Town of Bermuda Run Town Council Meeting Minutes March 14, 2017-7:00 PM The Town Council of Bermuda Run held its scheduled meeting on Tuesday, March 14, 2017 at 7:00 Council Members Present: Mayor Kenneth. A. Rethmeier, DrPH; Ed Coley; Rick Cross; PM. The meeting was held at Bermuda Run Town Hall. Mike Ernst, John Guglielmi and Jerry West Council Members Absent: None Also Present: Call to Order Pledge of Allegiance Lee Rollins, Town Manager and Brian Williams, Town Attorney Mayor Rethmeier called the meeting to order. Oath of Office for Rick Cross and Mike Ernst unexpired terms ofKen Bateman and Shirley Cagle. Recognition of Former Council Members Judge Jimmy Myers administered the oath of office to Rick Cross and Mike Ernst, who are: filling the Mayor Rethmeier and the Town Council recognized Ken Bateman and Shirley Cagle for their meritorious service and devotion to the Town of Bermuda Run. Recognition of Stacy Cornatzer Mayor Rethmeier and the Town Council recognized Stacy Cornatzer with a Key" to the Town. Consideration ofa General Fund Balance Policy and Debt Policy Lee Rollins presented the Town Council with a proposed Fund Balance Policy for the Town's General Fund, which would maintain a Fund Balance no lower than 50% ofGeneral Fund budget expenditures. The Debt Policy proposes to limit the total debt service in the General Fund to no more than 15% of Council Member Ed Coley made a motion to approve the General Fund Balance and. Resolution of] Intent to Purchase Property for Recreation adoption oft the Resolution of Intent to Purchase Property for Recreation. Per direction from the Town Council at the February 28, 2017 Agenda Meeting, the Council considered Council Member Ed Coley made a motion to amend the verbiage ofthe resolution to read, "Whereas, Twin City, Soccer has offèred a parcel(s) ofland to the Town of Bermuda Run at aj price to be Council Member. Jerry West made a motion to approve the Resolution of Intent as presented. Council Member Rick Cross seconded the motion. The motion was approved by a vote offive (5)infavor and determined. The motion did not receive a second. none opposed. Council/Mayor Comments Jerry West: John Guglielmi: Ed Coley: Welcomed Rick Cross and Mike Ernst to the Town Council. In light ofa approval ofthe resolution, encourage all Council Members toj put together their questions regarding the purchase of property from Twin City for recreation purposes. Very concerned about the lack ofl lighting for the US 158 roundabout. Wants to Congratulated Rick Cross and Mike Ernst for their appointments to the Town Council. Reminded those in attendance that his first responsibility is to represent the people oft the town. He does not agree that the Town needs to purchase a total of14 acres to provide recreation services for the Town. He believes the soccer group wants the Town to purchase a total of1 14 acres simply to offset their cost. Concurred with. John Guglielmi's concern about the safety at the roundabout. Expressed ai need to make the signage approaching the roundabout from Clemmons more clear. He wants to be very cautious and considerate with traffic issues and concerns from Kinderton Village residents that are associated with the proposed soccer park expansion. He: feels the potential investment in recreation will be important in younger people moving into town. Expressed his gratitude to be appointed to the Town Council.
