Bermuda Run Town Council AGENDA MEETING MINUTES Tuesday, February 28, 2017 9:00 a.m. - Town Hall  Council Members Present: Council Members Absent: Also Present:  Mayor Kenneth Rethmeier; Ed Coley; John Guglielmi, and Jerry West  None  Lee Rollins, Town Manager; Brian Williams, Town Attorney; Christy Schafer, Planning Board; Cindy Griffith, Town Clerk; Erin Burris, Benchmark Planning; Bill Holdgrafer, resident; Ken Peacock,  resident; Mike Ernst, resident  1. Call to Order  Mayor Ken Rethmeier called the meeting to order.  2. Adoption of the Agenda  Council Member. Ed Coley made tbe motion to adopt the agenda, and Council Member Jery West. seconded the motion. The motion  wvas approved by a vote of three (3) inj favor and none opposed. 3. Approval oft the January 24, 2017 Agenda Meeting Minutes  Coumcil Member Jery West made ai motion to approve the mimutes from tbe Jamary 24, 2017Agenda Meeting. Council Member  Ed Coley. seconded the motion. The motion pas qpproved by ai vote of tbree (3) inj favor and none opposed.  4. Citizen's Comments - None wished to speak.  5. Items for Consideration  A. 2017 Annual Planning Session Areas of Focus  Town Manager, Lee Rollins asked the Town Council to confirm the three areas of focus as presented, or amend as agreed upon. The areas are: Economic Development, Infrastructure, and Identity and  Character.  B. Consideration ofa General Fund Balance & Debt Policy will be placed on the Marcb Council Meeting agendaj for adoption.  The Town Manager is asking the Town to adopt an official Fund Balance Policy and Debt Policy. This  I DRAFT: Resolution of] Intent to Purchase Property for Recreation  Per the direction from the' Town Council at the January 24, 2017 Agenda Meeting, a DRAFT Resolution of Intent was presented to Council for review. Council Member Ed Coley did not agree with the Appraisal (that was done per his request from the January. Agenda Meeting), and provided a letter froma firm from Elkin, NC (attached). Council Member Jerry West stressed to Ed Coley that he should have provided this feedback for review prior to the meeting instead of reading it at the meeting. Town ManagerLee) Rollins reminded the Council that the Resolution ofIntent is NOTa a purchase agreement and that price was to be negotiated by Council. Council Members Jerry West and John Guglielmi have walked through the property and agree that the Council needs to see the vision for what this can become down the road to fulfill recreation needs and complete the vision for the Comprehensive Plan. Council Member Ed Coley stressed that he was not opposed to the concept, and that he supported the  Comprehensive Plan. However, the cost was thei issue.    Council Member Jery West made ai motion to move) forvard with the concept and toj put on the March Coumcil Meeting  Agenda.  D. Comprehensive Plan Schedule and Tasks visioning exercise at the March Agenda Meeting.  Erin Burris with Benchmark Planning reviewed the schedule with the Town Council. There will bea  E. Discuss Present Candidates for Nomination tol Fill Council Member Vacancies  The Town Council agreed at the January 24, 2017. Agenda Meeting to use the Nomination and Ballot Method when appointing Council Members to fill the vacancies left by Shirley Cagle and Ken Bateman. Itwas agreed that nominations would be submitted on or before the February 28, 2017. Agenda Meeting. Council Member John Guglielmi nominated Mike Ernst; Council Member Ed Coley nominated. Ken Witb HO other nominations on February 28, 2017, Council Member Jery West made ai motion to close the nominations. Council Member Jobn Guglielmi seconded the motion. Tbe motion was qpproved by a vote of tbree (3)inf favor and none Attorney. Brian Williams passed out ballots to eacb Council Member; explaining tbat each was to vote frTWO diferent names, explaining tbat tbe Mayor vould not break the tie fq applicable. Member Jery West made ai motion to cast votes today with the new Council Members being SIvoTH in at tbe March Council. Meeting. Council Member Jobn Guglielmi seconded tbe motion. The motion was approved by a vote of tvo (R)in Attorney Brian Williams, and Ton Manager Lee Rollins counted tbe votes and the results ivere Mike. Emst (3), Rick  Peacock; and Council Member Jerry West nominated Rick Cross.  opposed.  inj favor and none opposed. favor and one (1) opposed. Cross (2), and Ken Peacock (1).  6. Council/Mayor Comments discussed is very negotiable. Jerry West - No comments  Ed Coley- - Stressed that his main objective is to spend tax payer's money wisely. The price of the land being John Guglielmi - Questions regarding lights at roundabout (waiting on estimate), and electronic speed signs. Mayor Rethmeier- - Appreciated everyone's candor. There are a lot ofopportunities for growth. He gavean  Approval has been received from the State and they are on order. update on the Davie Medical Center and welcomed new Council Members.  7.
