Adoption of the Agenda Lee Rollins asked that the agenda be amended to include: item 5.. A. Agenda Meeting Minutes Council Member Jery West made a motion to approve tbe Angust 28, 2018 agenda meeting minutes as presented. Council Member Chris Fomler seconded the motion. Citizens Comments Diana Sykes, 264 Spyglass Drive, spoke to the Town Council regarding her letter as President oft the Spyglass HOA, regarding a request that the subdivision entrance near 104 Spyglass Drive be closed and the other subdivision entrance across from The Lakes be widened. Mrs. Sykes explained it was her desire for cost estimates to be provided for the proposed street improvements and go back to the Spyglass residents for advisement. Mayor Rethmeier shared with the Town Council an opportunity for the' Town to collaborate with Sterling Events and WinMock to provide "cleaning kits" for Hurricane Florence victims in) Jacksonville, NC. The Town Council Members supported thei idea to engage residents to participate in the disaster relief effort and instructed Lee Rollins to work with Wayne Thomas as WinMock to confirm disseminating the information and confirming 5. Items for Consideration logistics for an October 2 -3 donation and staging event at the WinMock Granary. 6.1 Items for Discussion A. Review of] DFI Request for Proposal DRAFT The Development Finance Initiative representatives provided a draft Request for Proposal for the hotel development opportunity beside WinMock. The Town Council members were pleased with the RFP as In light ofl Mrs. Sykes comments during the Citizens Comments portion of the meeting, Council Member John Guglielmi recommended tabling any potential action by the Town Council, until a cost estimate on the proposed changed to the entrances was received. Lee Rollins stated that he received on his desk on September 24,2018, a petition signed by thirty-seven Spyglass residents stating that they opposed the closing oft the upper shorter entrance into the development and prefer all money be used to re-pave streets in Spyglass. One resident endorsed closing the upper shorter entrance and wanted the entrance across from The Lakes widened. presented and looked forward to dissemination to potential developers. B. Review of Spyglass HOA President Letter Regarding Double Entrance C.I Discussion of Speed Limit on NC 801 South from Lybrook Drive to US 158 Intersection Mayor Rethmeier reiterated his commitment toj public safety by informing the Town Council ofanother accident at NC 801 and Bing Crosby Boulevard. He asked the' Town Council for their consent to have a letter drafted to property owners along NC 801 South asking to sign aj petition to urge. NCDOT tol lower the speed limit from Lybrook Drive to. Peachtree Drive from 45mph to 35mph. The Town Council Members in attendance agreed to the suggestion that the Mayor write al letter to property owners asking to support lowering of the speed limit in that area. Contract for Easement Appraisals Lee Rollins provided the Town Council with two proposals for appraisal work for the Blue Heron Trail Easements. The proposal from Professional Property Services outlined Right-of-Way Acquisition and. Appraisal Services for 18 parcels for $108,000. The proposal from John McCracken & Associates proposed an appraisal Lee Rollins stated that property owners are entitled to receive fair market value for the proposed easements and are also entitled to receive an appraisal oft the property. Lee recommended to the Town Council to give him the authority to move forward with John McCracken & Associates for appraisals for property owners that requested Coumcil Member Jobn Guglielmi made ai motion to authorize tbe Ton Manager to comtract witb Jobn MoCracken d Associates for qppraisals of property along the proposed Ble Heron Trail as needed. Mayor Rethmeier - Expressed his appreciation to the Council Members for their support toward forl local businesses to provide a 10-minute update to the Town Council on happenings.
