Attorney  Mayor Ken Rethmeier called the meeting to order.  2. Adoption of the Agenda  Council Member Mike. Ermst made ai motion to adopt the agenda. Council Member Rick Cross. seconded tbe motion. The motion  was approved by a vote of tbree (3) inj favor and none opposed. 3. Approval of the October 23, 2018. Agenda Meeting Minutes  Councill Member Jobn Guglielmi made a motion to qpprove the October. 23, 2018 agenda meeting mimutes as presented. Commcil Member Rick Cross. seconded tbe motion. Items for Consideration  A. 2017-2018 Town Audit Presentation  Eddie Carrick, CPA, presented and unqualified (clean) audit to the' Town Council. Unrestricted cash in the General Fund is $2,440,000. Unrestricted cash in the Gate Operations Fund is $218,000.  Unrestricted cash in the Utility Fund: is $1,294,000.  B. Closed Session aj personnel matter.  Lee Rollins asked the' Town Council to go into closed session to discuss a real estate matter in the form of an update from Development Finance Initiative project managers Sarah Odio and Rory Dowling, and Comeil Member Rick Cross made ai motion to go into dlosed session. C.TA 2018-04 Legislative Update and Consistency Text Amendments Erin Burris presented proposed text amendments to the zoning ordinance, as reviewed and recommended by the Planning Board. The primary purpose oft the proposed text amendments is to comply with recent statutory. law changes by the North Carolina General Assembly and provide clarity Council Member. Rick Cross made ai motion to. set a public bearing on Tuesday, December 11, 2018 to allow public comment on the proposed text amendments. Council Member) John Guglielmi seconded tbe motion. The motion was  within various sections of the Zoning Ordinance. qpproved by ai vote of tbree (3) inj fvor and none opposed.    D. Proposed Interlocal Agreement Between Davie County and Bermuda Run Davie County proposes a three year agreement that provides the' Town services for: Tax Collection, Sewer Billing & Collections, Building Inspections, and Planning and Zoning Administration Services. Council Member Mike. Emst made ai motion to approve the Interlocal Agreement with Davie Counly as presented. Council Member Rick Cross. seconded tbe motion. The motion was approved by a vote of three (3) inj favor and none Lee Rollins recommended adjusting compensation for the Town Clerk position commensurate with the 2018 North Carolina Weighted. Average Salaries for position and recognition ofTown Clerk certification Council Member Rick Cross made ai motion to qpprove the recommendation, from Lee Rollins to adjiust tbe Tomn Clerk salary to, 824.81 per bo; efective. November 28, 2018. Counail Member Mike Ernst seconded. the motion. The motion Lee Rollins shared al letter from Spyglass HOA representative Cindy Green regarding ponding in the street and driveways in along a street area the Town previously repaved in 2016.. After review by the Town Engineer, there appears to be no correlation with the paving and thej perception of additional ponding in the street and driveways. Lee will send al letter in response to the issue and inform the Rick Cross - Provided and update to the Council on the County State of Aging initiative and believes  opposed.  D. Town Clerk Compensation Change from the UNC School of Government.  wvas qpproved by a vote ofi three (3) inj favor and none opposed.  6.I Information Items  Spyglass HOA they can come to the Januaty. Agenda meeting for comment.  7.M Mayor/Council Comments  the' Town can play a complementary role in communicating the issues. Hei informed that as Mayor, hei issued twoj proclamations commemorating the 100th_A Anniversary of Romania and Poland.  8. Town Manager Comments None. 9.
