Town of Bermuda Run Town Council Meeting Minutes July 10, 2018- 7:00 PM The Town Council of] Bermuda Run held its scheduled meeting on Tuesday, July 10, 2018 at 7:001 PM. Council Members Present: Mayor Kenneth A. Rethmeier, DrPH; John Guglielmi, Rick Cross, The meeting was held at Bermuda Run Town Hall. Mike Ernst, Chris Fowler, and Jerry West Council Members Absent: None Also Present: Lee Rollins, Town Manager; Cindy Griffith, Town Clerk; Brian Williams, Town Attorney; Erin Burris, Benchmark Planning; SheriffJ.D. Hartman; Community Officer. Jason Robertson; Christy Schafer, Ken Peacock, and Lynn Senger - Planning Board Mayor Kenneth Rethmeier called the meeting to order. Call to Order Pledge of Allegiance Recognition of Christy Schafer Mayor Rethmeier recognized Christy Schafer for her nine years ofs service to the Planning Board, presenting her with a plaque from the Town of] Bermuda Run. Moment of Silence Mayor Rethmeier asked everyone present to remember the family of the Town's first Mayor, Bermuda Run resident Clyde Gardner as he passed away on July 5,2 2018. Adoption of the Agenda Council Member Mike Ernst made a motion to approve the agenda as, presented. Council Member Rick Cross seconded. the motion. The motion was approved by a vote offive (5) inj favor and none opposed. SheriffJ.D. Hartman and Community Officer Jason Robertson oft the Davie County Sheriff's Department presented activity in the Town of Bermuda Run during the first six months of duty. Reports showed clearly that even though Officer Robertson responded to many calls within the Town that other Davie County officers continue to respond per original agreement with the department. Officer Robertson discussed non-reportable calls and activities that are part ofhis function as Community Officer Agreement/Update "Community Officer" as it relates to both businesses and residences. Approval ofthe June 12, 2018 Meeting Minutes Council Member. Jerry West made ai motion to approve the June 12, 2018 Town Council Meeting Minutes. Council Member. John Guglielmi seconded the motion. The motion was approved by a vote of five (5) inj favor and none opposed. Citizens' Comments There were none. Action Items A. Public Hearing: TA: 2018-02 & REZZ2018-01 Town Center District Repeal & Master Town Manager Lee Rollins stated that the Public Hearing was duly advertised and that letters were mailed to affected property owners. Erin Burris, Town Planner presented the proposed text amendmentsrezoning. Strategy 2.3 oft the Comprehensive Plani is to "reclassify the existing Town Center (TC) Zoning District to Commercial Mixed (CM) and Village Mixed Use (VM) to facilitate more realistic development potential. Include a "Master Plan Overlay" that requires conditional zoning for all: new development to ensure overall development cohesiveness and the fulfillment of land use and Overlay (#1) infrastructure goals and strategies. . The Planning Board recommended approval. Mayor Rethmeier Opened Public Hearing One person (a representative of] Riverview Townhomes) spoke, saying the proposed amendments and rezoning would not affect the current property. He appreciated clarification provided by Erin Burris prior to the meeting. Mayor Rethmeier - Closed Public Hearing Council Member. Rick Cross made ai motion that the Town Council find that the amendments are consistent with the Town of Bermuda Run Comprehensive Plan, pecfcalySiralegles 2.3, and considers the action to be reasonable and in the public interest. Public Hearing: TA 2018-03Temporary Signs (#2) The proposed text amendment is intended to permit temporary signage for permitted temporary uses (i.e. Christmas tree sales) and construction projects with valid building permits. These were excluded by oversight during a previous amendment intended to comply with the Supreme Court Case Reed VS. Town of Gilbert, AZ. Thel Planning Board recommends approval. Mayor Rethmeier - Opened Public Hearing There were no residents wishing to speak. Mayor Rethmeier - Closed Public Hearing Council Member Mike Ernst made a motion that the Town Council approve as presented andj finds that the proposed.mendments: are consistent with the Town of Bermuda Run Comprehensive Plan, specifically the Character and. Identity and. Economic Development and. Land Use goals, and considers the action to be reasonable and in the public interest. Council Member Rick Cross seconded the motion. The motion was approved by a vote offive (5) inj favor and none opposed. C.K Kinderton Village Residential Master Homeowners Association: Request for 4-way Stop The Master Association Board voted unanimously to request the intersection ofTown Park and Parkview be changed to a four way stop which would help reduce traffic speeds and focus drivers on activity in the area. This request isi in keeping with recommendations from aj prior traffic and speed study conducted by Ramey Kemp & Associates for the Kinderton Village residential area. Council Member Chris Fowler made a motion to approve thej four-way stop at Town. Park and Parkview in Kinderton Village. Council Member Rick Cross. seconded the motion. The motion was at' Town Park and Parkview (#3) approved by a vote offive (5) inj favor and none opposed. He also Rick Cross - He shared that he has known Christy Schafer for over 20 years, and that she was instrumental for him joining the Planning Board before becoming a Council Member. He appreciates her great leadership and thanked the Planning Board as a whole for their work. thanked Erin Burris for her work as the Town Planner. Chris Fowler - No comment Mayor. Rethmeier. - He echoed the sincere thank you to Christy Schafer and to all Planning Board volunteers. He informed all present that Bert's Way Bridge would start coming down at the end ofJuly and that the work is scheduled tol be done at night. This is to make way for the Blue Heron Trail project that has been approved. Mayor also noted Wake Forest Baptist Hospital's announcement that they will begin Obstetrics at the main campus in Winston-Salem again.
