Approval oft the February 27, 2018 Meeting Minutes Council Member John Guglielmi made ai motion to approve tbe minutes from the February 27, 2018 Agenda Meeting. Coumcil Member Rick Cross seconded tbe motion. The motion 1as approved by a vote off five (5) inf favor and none opposed. 4. Citizen Comments- None 5. Items for Consideration A. Letter from Spyglass HOA President, Diana Goolsby Sykes Lee Rollins, Town Manager, shared a letter that the Town received from the Spyglass HOA President Diana Goolsby Sykes with subject headings: Safety/ Visibility with double entrance of Spyglass; Flooding and. Drainage Issues on Spyglass; Repaving Schedule of Spyglass. Along with Mrs. Sykes' letter, documents showing the right of way, historic street improvements, and the' Town's storm water policy. Itwas determined during the meeting that trees that were blocking views were the responsibility oft the HOA. Ditch lines that were previously along Spyglass have primarily been filledi in which does not help the flow ofwater. Lee Rollins agreed that he and EngineerJohn Grey would address location of drains with the HOA, and further explore options that may help with other issues regarding the street safety. B. TA 2018-01 Use Compatibility in Residential Districts Strategy 3.2 oft the Town Comprehensive Plan is to "support residential growth to attract the additional retail and services amenities desired by residents". The strategy also includes a recommendation to analyze the permitted uses in each zoning district to ensure that the existing residential development is protected from incompatible uses. Erin Burris, Planner, presented the main Zoning Ordinance amendments to the Council and was available for questions. Erin provided the following for review: 2018 Planning Board Amendment Prioritization list, Planning Board Report with proposed text amendments, and Exhibits from the Comprehensive Plan that may aidi in deliberation. Council Member Rick Cross made ai motion to qpprove tbe proposed amendments and. set a Public. Hearing at the April 10, 2018 Council Meeting Council Member Mike Emst seconded. tbe motion. The motion was approved by a vote offive Rick Cross, as a member of the subcommittee created at the February 27 Agenda Meeting, provideda project briefwith the purpose of framing implementation of Comprehensive Plan Strategy 1.4 "Createa a communication plan including monthly newsletters, quarterly Town Hall meetings, press releases, website improvements, and enhanced use ofs social media." This session was forinformation purposes Council Member John Guglielmi asked that the Council give time to brainstorm on: ideas on how the Town can better support local businesses. Ideas discussed were: involving business owners in discussion about communications. Also, it was suggested that banners sponsored by businesses be allowed in the Town. Town Manager Lee Rollins reminded the Council of our sign ordinance and oft the fact that the DOT owns the poles at 801/158 intersection. Council Members are encouraged to attend ribbon cuttings and' "Business after Hours" atl local businesses. There is currently a section on the' Town's (5) inj favor and none opposed. C.
