Adoption of the Agenda  Town Manager Lee Rollins requested tbe addition of item 6E - Appointment @Assistant Tomn Attorney. Coumcil. Member Rick Cross made tbe motion to adopt the agenda as amended, and Council Member Jery West seconded the  motion. The motion was approved by a vote offive (5) inj favor and none opposed. 3. Approval oft the January 23, 2018 Meeting Minutes  Council. Member Mike Emst made a motion to approve the mimutes from the Jamary 23, 20184 Agenda Meeting Council Member. Rick Cross seconded the motion. The motion was approved by a vote offive (5) inj favor and none opposed.  4. Citizen Comments- None  5. Update from Community Officer Jason Robertson  Officer Jason Robertson presented the Council with 4th Quarter 2017 law enforcement activity for the' Town of Bermuda Run including all activity such as warrant services, security checks, domestic disturbances, larcenies, traffic stops, etc. Mayor Rethmeier thanked Officer Robertson on behalf oft the' Town for his significant impact ont the safety of both residents and businesses. Town Manager Lee Rollins thanked SheriffJ.D. Hartman for his  commitment to the' Town's safety. 6.1 Items for Proposed. Action  A. ANX: 2018-01 Petition for Voluntary Contiguous Annexation: Carolina Athletic Performance Carolina Athletic Performance c/o] Jason Tutterow, submitted al Petition Requesting a Contiguous Annexation. Council Member Rick Cross made ai motion to adopt the resolition directing the Ton Clerk to. Imvestigate a Petition Received umder G.S. 160A-31. The motion was seconded by Council Member Mike Emst. The motion was approved by a vote offive )in  favor and none opposed.  Certificate of Sufficiency. Presented by the Town Clerk  Commcil Member Jery West made ai motion to adopt a Resolution Fixing Date of Public Hearing on Question of Amexation on March 13,2 2018 Pursuant to Article 4A gfG.S. 160A, with Council Member Rick Cross seconding the motion. The motion was  approved by a vote offive (5) inj favor and none opposed.    B. SITE 2018-01 Carolina. Athletic Performance 10/70  The applicant proposes constructing a 121,000 square footi indoor recreation services and professional office facility. The applicant is petitioning the' Town of] Bermuda Run for the approval ofa 10/70 provision for 22.765 acres (13 project acres) of property, with 7.87 acres ofimpervious area on the site. According to Section 10.1 (C) (7) oft the Zoning Ordinance, all requests for the 10/70 provision shall be decided by the Town Council aftera Council Member Jobn Guglielmi made a motion to conduct a public bearing on Marcb 13, 2018. to consider the request for 10/70 allocation. Coumcil Member Jery West seconded the motion. Emst made ai motion to adopt a. Resolution Directing tbe Town Clerk to. Imvestigate a Petition. Received under G.S. 160A-31. Council Member Rick Cross. seconded the motion. Pusuant to Article 4A ofG.S. 160A, with Coumcil Member Jery West seconding tbe motion. The motion was  qpproved by a vote offve (5) inj favor and none opposed.  D. DFI Proposal for Pre-Development Services to the Town of Bermuda Run The Hillsdale Group and the Town of Bermuda Run have executed an Option on property to consider the market feasibility ofal hotel. The Development Finance Initiative is now prepared to enter into pre-development for the prioritized site, with the cost for the scope of setvices at $65,000 (split over 21 budget years). Council Member. Rick Cross made a motion to approve the DFI proposal with Coumcil Member Jerry West. seconding tbe motion.  The motion was qpproved by a vote offve (5) inj favor and none opposed. E. Appointment of Assistant Town. Attorney  Town. Attorney Brian Williams made the recommendation that the' Town appoint Attorney Hank Van Hoy as the Assistant Town. Attorney at no extra cost. This is primarily to help Mr. Van Hoy continue to have status with the CLE. Council Member John Guglielmi made ai motion to approve tbe recommendation with Council Member Jery West  seconding tbe motion. The motion was qpproved by a vote offive (5) inj favor and none opposed. 7. Discussion of'Town Communication Tools and Strategies know out audience and the best methods that work for communication.  The Council discussed the overall communication plan - what we have now, and what's needed in the future. It was suggested that we figure out ways to acquire more email addresses for Constant Contact news. We need to Council Member Rick Cross made ai motion toj form as subcommittee Rick Cross, Mike. John Guglielmi - Expressed that he's looking forward to good things to come.  Jerry West- Brought up issue of people parking on the streets inl Kinderton Village (Suggestion - Petition from Mike Ernst- - Shared that the Chamber Gala was a great event. Hei is appreciative of new lights at: roundabout. Mayor Rethmeier - Provided an update from Davie Medical Center's board meeting no plans for outparcels  Chris Fowler - Thanked! Lee, Cindy, and Erin for their work.  any time soon. Bluel Heron' Trail project has been approved in MPO.    9.Town Manager Comments Salem DOT.  Lee Rollins shared that the Town's Blue Heron Trail proposal was the most thorough according to the Winston-  There will be aj presentation to the family ofl Bill Burnette at the March 13 Council Meeting.  10.
