Town of Bermuda Run Town Council Meeting Minutes August 13, 2019 - 6:00 PM  The Town Council of] Bermuda Run held its scheduled meeting on Tuesday, August 13, 2019 at Council Members Present: Mayor Kenneth A. Rethmeier, DrPH; Rick Cross, Mike Ernst, John  6:001 PM. The meeting was. held at Bermuda Run Town Hall.  Guglielmi, Jerry West, and Chris Fowler  Council Members Absent: None  Also Present: Call to Order Pledge of Allegiance Moment of Silence  Lee Rollins, Town Manager; Cindy Griffith, Town Clerk; Brian Williams, Attorney; Andrew Meadwell, Zoning Mayor Kenneth Rethmeier called the meeting to order.  It is the intent of the Town Council to solemnize the proceedings ofthis meeting and the business brought before the governing board, to offer the opportunity. for a reflective moment ofsilence.  Adoption of the Agenda  Council Member. John Guglielmi made a motion to approve the agenda as presented. Council Member Jerry West seconded the motion. The motion was approved by a vote offive (5) infavor and none  opposed.  Approval of the. June 11, A 2019 Town Council Meeting Minutes (Due to no proposed agenda items, there was. NO Council Meeting in. July.)  Council Member Rick Cross made a motion to approve June 11, 2019 Council. Meeting minutes. Council Member Mike Ernst seconded the motion. The motion was approved by a vote offive (5) in  favor and none opposed.  Presentations from Mayor Rethmeier  a. To Planning Board Member Bleeker Strand for 9 years meritorious service to the residents b. Tol North Carolina House Representative Julia Howard for service above and beyond to the  of Bermuda Run. Town of Bermuda Run.  Public Comments  Jane Blue with the Davie County Public Library shared the new' "Books and Barrels" event that will be  held on1 the third Thursday of each month from 5:30 pm - 7:30 pm. PUBLIC HEARING- Zoning Map Amendment 2019-03  The applicant Bob Hodges requests ai rezoning from RM Residential Mixed to CM Commercial Mixed in order to develop the property commercially. The site is 2.55 acres. The applicant owns the adjoining property to the south at 169 Yadkin Valley Road. The applicant states the request as the "highest and best use" for the property in question. This is an expansion of the CM zoning district    located on three sides of the site (see zoning map). Andrew Meadwell presented details about the  proposed amendment.  Mayor Rethmeier Opened the Public. Hearing  Steve Sexton of207 Yadkin Valley Road expressed that hel lives adjacent to the property and welcomes growth, but would like to see conditional use. He does not want area to resemble Clemmons, and would like office space instead of more retail. Jim Snider of3 325 Yadkin Valley Road shared his concerns about the neighborhood and possible water run-off. He wants something the community will bej proud of. Council Member, John Guglielmi made a motion to defer, as the amendment needs additional consideration. Council Member Mike Ernst. seconded the motion. The motion was approved by a vote ofthree (3) inj favor (Mike Ernst, Jerry West, and. John Guglielmi) and two (2) opposed  Mayor. Rethmeier Closed the Public. Hearing  (Rick Cross and Chris. Fowler).  Presentation - Davie County Senior Services Director, Kim Shusky -] Davie County Area Aging Plan Aging Plan Project has been a 9-month effort in which Council Member Rick Cross has been involved. The plan is for the next five years, focused oni many areas that affect the aging community. Town Manager, Lee Rollins recommended for the Town Council to consider a $50,000 commitment to IGNITE DAVIE to be paid at $10,000 per year for five years. This investment is an economic and community development investment that represents one percent of current property tax revenues and Council. Member. Jerry West made a motion. to approve the project with the Town. Manager' 's proposed commitment. Council Member Chris. Fowler seconded the motion. The motion was approved by a vote  Public Commitment Toward IGNITE DAVIE  one-half percent of current sales tax revenues annually.  offive (5)infavor and none opposed. Jerry West- -4 Acknowledged that a lot oft thought went into tonight's! projects that were presented; feels Town Manager/Mayor Comments Lee Rollins presented Mayor Rethmeier with a plaque from the Town as this was. his last Council Meeting due to moving out oft the Town. The Mayor then shared slides regarding his career with the United States Navy and how those experiences gave. him the desire to be involved in the growth and development in his community. Mayor Rethmeier was sworn in on  12/13/11 and will resign effective at the end of August, 2019.  Adjourn  With noj further business to discuss, Council Member Mike Ernst made ai motion to adjourn.
