas as the current Town Center. Cost would be around $14,100. Hel has also spoken with Bill Burnette about revising the current sign to include "Town of] Bermuda Run". There are more opportunities for branding at the 801/158 intersection. in the future. the proposed budget to begin July 1,2017. and exploring other communication options. opposed. E. Ed Coley - Informed the Council that he had shared a contact name: for charter school information Mayor Rethmeier - Thanked Lee Rollins for inviting) John Eller and his team to the Council Meeting, saying that Mr. Elleri is a "breath of fresh ait". He reminded the Council of the upcoming concert this Saturday at the Town Green. He will continue to work with Calvary West to encourage the use of "Bermuda Run"vs. "Advance" as their location. 9.Town Manager Comments 10. Adjourn No further comments.
