Call to Order Mayor Ken Rethmeier called the meeting to order. 2. Visioning Exercise for Comprehensive Plan Update Erin Burris lead the' Town Council and Planning Board in an exercise to reach a consensus, adjust and solidify the Town's Vision Statement. Members oft the Planning Board (with the exception of] Bleeker Strand and Lynn Senger) were present for this exercise. *Council Member Jery West absent for Agenda Meeting 3. Adoption of the Agenda Coumcil Member. Ed Coley made tbe motion to adopt the agenda, and Commcil Member John Guglielmi. seconded the motion. The motion was qpproved by a vote gffour (4) inj favor and none opposed. 4. Approval of the February 28, 2017 Agenda Meeting Minutes Council. Member. Jobn Guglielmi made a motion to approve tbe minutes from the February 28, 2017 Agenda Meeting. Council Member. Mike Emst seconded the motion. Potential Text Amendments to the Zoning Ordinance Addressing Vacation Rentals Itl has come to the attention oft the Planning Board that short-term vacation rentals are not addressed in the Zoning Ordinance. Inl light of the anticipated increase in event at the BB&T Soccer Park and the increasing presence of Airbnb, the Planning Board seeks approval from the Town Council to proceed Conmci/Memberà Mike Emst made the motion for the Planming. Agenda Town Manager Lee Rollins recommended the following items A-CH be placed on the. April 12, 2017 A. Notice of Public Hearing. -TA2017-02 Breweries, Wineries, Distilleries Receive public comment on proposed text amendments in an effort to accommodate economic development in the form oft micro-breweries, micro-wineries, micro-distilleries, wineries, and tourism related to Bermuda Run's location within the Yadkin Valley. American Vinicultural Area (AVA) Eddie Carrick, CPA, has submitted a contract proposal to conduct the' Town Audit for $5,500,a program compliance audit for $2,000, and the preparation off financial statements for $1,000. This Town Council Meeting Agenda for proposed action: B. 2016-2017 Town Audit Contract quote has remained unchanged for the past two fiscal years. C.2 2016-2017 Tourism Development Authority Contract $250. This quote is unchanged from the past two fiscal years. Eddie Carrick, CPA, has submitted a contract proposal to conduct an audit for the Bermuda Run Tourism Development. Authority for $1,250 and the preparation of annual financial statements for Councill Member Rick Gross made tbe motion toj place items A-C (above) on the April 12, 2017 agenda. Information Item Comprehensive Plan Update Public Input Survey Erin Burris and the Planning Board met on March 22, 2017 to review a proposed survey. The survey was reviewed by the Town Council with Council Member Rick Cross requesting follow-up with Erin Burris to discuss changes before the survey is disseminated to residents and the business community. After changes are made, the revised survey will be sent to the' Town Council and to the Planning Board for further review. 9. Council/Mayor Comments None wished to comment. 10.
