Town of Bermuda Run Town Council Meeting Minutes June 11,2019 - 6:00 PM  The Town Council of Bermuda Run held its scheduled meeting on Tuesday, June 11,2019 at Council Members Present: Mayor Kenneth A. Rethmeier, DrPH; Rick Cross, Mike Erst, John  6:00 PM. The meeting was held at. Bermuda Run Town Hall.  Guglielmi, Jerry West, and Chris Fowler  Council Members Absent: None  Also Present: Call to Order Pledge of Allegiance Moment of Silence  Lee Rollins, Town Manager; Brian Williams, Attorney; Cindy Griffith,  Town Clerk; Andrew Meadwell, Zoning  Mayor Kenneth Rethmeier called the meeting to order.  Iti is the intent ofthe Town Council to solemnize the proceedings ofthis meeting and the business brought before the governing board, to offer the opportunity, for a reflective moment ofsilence.  Adoption of the Agenda  Council Member. Jerry West made ai motion to approve the agenda as presented. Council Member Rick Cross seconded the motion. The motion was approved by a vote offive (5) infavor and none opposed. Council Member Mike. Ernst made ai motion to approve the minutes from the May. 14, 2019 Council Meeting. Council. Citizens' Comments None Proposed Action Items  A. PUBLIC HEARING- Zoning Map Amendment 2019-02  Shugart Enterprises LLC has applied toi rezone a 71.56-acre tract of land from Open Space (OS) to Residential Mixed (RM). The subject property is located behind 470 NC Hwy 801 N. and is further described as parcel oft the Davie County Tax Map C7000001108. Andrew Meadwell spoke oft the project and informed the Council that the Planning Board has unanimously voted in  favor oft the amendment.  Mayor Rethmeier Opened the Public Hearing.  Vera Williamson of 229 Haywood Drive, Advance, NC: spoke as ai resident whose property adjoins the affected area and shared her concerns regarding increased traffic and questioned whether it would be just single-family homes or multi-family. She asked the Council to consider deferring the vote for one: month since her neighbors were not aware ofthe Public  Hearing.  Andrew Meadwell provided follow-up to the questions.    Greg Garrett, Representative of Shugart Enterprises LLC, 221 Jonestown Road, Winston-Salem spoke about the property saying it was owned by the Moravian Church. He explained that the plans are: for 79 single-family homes (starting ini the $250,000 price range) and 71 patio homes  ($230,000 price range) ini the development. Mayor Rethmeier Closed the Public Hearing.  Following the public hearing, Council. Member. Jerry West made ai motion for approval - The Town Council, finds that the proposed general use rezoning is consistent with the Town of Bermuda. Run Comprehensive Plan, specifically the objective to. support steady, managed growth with additional residential and retail development and consider the action to be reasonable and in the public interest. Council. Member. John Guglielmi seconded the motion. The motion was approved by a1 vote offive (5) inj favor and none opposed. B. PUBLICHEARING- Recommended 2019-2020 Budget  The Town Manager'si recommended budget for the General Fund is balanced at $1,840,200,  Gate Operations Fund balanced at $513,000 and Utilities Fund balanced  Mayor Rethmeier Opened the Public Hearing. Mayor Rethmeier Closed the Public Hearing.  No one signed up to. speak.  Council, Member. Rick Cross made ai motion to adopt the proposed budget ordinance as presented. Council Member Mike Ernst seconded the motion. The motion was approved bya a  vote offive (5) inj favor and none opposed.  Council & Mayor Comments  Chris Fowler Shared that he feels good about the adopted budget.  Rick Cross - Agreed with Chris and thanked. Lee Rollins and. stafffor all oftheir hard work. Mike Ernst - Agreed with the others and shared that we follow state statutes regarding advertising Public Hearings, but questioned ifthere' 's anything else we can do to get word out. John Guglielmi = Said that the Town did a goodj job informing everyone ofmeetings. Jerry West - Agreed with. John Guglielmi saying good job was done byall.  Mayor Rethmeier - Discussed the move of the Bermuda Run. Farmers Market) from Davie Medical Center back to. Peachtree Lane, and. shareda a "thank you" card from them to the Town. Reminded Town Manager Comments Lee Rollins shared that Town Clerk Cindy Griffith is celebrating her 9-  everyone ofconcert on Saturday, June 15.  year anniversary with the Town of Bermuda Run this month (6/1).
